HomeMy WebLinkAbout7 - Potential meeting topics/agenda items for future WRAB meetings CITY OF BOULDER WATER RESOURCES ADVISORY BOARD AGENDA ITEM MEETING DATE: July 20, 2009 AGENDA TITLE: Discussion and feedback on potential meeting topics/agenda items for future WRAB meetings . PRESENTERS: Ned Williams, Director of Public Works for Utilities EXE CUTIVE SUMMARY: At the June 1, 2009 WRA.B retreat, WRAB members asked for a possible menu of agenda items for future meetings and asked for this list to be available at the next WRAB meeting. This request was made in the context of 1) managing meeting time in a more efficient manner, 2) allowing WRAB more ability to influence and determine agenda items, and 3) better plan for and calendar agenda item topics. At the June 15 WRAB meeting, staff handed out a list of 43 topics that staff had identified as being possible items for future meetings. WRAB members at the meeting asked that this list be separated into "Must do" and "Would like to consider doing" categories. The city code, section 2-3-15, states the following as to the WRA.B's role and responsibility: (b) The responsibilities of the board are to advise the city manager, the planning board, and the cio) council concerning the following water resources matters managed by the utilities division: (1) To review all environmental assessments and capital in2prover7ents conducted or proposed by the utilities division. (2) To review, monitor, and propose changes to the city's raw water, treated water, wastewater and flood control master plans. (3) To review and provide reco7nn2endations to the city manager concerning policy issues on operating programs, including, without limitation, water conservation, water treatment plant residuals, wastewater treatment plant biosolids disposal, and water quality, Of the list of 43 topics, staff identified the following eight topics that appear to most closely align with the city code requirements as the "Must do" topics: 1. Drought Response Plan, Vol. 1, update 2. Carter Lake Pipeline CEAP 3. Boulder Creek flood study 4. Gregory Creek flood study 5. Critical Facilities flood ordinance AGENDA ITEM 7 PAGE I 6. 'Wonderland Creek and Foutmile Canyon Creek flood mitigation plan 7. South Boulder Creek flood mitigation plan 8. Annual budget On July 7, 2009, a list of 40 potential meeting topics/agenda items (the "Would like to consider doing" list) was sent electronically to each WRAB member requesting that they return their prioritized list of "up to 10 items" by July 16. Staff would then bring a summary of each individual VA AB member's response to the July 20 WRAB meeting so the WRAB could go over the screened, first-cut list at the meeting. The most current list (ATTACHMENT A) of potential meeting topics includes items that WRAB members requested at the June 15 WRAB meeting or in subsequent comments. In addition, this list includes those items that Mr. Henry Adamski requested in his June 15, 2009 correspondence (ATTACHMENT B.) NEXT STEPS: Staff will distribute and hand out a summary of the WRAB responses received by July 16 so that the WRAB can review the screened, first-cut list of the prioritized topics. At some point (perhaps at the July 20th meeting), WRAB will need to provide feedback to staff as to which items to schedule as agenda items during the next 8-12 months.
