The Parks and Recreation Department is leading the BRMP development with assistance from Utilities Department staff and other City Departments. At the August 2009 WRAB meeting the role of the Utilities Department was discussed, which included advising WRAB, the Parks and Recreation Advisory Board (PRAB) and City Council on Utilities Department goals, policies and challenges that need to be addressed in the BRMP as they relate to recreational use and natural land management at the Boulder Reservoir. Utilities Department staff will present a status update on the BRMP focusing on water quality and water management related issues that will be considered in the BRMP. This Agenda Item is informational, and staff is not requesting a recommendation from WRAB. Staff will introduce draft policy options for water quality related issues that will be evaluated as part of the BRMP and request input and comment from WRAB. Specific items for discussion will include draft policy options for boating and general recreational activities, including swimming, at Boulder Reservoir. Future water quality monitoring to evaluate potential recreational impacts to Boulder Reservoir water quality will also be discussed. Recent public continents regarding water quality impacts on Boulder Reservoir from current recreational activities were addressed with City Council through the March 2, 2010 Weekly Information Packet (WIP). The WIP is provided in Attachment 1. On May 11, 2010, City Council will hold a study session on the policy options for the BRMP. Staff will analyze the options and conduct public outreach in June, then return to City Council on July 20 (tentative date) for direction on the preferred policy and management options for the plan. Public Comment: [8:35 p.m.] None WRAB discussion included: [8:36 p.m.] DiNatale: noted it is difficult to detect pollutants through water quality testing that can be used to ban motorized boats from drinking water supply reservoir. Iott: recommends that samples come from the reservoir rather than the feeder canal; also, include sediment tests. City staff has been in discussion with the USGS about the different types of testing and monitoring. WRAB: What is the pressure from the community and the Parks and Recreation Advisory Board (PRAB) regarding eliminating all boating? Staff response: PRAB is more concerned with water quality rather than the complete elimination of boating. WRAB believes that the number one issue is to keep the aquatic nuisance species under control. The City utilizes a boat tagging system along with an annual pass holder program to help mitigate potential invasions of non-native species. DiNatale: Has the city considered eliminating motorized boats on a one day per week type trial to enable kayakers and other non-motorized recreational users a chance to enjoy the reservoir without fear of having to dodge the speed boats? WRAB suggests that having a Quiet Day be added to attachment five as option four. Board likes option two. Board interested in considering higher user fees for non-Boulder (city/county) residents. Agenda Item 7 - Discussion on future schedule. [9:10 p.m.] WRAB discussion included: How does the board want to conduct meetings in the future? Does the board want to set a meeting target time limit- i.e. adjourn by 10:30? Does Board want to keep to the times listed on the agenda? Chair will attempt to keep the discussion moving. Individual WRAB member continents: • Discuss the Boulder Creek water rights model at the May meeting • Howe will bring back updates of South Boulder Creek following any of the task force meetings • Update on the Water Monitor Pilot Program (staff response: scheduled for July) • Board would like to see the Water waste ordinance possibly be moved up on the schedule. • Can we start keeping a follow-up list to include in packets? (staff response: yes) • Board would like to have PDFs in format to allow for book marking. Future Schedule reviewed: 17`h May - Update on preliminary 2011 Budget, CIP and utility rates: tentative - update to the Design and Construction Standard: WRAB discussion on Boulder Creek model WRAB Summary April 19, 2010 Page No. 2 Agenda Item 8 - Adjournment.
