Sales & Use Tax Revenue Report
October 2007
Issued December 18, 2007
This report provides information and analysis related to sales and use tax collections for fiscal year 2007.
Results are for actual sales activity through the month of October, the tar on which is received by the city
in the subsequent month. All percentage changes have been adjusted to exclude the voter approved one-
year increase in rate from 3.41% to 3.56% to fund the Fire Training Center. Any questions should be

The following tables compare year-to-date 2007 collections to the comparable period in 2006.
NOTE: Due to start-up issues, Admissions Tax from ticket sales and Retail Sales Tax from concessions
sales at the new CenYUry Boulder Theater have not yet been received by the City. Revenue for multiple
months is expected to be included in the November report.
REVENUE COMPARISONS TO COMPARABLE PERIOD IN PRIOR YEAR
Table 1 lists the categories of sales and use tas collected by the City of Boulder. It illustrates the peroen[
change in the various areas for 2007 over the same time period in 2006.
Retail Sales Tax - From an ongoing economic perspective, [he row entitled Retail Sales Ta~c (in Table 1)
is the primary indicator of how the re[ail economy in the city is performing this year compared to last
year. Retail Sales Tax comprises the vast majority (over 83%) of the city's sales and use tax revenue.
Year-to-date co-lections in this category are up by 9.49%. A significant portion of the increase is from
new stores located in the Twenty Ninth Street shopping area that opened during mid to late 2006. The
new Home Depot at Twenty Ninth Street opened in January, 2006 and thus was included in the 2006
base.
Business/Consumer Use Tax - Business/Consumer Use Tax fluctuates significantly from month to
month depending on the level of equipment purchases and leases in that month and on revenue collected
from audits of businesses. Where revenue is categorized can depend upon whether it is collected by the
seller (retail sales tax) or self-assessed by the buyer (business use tax). The Business Use Tax category is
down 13.93% year-to-date.
Motor Vehicle Use Tax - This category is somewhat confusing because tax on the purchase of vehicles
falls into the retail sales tax category if collected by the auto dealersbip and the motor vehicle use tax
category if collected by the Counry Clerk's office. 2007 year-to-date County Clerk collections are up by
15.04% and the more inclusive category of Automotive Trade (retail and use tax) is up by 8.64%. These
results are positive but it is important to note that they follow several prior years of uegative performance
in these areas.

Construction Use Tax - October year-to-date Conshuction Use Ta~c revenue is up by 3.49% from the
same period in 2006. Because construction activiry was very brisk over the past two years, future
forecasts excluded what was considered to be one-time revenue from certain large projects from the on-
going "base." Approximately $1.1 million in such one-time revenue was excluded from the "base" when
forecasting 2007 Construction Use Tax Revenue. Large projects have also been built in 2007 and these
too have been "adjusted" from the "base" as reflected in Table 1. Revenue from a particularly large
project ($744,000) was received in July as reflected in the "Exclude Large Projects" column. This
revenue will contribute to meeting the 2007 forecast for Construction Use Tax but will not be included in
the assumed on-going "base" to be carried forward for future year forecasts.
Table 1 lists actual collections but also provides information that eliminates the skew of one-time dollars
received by the city in 2006 for the redevelopment of the Twenty Ninth Street area and other major
construction projects. In an attempt to continue defining an on-going "base," information in this table
also excludes revenue from certain large 2007 CU renovation and other projects.
Total Sales and Use Tax -Without adjusting for one-time revenue, the Actual Collected column in Table
1 shows a total increase in Sales and Use Tax revenue of 6.85%. After adjusting for 2006 and 2007 one-
time revenue, the total 2007 year-to-date increase in Sales and Use Tax revenue is 6.11%.

Theater which was delayed due to start-up issues)
PROJECTIONS FOR THE FUTURE'
The majority of projections for the economy continue to be slightly less positive than previous forecasts.
According to an article in the November 9 - 22, 2007 Boulder County Business Report, Economist Patty
Silverstein told a group of business leaders on Nov. 1 at the Longmont Area Economic Council's Investor
Series:
• ...the outlook for Boulder County's economy is better than the rest of the state and the nation.
She said growth industries include aerospace, financial services, bioscience, aviation, energy,
and information technology for software. Information technology for hardware, beverage
production and the information industry including telecommunications, newspapers, radio
and TV are expected to either maintain or lose ground throughout most of 2008.
• Job growth in Boulder County of 3% is outpacing the state's 2% and metro Denver's 1.6%
growth.
• Silverstein predicted the record rate of foreclosures in Boulder County, Denver, and the
nation will slow in 2008.
A December ] 0, 2007 Associated Press release on the Channel 9 website predicts:
• Colorado's economy will plod along next year with a 1.9% increase injobs, largely in the
service industries -although the troubled housing and credit markets could throw obstacles in
its path.
• University of Colorado economist Richard Wobbekind says "the Colorado economy seems to
be going along at a pretty good clip and doesn't seem to be shaken by national events." He
says he thinks that the impacts on Colorado's economy will be more incremental if there is a
national downturn.
Excerpts from the October 2 -October 25, 2007 issue of the Boulder County Business Report as written
by Richard L. Wobbekind follow:
• The Boulder County Leading Economic indicators dropped slightly for the first time in five
years. The forward looking index slid from 111.40 to 11 L 16, indicating that the local
economy may take a breather during the fourth quarter. The primary driver of the index is
the change in real gross domestic product, highlighting the strong linkages between the
national, state and local economies. Local retail sales, residential building permit valuation
and the interest rate spread are secondary factors that influence the movement of the
indicators. The four components of the GDP ---consumption, business investment,
government spending and net exports are expected to show gains during the next 18
months. The component that has drawn the most attention is real personal consumption,
which accounts for approximately 70% of GDP growth. Some observers are concerned that
declines in housing prices and tighter credit markets will cause consumers to become more
cautious.
• Additional factors to consider when evaluating the performance of the economy are consumer
and business confidence.
o The best measure of consumer confidence for Colorado is the Conference Board's
indicator for the Rocky Mountain region. The index for this region continues to be
the highest in the nation. This suggests consumers in the region are more confident
about their jobs and the overall economic well being than consumers in other parts of
the country. This optimism is supported by the fact that the strongest performing
state economics are located in the western half of the U.S.
o At the state level, the best indicator of business investment is the Colorado Business
Leaders' Confidence Index. The fourth quarter confidence index was driven to a
record low, from 55.6 to 47.9, by very weak expectations about [he performance of
the national economy, along with pessimism about hiring and capital expenditures.
Business leaders remain most optimistic about their prospects for sales and profits.
• Through the first eight months of this year, statewide employment is about 2% higher than
for the same period last year. The Boulder metropolitan statistical area has fared much better
than the state, posting a 3% gain for the same period.
• From an employment perspective, there is a final piece of good news. In May 2007 Boulder
County reached the peak employment level of 2001. Despite the recent strong performance
of the Boulder economy, it took 74 months to recover the jobs that were lost in the downturn.
This resurgence of the manufacturing sector, combined with the continued expansion of
professional and scientific jobs, will strengthen the base ofhigh-technology workers in the
county and state. At the same time, the build-out of Twenty Ninth Street will cause the retail
trade sector to play a greater role in the economic expansion. This broad based employment
growth will create a more diverse economic base for the Boulder Valley economy.
This report will be updated and will be available on approximately the tenth business day of each month.
