The project involves installing a new emergency power generator and associated enclosure within the flood conveyance zone of Skunk Creek. The proposed project includes installation of an emergency generator to power wireless communications equipment and a masonry enclosure to surround and shield the generator from view. The applicant has demonstrated that the project will not adversely impact the floodplain or cause a rise in the floodwater elevation during the 100-year flood event. A copy of the floodplain development permit is attached. This floodplain development permit was approved by Planning and Development Services staff on November 5, 2009, and the decision may be called up before Planning Board on or before November 19, 2009. There is one Planning Board meeting within the required 14-day call-up period on November 19, 2009. Other floodplain requirements as set forth in Chapter 9-3-3 which are not specifically outlined in the conditions of approval below remain applicable to this project/activity. Improvements shall be constructed in accordance with the plans submitted as part of the floodplain development permit application. Construction activities must not encroach into any regulatory wetland or wetland buffer area. The applicant shall obtain a site inspection and approval from the City of Boulder Floodplain and Wetlands Administrator upon completion of the projects. As required by section 9-3-3(a)(16) of the Boulder Revised Code, 1981 the improvements must be constructed with all electrical, heating, ventilation, plumbing, and air conditioning equipment and other service facilities designed and located so as to prevent water from entering or accumulating within the components during conditions of flooding.
