4C - 3005 28th Street - Floodplain Development Permit - LUR2011-00025 MEMORANDUM TO: Planning Board FROM: Katie Knapp, Civil Engineer, Floodplain and Wetlands Permitting DATE: April 21, 2011 SUBJECT: Call Up Item: 3005 28th St. (Old Flowerama site) Floodplain Development Permit (LUR2011-00025) This decision may be called up before Planning Board on or before May S, 2011 A Floodplain Development Permit was approved by Planning and Development staff on April 21, 2011. The project involves installation of monument sign in the flood conveyance zone. The proposed project includes installing a new monument sign in the regulatory flood conveyance zone for Elmer's Two-Mile Canyon Creek. Although the project area is currently mapped as flood conveyance zone, the City of Boulder recently completed a flood improvement project along Elmer's Two-Mile Canyon Creek. Hydraulic analysis and modeling shows that these improvements have eliminated the 100-year floodplain and the flood conveyance zone on this property. These findings are currently awaiting final review and approval by the Urban Drainage and Flood Control District and FEMA. The city floodplain mapping will officially change to show this location out of the 100- year floodplain after approval by FEMA. Construction of the proposed sign will not adversely impact the floodplain or cause a rise in the floodwater elevation during the 100- year flood event. A copy of the floodplain development permit is attached. This floodplain development permit was approved by Planning and Development Services staff on April 21, 2011, and the decision may be called up before Planning Board on or before May 5, 2011. There is one Planning Board meeting within the required 14-day call-up period on May 5, 2011.
