According to the Bureau of Labor and Statistics the inflation rates do not mirror the rates the city is presenting. The city's rates are much higher than those of the Bureau's, maybe the city can explain where it is getting their inflation rates from which they are basing their utility rate increase propositions. Agenda Item 5 - Matters from Board and Staff [7:15 p.m.] i Matters from Board: Board member Howe brought up the below matters: • South Boulder Crock Flood Mitigation Workshop from 1 I August 2010. (handout presented) Staff came up with seven alternatives. Two of the seven were viable; both were based on retention. (options two and three) One is based on CU property and the other uses open space. Both would need to be refined if considered. • Webinar on the State Drought Mitigation and Response Plan was presented this morning. Boulder was cited as one of the few towns that have a drought plan already in place. The entire report is located on the Colorado Water Conservation Board web page. Board member Ryan brought up the below matters: • Will be attending the Greenways Advisory Committee on the 31St to discuss the Wonderland CEAP and the South Goose Creek and Cottonwood Pond issues. • Sent an E-mail to the Fort Collins water board, and have not heard back, but maybe September or October meeting time. Board member DeOreo: • Attended the City Council meeting where they discussed the budget. They are interested in water budgets. • Boulder could in the fixture be a seller of water. Matters from Staff: [8:05 p.m.] • Update from the Study Session from last week. (Board member DoOreo discussed in matters from WRAB Minutes 16 August 2010 Page No. 1 board) • Next budget study session is scheduled for September 10"i. The utility rates may not specifically be discussed. • New WRAB position will be appointed on the 21" of September; the October 18'x' meeting will be their first meeting, • Draft discharge permit for the W WTF comments are due back to the state on September 6"'. Agenda Item G - Update on Commercial, Industrial, and Institutional (CII) water use study Bret Linenfelser and Russ Sands presented item to the board. [8:30 p.m.] Executive Summary from Packet Materials: The current city of Boulder (city) water budget rate structure does not set water budgets for commercial, industrial and institutional (CII) category water users based on water efficiency benchmarks. Typically, water budget for the CII sector are set based on historical water use or meter size. Within the city's approximate 29,000 water accounts 2,000 are C11 accounts. These 2,000 accounts use an average of 26 percent of the city's annual water sales based on 2004 through 2008 data. In November 2009 Utilities staff provided WRAB with an overview of a proposed CII water use study (see Attachment A) which would be completed in phases. The intent of the CII water use study is to gather sector-specific (sub-sectors) water use information to evaluate possible development of sub-sector water use efficiency benchmarks and sector-specif ic water budget rate structures. Utilities staff have completed Phase I of the CII water use study, which included: gathering and organizing water account data for CII sector businesses; selecting sectors to include in the CII water use study; developing a water audit check list; coordinating with the Boulder Chamber of Commerce; and developing a Communications Plan. Phase II of the study was initiated in early August 2010 and includes water audits for a sub-set of each of the selected CII sub-sectors. WRAB discussion included: [8:50 p.m.] General Comments: How refined does the list need to be? • Should office buildings be included in the audits as well? Staff response: office buildings are not very high on the list and the city would like to focus more on places like Laundromats where the data collected could be more useflrl for staff and the board. • Maybe the city could do a mail survey or electronic survey to all CII account holders and find out what type of business is occurring at that location. (i.e. if it's a restaurant, find out how many meals they serve, if it's a car wash facility, how many bays are there, etc.) Staff is open to the idea of the survey, but warns that the questions in the survey need to be thought out very well prior to distribution. Board would like to work with staff on getting the survey together. There may need to be more than one survey sent. The first to establish the type of facility and the second to find out more specific information on that facility's water use. Agenda Item 7 Discussion on future Schedule [9:25 p.m.] • Update on Boulder Reservoir boating options • Update on City Code Drought Changes Board would like to add to the agenda: (review previous list of items board would like to discuss) • Update on 75`x' WWTF • Revisit the water reliability study Agenda Item 8 - Adjournment 19:35 p.m.] There being no further business to come before the Board at this time, by motion regularly adopted, the meeting was adjourned at 9:35 p.m. Motion to adjourn by: Howe; Seconded by: Iott Motion Passes 4:0 Date, Time, and Location of Next Meeting: The next WRAB meeting will be Monday, 20 September 2010 - 7:00 p.m., regular meeting, at the 13t" Street Conference Room, located at 1720 13'x' Street, unless otherwise decided by staff and the Board, WRAB Minutes 16 August 2010 Page No. 2 APPROVED BY: ATTESTED BY: Board Chair Board Secretary Date Date An audio recording of the full meeting for which these minutes are a summary, is available on the Water Resources Advisory Board web page.
