HomeMy WebLinkAbout5 - Preliminary 2011 Utilities Budget CITY OF BOULDER WATER RESOURCES ADVISORY BOARD AGENDA ITEM MEETING DATE: May 17, 2010 AGENDA TITLE: Staff Presentation and Discussion of the Preliminary 2011 Utilities Budget (Water, Wastewater and Stormwater/ Flood Management) including the 6-year Capital Improvement Program (CIP), Monthly Utility Rates and the six-year Utility Fund Financials. PRESENTERS: Ned Williams, Director of Public Works for Utilities Bob Harberg, Utilities Planning & Project Management Coordinator Carol Linn, Utilities Financial Manager EXECUTIVE SUMMARY: As part of the city's annual budget process, Utilities develops a six-year planning budget, this year for the time period of 2011 through 2016. Utilities staff has formulated initial revenue and expenditure projections for each of the three utility funds through the year 2016. Within the budget process Council approves and appropriates funds only for the first year, 2011. This packet contains information concerning the Preliminary 2011 Utilities Budget and the draft 2011-2016 Utilities Capital Improvement Program (CIP). The attached fund financials (Attachment B - Water Utility, Attachment C - Wastewater Utility and Attachment D - Stormwater / Flood Management Utility) reflect actual revenues and expenditures for 2009, updated revenue projections/rate increases for the planning period (this includes the phased-in implementation of the adopted Plant Investment Fees), updated CIP and any proposed budget supplementals (additions to the current budget). The operating budget (i.e. personnel costs, chemicals, energy, etc.) and transfers will be updated and incorporated into the fund financials later in May after the city's budget guidelines have been distributed. At the May 17, 2010 WRAB meeting, staff will ask WRAB for input and feedback on the 2011- 2016 CIP and preliminary revenue increases for 2011. Staff will return to the Board on June 21st for further discussion and to solicit a recommendation to Planning Board and City Council concerning the proposed 2011 Utilities Division budget and 2011-2016 CIP. Fiscal Impacts: The following percentage increases in additional revenue from the monthly utility fees are currently being considered by staff for 2011 to fund the preliminary Utilities budget and capital improvements program. Water 4% Wastewater 3% Stormwater/ Flood Management 3% Page 1 Board Feedback: Staff is asking that WRAB review the 2011-2016 CIP and preliminary 2011 budget and CIP and provide feedback to staff. Public Feedback: Board input and a public hearing is scheduled for this meeting. A public hearing and recommendation is also scheduled for June 21, 2010. At that time, staff will request that the WRAB provide a final recommendation concerning the proposed 2011-2016 CIP to Planning Board and City Council. BACKGROUND: The Utilities Division's mission is to provide quality water services, as desired by the community, in a manner which emphasizes efficient management of fiscal and natural resources, and protects human and environmental health. Each of the city's three utilities (water, wastewater and stormwater/flood management) is a separate enterprise fund established to finance and account for the acquisition, operation and maintenance of each utility's facilities and services while maintaining designated reserves and meeting debt service requirements. The utility funds receive the majority of their revenues from the monthly utility charges Revenues generated from the monthly utility bill are the largest source/revenue for each utility. Other significant sources of funds include development fees (plant investment fees), hydroelectric revenues, funding from the Urban Drainage and Flood Control District (UDFCD) and interest earnings. The majority of the utilities expenditures are for rehabilitating and improving our capital infrastructure either through the capital improvements program (cash financed) or through annual debt payments for revenue bonds that have been issued to fund capital improvements. The infrastructure is core in carrying out the utilities' mission of delivering safe and reliable water to our customers and ensuring that water is available for fire protection. Other significant uses of funds include water treatment operations, wastewater treatment operations, system maintenance and water quality operations. For 2010, uses of funds exceed sources in all utilities. This is largely attributed to the 2010 capital improvement program and the difference is paid for from each utility's available fund balance. The fund balance is the amount available after funding all appropriated expenditures and reserve targets. Attachment A provides graphs that summarize the 2010 adopted budget for sources and uses of funds for each utility. These charts do not reflect the bond proceeds or debt service associated with the bond for wastewater treatment plant improvements (ultra-violet disinfection, digester and headworks improvements) that is anticipated to be issued later this year. Those dollars will be appropriated at the time of the bond issuance. REVENUES: The preliminary 2011 budget reflects the following revenue increases: 4% Water, 3% Wastewater, and 3% Stormwater/Flood Management. These are the same increases that were projected for 2011 during the 2010 budget process. The following table summarizes the 2010 Page 2 adopted increase and preliminary projections for 2011-2013. The preliminary 2011 increases are in bold. 2010 2011 2012 2013 Water 0% 4% 4% 3% Wastewater 0% 3% 4% 4% Stormwater/Flood Management 0% 3% 3% 3% The revenue increase represents the amount of additional revenue to be generated from the monthly utility charges. The actual rate increase (e.g. $ per 1,000 gallons) may or may not be equal to the revenue increase depending on whether any changes in consumption or use are factored in when calculating the actual rates. For example when there is an established or projected decrease in consumption, in order to generate 3% more revenue from last year's budget, monthly rates may need to increase greater than 3% to generate the needed revenue requirements. The preliminary 2011 revenue increases represents an inflationary increase to cover projected personnel expenses, increases to nonpersonnel items such as chemicals, power and other purchased materials. Staff is planning to check in with Council at the May 25t1i budget study session to see whether Council is supportive of considering the preliminary utility revenue increases for 2011. Given the current economic environment Council may want staff to also evaluate 0% revenue increases for 2011 or something less than 4%-3%-3%. In addition, revenue projections for Plant Investment Fees have been revised downward in all three utilities to reflect decreased development activity. These revisions are reflected in the fund financials. CUSTOMER BILL IMPACT: The proposed 2011 revenue increases (4%-3%-3%) would increase a typical residential customer's annual utility bill by approximately $25.00, or an increase of approximately $2.10 per month. The following table provides a breakdown of the proposed increases by utility. Annual Bill Annual Bill Annual 2010 Rates 2011 Rates Difference Water $363.85 $378.88 $15.03 Wastewater $239.52 $246.48 $6.96 Stormwater/ Flood Mgmt $85.20 $87.72 $2.52 Total $688.57 $713.08 $24.51 BUDGET SUPPLEMENTAL REQUESTS AND ANTICPATED BONDS: The 2011 preliminary budget includes one operating budget supplemental in the water utility. It Page 3 provides for $17,300 to pay a portion of the Nederland Wastewater Treatment Facility Operating costs, given that certain treatment levels are maintained as outlined in the Intergovernmental Agreement with Nederland. This is an ongoing budget supplemental request and would be funded as part of the preliminary revenue increases. The 2011-2016 utility fund financials also reflect several bond issuances (and associated debt payments) to fund the following capital projects: Water: 1. Betasso Water Treatment Plant Improvements ($8.2 million in 2016) to fund improvements to the Betasso WTP to assure compliance with federal Safe Drinking Water Act regulations. Wastewater: 1. No bonds are anticipated in the 2011-2016 planning period. However, a bond will be issued in 2010 ($9.4 million) to fund improvements to the WWTP including ultraviolet disinfection, biosolids digesters and headworks facilities. Storm-,eater and Flood Management: 1. South Boulder Creek Improvements ($3.0 million in 2012) to fund improvements designed to mitigate flood hazards in the South Boulder Creek West Valley area. The following table summarizes the debt obligations of the utilities, the year the debt is retired and the average annual debt payment. Items shown in italics are projects that are anticipated to be funded b issuing bonds. Year Debt Approximate Annual utility Projects is Retired Debt Payment Water Boulder Reservoir WTP Imp 2016 $855,000 Multiple Projects including Silver 2019 $2,500,000 Lake Pipeline, Barker Purchase Lakewood Pipeline 2021 $2,180,000 Betasso WTP Imp. (2012) 2032 $294, 000 * The existing bond in the stormwater/flood management fund is in the process of being refinanced. This will result in annual savings of approximately $105,000 in debt payments. The water utility also pays a portion of the Northern Colorado Water Conservancy District's debt related to the Windy Gap project. This debt will be retired in 2017 and Boulder's annual debt Page 4 payment is approximately $1,650,000. STAFFING LEVELS: The Utilities Division currently has 155.90 budgeted full -time equivalent (FTE) employees. There are 75.13 that support the water utility; 58.91 in wastewater; 21.06 in stormwater/flood management and .80 in transportation (transportation contributes to storm sewer maintenance). A listing of FTEs and positions by workgroup is included in Attachment E. There are no additional FTEs being requested for 2011. As vacancies occur there is an ongoing effort to analyze and evaluate staffing level efficiencies by the city-wide staffing committee review. As analyses are completed and information about the positions are reviewed, decisions will be made about the need to fill vacant positions (in 2010 or 2011) or whether to eliminate positions. HIGHLIGHTS AND MAJOR PROPOSED CHANGES FROM THE 2010-2015 CIP: Because of decreases in construction costs during 2009 and 2010, cost estimated pegged to 2008 dollars are not escalated through the 2008-2013 time period. It is assumed that beginning in 2013, construction costs will escalate at 3 percent per year. Water: 1. Funding for the next phase of improvements to the Betasso Water Treatment Facility (WTF) has been scheduled for the 2015-2016 time period. Water demands have not increased significantly and the existing treatment processes should be adequate to meet water demands in compliance with federal Safe Drinking Water Act regulations until that time. 2. Funding for annual waterline replacement continues at a rate of $2,100,000 in 2008 dollars. This should be sufficient to maintain the current service level, as defined by water main breaks, over the next decade. The replacement program is coordinated with the Transportation Division street overlay and reconstruction program. 3. Funds have been budgeted in 2014 for inspection of the Lakewood Pipeline. Based on observations made during the 2009 inspection it is recommended that the frequency of inspections be reduced to one every five years. No funds have been budgeted for pipeline repair costs. Funds would be transferred from the Lakewood Pipeline Remediation Reserve to cover the costs. 4. Barker Gravity Pipeline is a critical component of the city's source water system because it conveys the city's Barker Reservoir/Middle Boulder Creek water to Betasso WTF. Funds have been budgeted for annual, on-going repair and rehabilitation work on the pipeline and a report on the overall condition along with future repair recommendations will be available in late 2010. 5. Funding for construction of the proposed Carter Lake Pipeline has been schedule for the 2016-2017 time period. Funding of the pipeline in the near term without federal funding Page 5 assistance would have a significant impact on water rates. Staff continues to recommend the pipeline as the best long-term solution to water quality, operational and security vulnerability issues related to drawing water directly from the Boulder Feeder Canal and Boulder Reservoir. Wastewater; 1. Funding for the annual Sanitary Sewer Rehabilitation projects has been reduced to a rate of $450,000 in 2008 dollars. This should be sufficient to maintain the current service level, over the next decade. 2. Although Colorado Department of Public Health and Environment (CDPHE) may include additional regulatory limits for nitrate and Total Inorganic Nitrogen (TIN) in the impending 2010 permit renewal, staff is not recommending budgeting money for treatment improvements at this time. If the city receives nitrate and TIN limits in the 2010 permit, city staff would attempt to negotiate a compliance schedule with CDPHE that considers the city's current budget limitations. At this time it is not clear what additional facilities would be required as a result of the 2010 permit requirements. Although funding for future discharge permit-driven projects at the WWTP are not included in this preliminary CIP, funds for evaluation and planning associated with the permit are included in 2015. Stormwater and Flood Management: 1. City Council selected a flood mitigation plan for Wonderland and Fourmile Canyon Creek in late 2010. High priority projects are defined for areas along Wonderland Creek between Foothills Parkway and 28th St. (including underpasses at the Burlington Northern & Santa Fe Railway, Boulder White Rocks Ditch and 28th St.) and along Fourmile Canyon Creek in the area of Crestview Elementary school (including underpasses at Upland and 19th Streets.) Funding is recommended in 2011-2016 for these projects and will be coordinated under the city's Greenways Program. 2. Funding is recommended for improvements designed to mitigate South Boulder Creek flood hazards. It is anticipated that the focus of the mitigation work will be to mitigate the impacts of flooding in the West Valley, where flood impacts were previously not identified and substantial urban development has since occurred. It is also important that flood mitigation planning be coordinated with the U.S. 36 Corridor Improvements- Environmental Impact Statement. The city has initiated a flood mitigation alternatives analysis and initial results should be available later this year.
