AGENDA TITLE: Update on Possible Water Budget Changes for Residential Customers
PRESENTERS: Ned Williams, Director of Public Works for Utilities
Joanna Crean, Public Works Administrator
Erin Kintzle, Utilities Financial Analyst
EXECUTIVE SUMMARY:
Water budgets were implemented in January 2007 and have since been refined a few times.
Concerns were raised by the Boulder Area Rental Housing Association (BARHA) that
Multifamily Residential (MFR) duplexes do not have large enough indoor water budgets and that
they should be treated the same as Single-Family Residential (SFR) customers. The overall
objective of the water budget rate structure is to set fair and equitable water budgets for all
customer classes, including MFR and SFR customers. Utilities staff performed initial MFR
analysis on only the MFR adjusted accounts (approximately 30 percent) that submitted water
budget adjustments to correct and/or verify their exact number of units and bedrooms. Then, staff
asked Red Oak Consultants to analyze all MFR and SFR winter billing records for 2008 and
2009. Red Oak reports (see Attachment A) that MFR customers water usage and bills fall into
excess use blocks approximately twice as frequently during the winter months as SFR customers,
but still only 2-6 percent for MFR customers (depending on unit size) as compared to 2-3 percent
for SFR customers. Red Oak concludes that there is no significant difference between duplexes
and other MFR customers in the distribution of bills and usage over budget (blocks 3-5) or in the
excessive use blocks (blocks 4 and 5).
Utilities staff does not recommend changes to the MFR water budget methodology at this time
but, rather consider targeting conservation measures to MFR customers over budget. Staff is
asking for WRAB feedback with regards to this analysis and next steps.
BACKGROUND:
Water budgets were implemented in 2007 and have since been refined a few times. The
intention was that the water budget rate structure would be enhanced over time. If any changes
result from this project, it is anticipated that these will not be the last revisions.
The current water budget rate structure for MFR is an indoor allotment of 4,000 gallons per unit
(with 1-2 bedrooms) plus an outdoor allotment (based on customer-specific irrigable area and
seasonal watering needs). Dwelling units that have more than two bedrooms may apply for a
water budget adjustment and receive an additional 1,000 gallons per month per bedroom, but the
total indoor allocation per dwelling unit may not exceed 7,000 gallons per month, which is the
equivalent of five bedrooms and is also the indoor allotment for SFR.
AGENDA ITEM 9 PAGE 1
The current water budget rate structure for SFR is an indoor allotment of 7,000 gallons per unit.
SFR may apply for a water budget adjustment if they have more than four people living in their
household year round, in which case the monthly water budget will increase by 1,000 gallons per
person.
The city allocates a given budget of monthly indoor and outdoor usage by customer class for all
water users. Consumption is allocated into blocks 1 through 5 based on the percentage of total
budgets:
Block 1: 0%-60%
Block 2: 60%-100%
Block 3: 100%-150%
Block 4: 150%-200%, and
Block 5: greater than 200%.
Concerns arose by BARHA that MFR duplexes do not have large enough indoor water budgets,
and that they should be treated the same as SFR customers. Utilities staff performed MFR and
SFR analysis on adjusted accounts only. Adjusted accounts are those MFR accounts (30
percent) that submitted water budget adjustments to correct and/or verify their exact number of
units and bedrooms. The city then contracted with Red Oak Consulting to review the 2008 and
2009 billing data to validate the issue that MFR are significantly going over their indoor water
budget allotment and if SFR usage was within their water budget allotment.
ANALYSIS:
Utilities staff performed the initial MFR and SFR analysis based on two years of winter months
January, February, and December 2008; and January, February, and December 2009 billing data.
This analysis was only completed on MFR accounts that submitted water budget adjustments
(759 MFR adjusted accounts - 277 with 1-2 bedrooms and 482 with 3+ bedrooms). Adjusted
accounts are those MFR accounts (30 percent) that submitted water budget adjustments to
correct their number of units and bedrooms.
The initial Utility analysis indicated that a significant percent of MFR adjusted accounts winter
usage was in blocks 4 or 5. Utilities contracted with Red Oak to analyze all MFR and SFR
accounts `within budget' (blocks 1 or 2) `over budget' (blocks 3, 4 or 5) and those accounts only
in the penalty blocks (blocks 4 or 5). Red Oak's analysis differed significantly from the city staff
analysis and, after further review; Utilities staff realized there was a logic error/mis-calculation
in the City analysis which was overstating the percent of usage and percentage of MFR
customers/bills in blocks 4 or 5.
To analyze indoor water budgets, Red Oak studied City winter water consumption records for all
SFR and MFR customers (approximately 2,500 MFR customers) during the winter month's 2008
- 2009 monthly billing data. Red Oak reported and compared results for "Bills by Block", which
is the number of bills in the highest block for which consumption was billed and that means a
customer with consumption in blocks 1, 2, and 3 represents one bill in block 3. Red Oak also
reported and compared results for "Consumption by Block", which is the amount of usage in all
blocks for which consumption was charged and that means a customer with consumption in
AGENDA ITEM 9 PAGE 2
blocks 1, 2, and 3 represents the actual consumption billed into the respective block. The result
of the Red Oak analysis is outlined in Attachment A. Red Oak further classified MFR
customers into the four categories, duplex, triplex, fourplex, and five or more units.
Red Oak studied City water consumption for all residential customers (MFR and SFR) for years
2008 and 2009 and found water usage and bills in blocks 4 or 5 for multifamily customers
approximately twice as frequently during the winter months as for single-family customers, but
still only 2-6 percent for MFR and 2-3 percent for SFR.
Also, Red Oak has found no significant difference between duplexes and other MFR customers
in the distribution of bills and usage over budget or in the excess use blocks 4 and 5 as illustrated
in the tables below. Total water usage in excess use blocks (block 4 or 5) account for
approximately 5 percent of total use in two segments of MFR customer classes, and 3-4 percent
of total use for the rest of the MFR customers. The fourplex MFR customer class shows the
largest excess use (6 percent), though this customer class still exceeds 80 percent of total bills
within budget.

and MFR is as follows:

OPTIONS TO CONSIDER:
Staff and Red Oak analyzed what would happen by allocating an additional 1,000 gallons per
month to the MFR indoor water budgets. The analysis shows a more similar equivalent usage
and bill distribution between MFR and SFR customers during the winter months in the over
budget and excessive use blocks. Red Oak's findings also indicate that by allocating an
additional 1,000 gallons to the MFR indoor water budgets (all units and bedrooms), the city's
water revenue will decrease by $230,000 and to recover this revenue the city would need to
increase 2012 rates by 1.72 percent, or a rate increase of five cents to the base rate. Red Oak
also reminds staff to review to what extent allocating additional use to water budgets will reduce
conservation price signals, and understand the effect that this will have on the city's conservation
policy.
Based on the findings mentioned above, Utilities staff does not recommend changes to the MFR
water budget methodology at this time but rather consider targeting conservation measures to
MFR customers over budget. WRAB may also want to consider reaching out to the MFR that
have not yet responded to the budget adjustment request which would be helpful ensuring that
AGENDA ITEM 9 PAGE 4
Utilities has the most accurate MFR number of bedroom and unit data. Once complete data for
MFR bedrooms and units is obtained the City should evaluate budget allocations for the MFR
customers.
At this time, the Utility staff is recommending targeting conservation efforts to MFR customers.
The Water Conservation Program recently restructured the rebate process to better target
homeowner associations (HOA) in two key ways. One change was to only allow the HOA or
account holder (not the individual tenant) to apply for a rebate. A second change was to place
multifamily properties in the "commercial" rebate category, thereby increasing the rebate
assistance to an annual maximum rebate of $5,000 per HOA (or water account holder).
Combined, these changes encourage a greater number of retrofits, allow staff to work more
closely with the property to increase outreach efforts and more effectively use rebate dollars to
realize an even greater reduction in water use (i.e. promoting toilet leak tests, promoting low-
flow shower heads, etc).
The Water Conservation Program is also coordinating with the city's Local Environmental
Action Division (LEAD) and Boulder County's EnergySmart program to incorporate water
conservation into their residential programs, which includes multi family residential complexes.
These joint efforts expand the city's opportunity to support multi family complexes and
incorporate additional water conservation measures such as funding the installation of low flow
shower heads and faucet aerators, both of which are currently not offered under the city's water
conservation rebate program.
The city's Water Conservation Program has primarily supported MFR properties rebates for
outdoor irrigation and indoor water fixtures. Additional education and outreach including
technical assistance with water utility bill analysis, water-wise landscaping presentations and
irrigation audits have also been made available. The Water Conservation Program assisted in the
multifamily budget review and continues to work with various HOAs that manage high water use
multifamily complexes with the goal of reducing water use and maximizing rebate potential.
NEXT STEPS:
Staff is requesting feedback from WRAB on the MFR and SFR water budget analysis and
potential water budget changes and conservation efforts.

1. Executive Summary
1.1. Background
Water budgets were implemented in the City of Boulder (City) in 2007, and have been
continuously updated and monitored. Concerns have been raised by the Boulder Area
Rental Housing Association (BARHA) that multifamily customers, specifically duplex
customers, are consistently charged for consumption in the higher blocks meaning that
the indoor water budget does not adequately meet usage characteristics of the customer
class. BARHA believes that the budget methodology, usage allowance, and block
thresholds should more closely resemble the single-family residential customer class.
The City conducted preliminary analysis in response to BARHA concerns, finding a high
percentage of bills during winter months which were over budget for the multifamily
customer class. The City retained Red Oak Consulting (Red Oak) to validate these
findings and consider effects of changing the water budget methodology to enhance
equity for the multifamily residential customer class.
1.1.1. Definitions
Terminology used throughout the report is defined in this section.
• Winter months means the months of December, January, and February. Red Oak
analyzed 2008 and 2009 data during the months of December, January, February.
■ Within budget means bills with consumption contained within blocks 1 or 2.
■ Over budget means bills with consumption in blocks 3, 4 or 5.
■ Excessive use means bills with consumption in blocks 4 or 5.
■ Bills by block means the number of bills in the highest block for which consumption
was billed. A customer with consumption in blocks 1, 2, and 3 represents one bill in
block 3.
• Consumption by block means the amount of usage in all blocks for which
consumption was charged. A customer with consumption in blocks 1, 2, and 3
represents the actual consumption billed in each of the respective blocks.
1.2. Findings
Red Oak studied City water consumption for all residential customers for the years 2008
and 2009. Following is a summary of Red Oak's findings.
Water bills during the winter months fall into block 2 for multifamily customers
approximately twice as frequently as for single-family customers. Of all duplex

customer bills, 26 percent fall in block 2 compared to 14 percent of total bills for
single-family customers in block 2.
■ Water bills during the winter months fall into over budget blocks for multifamily
customers approximately twice as frequently as for single-family customers.
Approximately 15 percent of all duplex customer bills are over budget compared to 7
percent of total bills for single-family that are over budget.
LL Multifamily customer bills during the winter months fall into the excessive use blocks
approximately three times as frequently as single-family customer water usage and
bills. Four percent of all duplex customer bills fall into the excessive use blocks
compared to 1.5 percent of all bills for single-family.
• Usage by block during the winter months follows the same trends as bills by block,
meaning single-family customers have less usage in the blocks 2, 3, 4 and 5 than
multifamily customers. However, the magnitude of difference between single-family
and multifamily usage by block is smaller than percent of total bills in corresponding
blocks.
® Red Oak has found no conclusive difference between duplexes and other multifamily
customers in the distribution of bills and usage over budget or in the excessive use
blocks.
1 Multifamily customers responding to the City's number of bedroom and unit
adjustment request present lower bills and usage by block in excessive usage and over
budget blocks than customers not responding to the survey.
1.3. Recommendations
Red Oak recommends the following regarding the City's indoor water budgets for
multifamily customers:
■ Reach out to the 70 percent of multifamily customers that have not responded to the
bedroom and unit adjustment request. This effort will gather more accurate data
regarding the number of bedrooms and units even though some of the 70 percent may
not have any unit or bedroom corrections.
• Once the City obtains complete data for multifamily customer bedrooms and units,
evaluate budget allocations for the multifamily customer class based on the number of
bedrooms.
I Review the option of adding 1,000 gallons to multifamily indoor water budget
allocations, as well as the associated decreases in revenue and increases in rates that
may result.
X Preliminary findings indicate that by allocating an additional 1,000 gallons to the
multifamily indoor water budgets, an increasingly equivalent usage and bill
distribution between multifamily and single-family customers in the over budget and
excessive use blocks results.

2.1. Introduction
Water budgets were implemented in the City of Boulder (City) in 2007, and have been
continuously updated and monitored. Concerns have been raised by the Boulder Area
Rental Housing Association (BARHA) that multifamily customers, specifically duplexes,
consistently have consumption in the higher blocks meaning that their indoor water
budget does not adequately meet the characteristics of the customer class. BARHA
believes that the budget methodology, usage allowance, and block thresholds should
mirror the single-family residential customer class.
2.2. Existing Rate Structure
The City allows a given budget of monthly indoor and outdoor usage by customer class
for all water customers. Consumption is allocated into blocks 1 through 5 based on the
percentage of total budget used, presented in Table 2-1. This study analyzes indoor water
budgets for single-family and multifamily customers.

2.2.1. Single-family Residential
The City budgets an indoor allocation of 7,000 gallons per month per household. Single-
family residents with more than four people residing in the home year round may apply
for a water budget adjustment. Approved adjustments result in a water budget increase of
1,000 gallons per person.

2.3.1. Methodology
Red Oak's analysis was based on the following categories of single-family and
multifamily water records:
• Bills by block
■ Consumption by block
To analyze indoor water budgets, Red Oak studied City winter water consumption
records for all single-family and multifamily customers for the years 2008 and 2009. The
two year average is used to graphically present study findings. Red Oak further classified
multifamily customers into the following categories based on number of units:
■ Duplex
■ Triplex
■ Fourplex
■ Five or more units
Following is a summary of Red Oak's findings.
2.3.2. Bills by Block
The majority of all bills, regardless of customer class, fall into block 1 during the winter
months. Single-family customers have the highest percentage of bills in block 1, about 79
percent, and multifamily customers vary from 59 percent to 43 percent of total bills in
block 1. Duplex customers have more bills falling into block 1 than any other multifamily

customer class. Multifamily customer bills fall into block 2 more frequently than single-
family customer bills. For all multifamily customers, total percentage of bills in blocks 1
and 2 are closely aligned. Figure 2-1 shows the percentage of bills by block by customer

To analyze the appropriateness of budget allocations, Red Oak looked at bills in two
categories: within budget and over budget. If a customer class shows a high percentage of
bills over budget, it is possible the allocation is not representative of customer class usage
characteristics. More than 80 percent of all City customers are within budget during the
winter months for years 2008 and 2009. Multifamily customer bills are over budget twice
as frequently as single-family customer bills during winter of both 2008 and 2009. The
fourplex multifamily residential customer class contains the lowest percentage of bills
within budget, though the customer class still exhibits 80 percent of total bills within
budget. Duplex customer bills are classified within and over budget in a similar manner
to all other multifamily customers. These findings are presented in Figure 2-2.

Analyzing the percentage of total bills in blocks 4 and 5 provides a better picture of
where the over budget usage is occurring, and to what extent a customer class is
exceeding the budget allocation. Less than 6 percent of all City bills for the winter
months during years 2008 and 2009 fall into excess use blocks, meaning the City is
providing a conservation price signal to discourage use in the top blocks during the
winter. Multifamily customers are nearly three times as likely to have bills fall into
blocks 4 and 5 as single-family customers. Duplex customer bills fall into the 4th and 5th
blocks in a manner similar to other multifamily customers. Fourplex customers have the
highest percentage of bills in blocks 4 and 5, with approximately 6 percent during the
years 2008 and 2009, shown in Figure 2-3.

2.3.3. Consumption by Block
Bills by block show the percentage of customers falling into each block based on the
highest block of consumption billed. Bills falling in the higher blocks contain
consumption in the lower blocks, yet the bill is not counted in the lower blocks.
Consumption by block shows the percentage of the total usage billed in each block, and
provides a better indicator of the magnitude of charges resulting from usage in each
block. Figure 2-4 shows the percentage of bills by block by customer class for the
average of winter months in 2008 and 2009.
Although multifamily bills by block show a large percentage in block two, overall usage
occurring in block two is smaller than the percentage of bills in block two. This means
that customers with bills in block two do not necessarily exhibit a large percentage of
their total use in that block. For example, multifamily five or more unit customer bills fall
into block two 42 percent of the time while just over 18 percent of total usage occurs in
block two. This indicates that the multifamily five or more unit customers are not
consuming heavily in block two, even though a larger portion of bills are hitting block
two rates. Multifamily consumption in block three shows a similar pattern to block two.
Single-family consumption in block three is aligned more closely with the percentage of
total bills falling into block three. Multifamily customers being billed in higher blocks are
not consistently consuming a lot of water in higher blocks in comparison to the
percentage of total bills hitting the block. Single-family customers seem to be using water
more heavily in the higher blocks.
Duplex customer consumption by block resembles the patterns exhibited by other
multifamily customers.

Over budget usage among multifamily customers occurs approximately twice as
frequently as in the single-family customer class. This is the same pattern shown in bill
analyses although the percentage of usage over budget is smaller than the percentage of
bills. Figure 2-5 shows average usage within and over budget for winter months during
2008 and 2009.

Analysis
Usage is proportionately heavier in blocks 4 and 5 for single-family customers: just 1.52
percent of total single-family bills account for approximately 3 percent of total usage in
these blocks. Multifamily customer percentage of total bills and usage in the top two
blocks are more closely aligned, indicating that while usage occurs in these blocks it does
not exceed the total percentage of bills falling into these blocks. Approximately 94
percent of total usage for multifamily customers did not occur in excess usage blocks.
Duplex customer usage in blocks 4 and 5 resembles other multifamily customer class
usage characteristics.

2.4. City Multifamily Budget Adjustment Respondent Analysis
2.4.1. Methodology
The City requested the number of bedrooms and units from all multifamily customers to
properly assign budget allocations. Of approximately 2,500 multifamily customers
surveyed, 759 responded or 30 percent of total multifamily customers. Red Oak evaluated
consumption characteristics of respondents compared to non-respondents to determine
differences, and the possibility that non-respondents would request higher indoor water
budgets in the future.
2.5. Bills by Block
Multifamily customers that responded to the survey show bills over budget occurring less
frequently than the City's water records of multifamily customers indicates. The 70
percent of City customers who did not respond, and represent the majority of multifamily
customers, are consuming water over budget more frequently than customers who did
respond. These data suggests that some non-respondents may have more than two
bedrooms per unit than what is currently assigned. It is important to note that some

Usage in the 4Ih and 5u1 blocks is lower than City data shows for customers responding to
the survey as well. The percentage of total usage for multifamily customers continues to
exceed single-family usage in higher blocks in this analysis.
The City assumed non-respondents had two bedrooms and allocated water budgets
according to this assumption. Non-respondents with more than two bedrooms will more
easily go over budget than if total bedrooms were properly represented and corresponding
allocations assigned.

2.6.1. Methodology
Red Oak analyzed a water allowance adjustment for multifamily customers. This was
based on the following categories of single-family and multifamily water records:
■ Bills by block
■ Consumption by block
Red Oak, at the direction of the City, added 1,000 gallons to each multifamily water
budget allocation, shown in Table 2-3. Red Oak then studied City water consumption
records for all single-family and multifamily customers for the years 2008 and 2009
against the adjusted water budget allowance

City single-family and multifamily bills show the majority of bills charged for usage in
the first two blocks. Figure 2-1 shows the percentage of bills by block by customer class
for the average of winter months in 2008 and 2009. By allocating an additional 1,000
gallons to multifamily budgets, the data shows bills and usage are more closely aligned
with the single-family customer class. Multifamily customer bills continue to fall into
block two more frequently than single-family customer bills, though the gap between the
percentage of single-family block 2 bills and multifamily block 2 bills has decreased. A
greater percentage of bills fall into block 1 in this analysis for all multifamily customers.

Customer bills within budget account for approximately 90 percent of all bills with an
additional allocation given to multifamily customers. The percentage of over budget
usage more closely resembles that of single-family users in this analysis. Over budget
bills are expected to no longer occur twice as frequently as single-family over budget
bills for all multifamily customers, occurring for less than 10 percent of total bills for all
customer classes in this analysis.

Consumption by block for all City customers follows bill distribution patterns observed
under this scenario. The difference in the percentage of usage in blocks 4 and 5 between
multifamily and single-family customers is reduced in this analysis. Existing budget
allocations show 1.52 percent of total use in blocks 4 and 5 for single-family customers
and over 4 percent of total usage for duplex customers. Once an additional 1,000 gallons
are allocated to duplex customers, excess use reduces to just 2.44 percent of total usage
occurring in excess use blocks.

2.6.3. Effect of Adjusted Indoor Budget Allocation
Allocating an additional 1,000 gallons to the City's water budget blocks results in an
average expected decrease in revenues of approximately $238,000 for the years 2008 and
2009. The associated rate increase needed in 2012 would be 1.72 percent, from $2.90 to
$2.95. The effect on revenues and associated rate increases should be examined in
conjunction with the City's consideration of this option.

Fr Once the City obtains complete data for multifamily customer bedrooms and units,
evaluate budget allocations for the multifamily customer class based on the number of
bedrooms.
* Review the option of adding 1,000 gallons to multifamily indoor water budget
allocations, as well as the associated decreases in revenue and increases in rates that
may result.
Preliminary findings indicate that by allocating an additional 1,000 gallons to the
multifamily indoor water budgets, an increasingly equivalent usage and bill
distribution between multifamily and single-family customers in the over budget and
excessive use blocks results.
* Preliminary findings indicate that by allocating an additional 1,000 gallons to the
multifamily indoor water budgets, the City's revenue is estimated to decrease by
approximately $230,000. To recover this revenue, the City will need to increase 2012
rates by 1.72 percent.
* Review to what extent allocating additional use to water budgets will reduce
conservation price signals, and understand the effect this will have on the
conservation policy for the City.
