Sales & Use Tax Revenue Report November 2007City of Boulder Sales & Use Tax Revenue Report November 2007 Issued January 14 2008 This report provides information and analysis related [o sales and use tax collections for fiscal year 2007. Results are for actual sales activity through the month of November, the tax on which is received by the city in the subsequent month. All percentage changes have been adjusted to exclude the voter approved one-yeaz increase in rate from 3.41 % to 3.56% to fund the Fire Training Center. Any questions should be directed to Laura Fisher, Revenue Officer at (303) 441-4017. The following tables compare year-to-date 2007 collections to the comparable period in 2006. NOTE: Due to start-up issues, Admissions Tax from ticket sales and Retail Sales Ta~c from concessions sales at the new Century Boulder Theater were only received for one of the three months they have been open. Revenue far the other months is expected to be included in the December report. REVENUE COMPARISONS TO COMPARABLE PERIOD IN PRIOR YEAR Table 1 lisYS the categories of sales and use tax collected by the City of Boulder. It illustrates the percent change in the various areas for 2007 over the same time period in 2006. Retail Sales Tax - From an ongoing economic perspective, the row entitled Retail Sales Tax (in Table 1) is the primary indicator of how the retail economy in the city is performing this year compared to last year. Retail Sales Ta~c comprises the vast majority (over 83%) of the city's sales and use tax revenue. Year-to-date collections in this category are up by 10.65%. A significant portion of the inerease is from new stores located in the Twenty Ninth Stree[ shopping area that opened during mid to late 2006. The new Home Depot at Twenty Ninth Street opened in January, 2006 and thus was included in the 2006 base. Business/Consumer Use Tax - Business/Consumer Use Tax fluctuates significantly from month to month depending on the level of equipment purchases and leases in that month and on revenue collected from audits of businesses. Where revenue is categorized can depend upon whether it is collected by [he seller (retail sales tax) or self-assessed by the buyer (business use tax). The Business Use Ta~c category is down 17.70% year-to-date. Motor Vehicle Use Tax - This category is somewha[ confusing because tax on the purchase of vehicles falls into the retail sales ta~c category if collected by the auto dealership and the motor vehiele use ta~c category if collected by the County Clerk's office. 2007 year-to-date Counry Clerk collections are up by 14.20% and the more inclusive category of Automotive Trade (retail and use tax) is up by 8.63%. These results are positive but it is important to note that they follow several prior years of negative performance in these areas. Because construction activity was very brisk over the past two years, future forecasts excluded what was considered to be one-time revenue from certain large projects from the on- going "base." Approximately $1.1 million in such one-time revenue was excluded from the "base" when forecasting 2007 Construction Use Tax Revenue. Large projects have also been built in 2007 and these too have been "adjusted" from the "base" as reflected in Table 1. Revenue from a particularly large project ($744,000) was received in July as reflected in the "Exclude Large Projects" column. This revenue will contribute to meeting the 2007 forecast for Construction Use Tax but will not be included in the assumed on-going "base" to be carried forward for future year forecasts. Table 1 lists actual collections and also provides information that eliminates the skew of one-time dollars received by the city in 2006 for the redevelopment of the Twenty Ninth Street area and other major construction projects. In an attempt to continue defining an on-going "base," information in this table also excludes revenue from certain large 2007 CU renovation and other projects. Total Sales and Use Tax -Without adjusting for one-time revenue, the Actual Collected column in Table 1 shows a total increase in Sales and Use Tax revenue of 7.15%. After adjusting for 2006 and 2007 one- time revenue, the total 2007 year-to-date increase in Sales and Use Tax revenue is 6.48%. Wobbekind predicts the second half of the year will be stronger than the first half with slow retail sales in the first quarter. • Richard Wobbekind in the 2008 Colorado Business Economic Outlook predicts: o The number of jobs in Boulder County is expected to grow in 2008, after the area posted a 3% employment gain in 2007. The area will continue to see growth next year in the key industry areas of aerospace, bioscience, information technology, natural and organic products, outdoor gear and recreation, renewable energy and tourism. o Despite moderately strong growth in the intermediate quarters, real GDP growth for the year (2007) will be well below potential in the 2% to 2.2% range. Slightly more optimistic growth is expected next year, in the 2% to 2.4% range, as the housing slump and credit crunch begin to ease. In other words, it will take time for our economic woes to resolve themselves, although we do not believe a recession will occur during the period. o Overall, the outlook is for continued economic growth in Boulder County. Similar to last year, the expansion of the area's economy will be driven by growth in the professional business services sector, the category that includes many of Boulder County's entrepreneurial technology-based startup and research companies. • Tucker Bart Adams is much less optimistic: In her 2008 Economic Report she states that for 2008: o The odds of a deep versus a mild recession are now about equal, with very little chance of escaping a downturn altogether in the next 18 months. We continue to believe that there is a very small possibility of a serious global recession lasting two years or more. How quickly and completely the financial turmoil that was underway when this forecast was written ends will determine the outlook for the U.S. economy in 2008. o Because Colorado has not experienced the speculative home-price appreciation that has taken hold in other parts of the country, the recession will not be as deep here as in some other regions. However, with the exception of the Grand Junction market region, which will grow as long as drilling activity continues, Colorado will follow the U.S. economy into recession and remain there until the national recovery gets underway. • According to an article in the November 9 - 22, 2007 Boulder County Business Report, Economist Patty Silverstein told a group of business leaders on Nov. 1 at the Longmont Area Economic Council's Investor Series: o ...the outlook for Boulder County's economy is better than the rest of the state and the nation. She said growth industries include aerospace, financial services, bioscience, aviation, energy, and information technology for software. Information technology for hardware, beverage production and the information industry including telecommunications, newspapers, radio and TV are expected to either maintain or lose ground throughout most of 2008. o Job growth in Boulder County of 3% is outpacing the state's 2% and metro Denver's 1.6% growth. o Silverstein predicted the record rate of foreclosures in Boulder County, Denver, and the nation will slow in 2008. • A December 10, 2007 Associated Press release on the Channel 9 website predicts: o Colorado's economy will plod along next year with a 1.9% increase injobs, largely in the service industries -although the troubled housing and credit markets could throw obstacles in its path. • Both the Colorado Office of State Planning and Budgeting (in the December 20, 2007 report) and the Legislative Council Staff to the Colorado General Assembly (in the November 7, 2007 report) predict modest, resilient growth in Colorado, despite the uncertainty about the national economy. Both cite the national economy as the major risk factor. An excerpt from the Legislative Council's Colorado Economic Chronicle appears to summarize the predictions of both organizations: "In summary, the state's economy is expected to continue to grow, although at a slightly slower pace than in 2006. Employment in Colorado's majorjob sectors continues to advance and wage and salary growth remains solid. This should fuel further gains in consumer spending and business investment in the state" This report will be updated and will be available on approximately the tenth business day of each month.
