Agenda Item 5 - Discussion about the Fort Collins 2003 study effort on fluoride in drinking water. Ned Williams presented item to the board 17:18 p.m.] Executive Summary from Packet Materials: The Water Resources Advisory Board (WRAB) has identified "Fluoride in Drinking Water" as a challenge and priority for the future and plan to discuss this topic after the U.S. Department of Health and Human Services issues its final guidance on fluoride level. As background information, WRAB members are interested in the process and results from the City of Fort Collins, CO effort. A chronology of the Fort Collins effort was presented Public Comment: 17:24 p.m.] None WRAB discussion included: 17:30 p.m.] • Are there any other studies available (i.e. National Research Council) that may be more current to today's social mentality? Susan is going to look into this and forward anything she discovers to the board. • Can staff look into the status of young children that may fall into a lower socioeconomic and find WRAB Minutes 19 September 2011 Page No. 1 out how they are faring? • How does the city ensure that the city's water is not or never accidentally over-fluoridated? • WRAB would like to see a literature comparison between the pros and cons of documents submitted to the US Department of Health and Human Services. • Can the board get any data regarding arsenic levels in the municipal water supply due to the addition of fluoride? • The best way to observe the affects of fluoride is when a municipality halts the addition of fluoride to the water supply, and reviews the results of increases in cavities and fluorosis. • Studies have shown that the benefits of fluoride do not come from ingesting it, but rather from topically administering it. • How important is the issue of byproducts in our wastewater effluence, particularly in regards to arsenic? Staff response: Staff is evaluating the mass balance aspect to see if we were to decrease the amount of arsenic on the drinking water side, what changes would that present on the wastewater side. Back in May, staff started looking at the various water sources and gathering data to look into questions regarding effluence. The issue with testing for arsenic in our water sources is that the level of arsenic present is so low, that staff is having a hard time finding a lab in the US that can detect such low levels.
