Culvert replacement at Dry Creek Ditch and Valmont Rd.
This decision may be called up before Planning Board on or before
March 10, 2011
A Wetland Permit was approved by Planning and Development staff on February 23,
2011. The project involves replacing a culvert under Valmont Rd. at Dry Creek Ditch.
The proposed project is located outside of the Boulder city limits between 75th St. and
95th St. and includes wetland and wetland buffer impacts at Teller Farm Open Space.
The project includes extending the culvert headwall and replacing the culvert. Future
phases of the project will include widening the roadway.
Impacts to the wetland and wetland buffer areas will be minimized and best management
practices will be utilized during construction. There will be no loss of wetland areas from
the project. Temporary wetland impacts will result from construction dewatering and
equipment access. Wetland and wetland buffer areas that are impacted during the
construction will be restored in-place to pre-construction conditions. Additional
measures are proposed to enhance the riparian habitat and include planting sandbar
willows and installing new fencing to keep cattle out of Dry Creek and the restoration
area.
This wetland permit was approved by Planning and Development Services staff on
February 23, 2011, and the decision may be called up before Planning Board on or before
March 10, 2011. There is one scheduled Planning Board meetings within the required
14-day call-up period on March 10, 2011. Questions regarding this wetland permit

Description of Work: WETLAND PERMIT for headwall extension and culvert replacement at Dry
Creek and Valmont Road.
Conditions of Approval
The proposed project/activity is approved on the basis that it satisfies applicable requirements of Chapter
9-3-9, "Wetlands Protection," Boulder Revised Code 1981. Other wetland requirements as set forth in
Chapter 9-3-9 which are not specifically outlined in the conditions of approval below remain applicable to this
project/activity.
The applicant shall obtain a site inspection and approval from the City of Boulder Floodplain and Wetlands
Administrator upon completion of the project.
Best management practices shall be applied to all phases of the project and shall conform to the
requirements of the "City of Boulder Wetlands Protection Program: Best Management Practices" adopted
July, 1995; and "City of Boulder Wetlands Protection Program: Best Management Practices -
Revegetation Rules" adopted July, 1998.
The applicant shall monitor the wetland mitigation site annually for two years. Monitoring reports shall be
submitted to the city of Boulder Planning and Development Services prior to September 1st of each year.
If it is determined that the mitigation is not successful, then corrective measures will need to be
established and implemented to ensure a successful wetland mitigation project.
The mitigation and restoration areas shall be maintained and irrigated by the applicant as required to
ensure seed germination, tree and shrub survival and an overall successful mitigation.
The City of Boulder Open Space and Mountain Parks Department will not be responsible for the
maintenance and monitoring of the wetland mitigation site at any time.
