Inactive voters are not sent Mail-In ballots. Eligible voters are those who • are registered in the county by the election cutoff date (10/412010) • are 18 years old or older on Election Day. Attachment 1 contains a precinct breakdown of the number of eligible voters on Election Day, whether they requested a Mail-In ballot and whether that request was fulfilled. Some observations: • The number of eligible Actives (163140) and Inactives (61621) agrees with the website. • 107554 of the Active eligibles requested a Mail-In ballot. There are 17 differences between the number of the Mail-In Requests and the number of Mail-Ins fulfilled. Most of these mismatches are due to voters switching from Mail-In to Early Voting. For example there were 11 Mail-In surrenders who we voided (instead of surrender) when they Early Voted. There are also a minor differences between precincts. These are likely due to voters moving between precincts and getting credit for the "first ballot back". Vendor Accountability for Mailed Ballots We use a print/mailing vendor for most of the Mail-In ballots. We provide the vendor with ballot images and addressing information some weeks before ballots are to be mailed. However, during these weeks we receive and process numerous registration changes, some of which void ballots being processed by the vendor. When possible we attempt to find and secure those voided ballots. For this election we pulled voids 7 times, securing 2178 voided ballots and reducing the number of mail-pieces managed by the vendor. The USPS couldn't provide a piece-count because the ballot envelopes didn't all have the same weight. Managing Ballot Inventory Ballot images are created through Ballot Now's Print on Demand software, which ensures that each generated image is automatically and securely tracked. In addition workers record if there are problems with an image that would make it unusable (i.e., printer error, wrong precinct, etc). The chart is organized by polling place location, so that precincts that shared a location are shown adjacent to each other. Some observations on differences seen within and across precincts: • On the Score side of Attachment 3, polling place voters were attributed to their registration precinct, not the precinct of the poll book. And these discrepancies could have occurred after the election, as the emergency registration forms were being checked. These differences would be seen across precincts and would not impact the bottom totals. • There are several precincts where Score and Tally differ within DIRE or Paper but agree when combined for the precinct. This is likely due to an election worker pressing the wrong button during Early Voting (DRE or Paper) or circling the wrong method on a poll book. • There are 49 Early Voters with address changes whose voted ballot differs from the resident precinct. This would account for mismatches across precincts. These differences would not impact the total ballots. • Differences in the Mail-In counts for precincts 038 and 039 (Balfour Retirement Community) exactly offset each other. This is hard to explain if all those ballots were indeed Mail-Ins. Differences like this are more typically found at polling places but could have occurred if wrong ballot styles were inserted in envelopes. • Occasionally polling place workers at sites with multiple precincts hand the wrong ballot style to a voter. This is suspected when the Election Day ballots for the precincts offset each other, as in precincts 161 and 162 at Mesa Elementary. • After Election Day there were several voters whose Mail-In ballot was in a "prepared" stage, not a "sent' stage. Score prevents assigning vote credit to these prepared ballots. To get around this, we gave voter credit through the poll book. For these cases, Tally would show receipt of the Mail- In ballots but Score credit would be shown through the poll book. Randomly selected contests and randomly selected ballots are manually tallied and compared with the machine count of the same ballots. The audit was conducted Nov 6-12 and included selection of 9 contests on 90 MBBs for a manual verification of 40633 votes.
