Attached is the disposition of the conditiwlal approval fora "Technical Document Review to allow the subdivision of one existing 23,6 ] 6 square toot lot, residentially zoned (itL-1) lot into two lots. "The new lots are proposed to be 7,390 square feet (L.ot 1) and 16,226 square feet (Lot 2). I3ack~round: "I'he site is zoned RL-l, Residential Low-1, which is defined as "Single-family detached residential dwelling units at low to very low residential densities" (Section 9-5-2 (c)(])(A), H.R.C., 1981). Pursuant Section 9-8-1, "fable 8-I, Intensity Standards, the minimum lot area for the RI,-1 zone district is 7,000 square fi'ct and the maximum floor area rali~~ is .~:1- "1'hc site. is also within tlrc North }3ouldcr Suhcomnrunify }'late (NBSP) area designalcd as the Melody/Catalpa/Pineview neighborhood. The NBSP anticipates little change in its established neighborhoods and that preserving the existing amenities, slowing traffic, and providing compatible neighborhood services are the primary improvements envisioned for these areas. Additionally, the NBSP offers goals and policies to guide development within North Boulder's establishri neighborhoods, including: • Compatibility with the surrounding context; • Preserved and enhanced existing neighborhood character; • Large lots; and • A somewhat rural character. (n addition to the NBSP, the Planning Department adopted a flag lot subdivision policy as of January 29, 1996 that impacts applicants within the NBSP area. T'he adopted policy proposes dcsigrl characteristics and other tccllniques that implement the objectives of the NBSP. Applicable design characteristics and techniques arc reviewed and implemented either at the time of building permit review, or subdivision application review, ulcludutg: • Achieve the minimum lot size of the zone district within the flag portion of the. lot; • Minimize driveway width; • (:reate shared access by both front and rear lots; • Minimize paved areas; • Uffset building envelopes to ensure visibility of t}~e rear lot from the street; • Limit the bulk and scale of the house on the flag lot to minimize the visual impact on the rear yards of adjacent lots; • Open spaces and yard arc arranged to maintain open character of the area; • C,imit fencing in height, placement and design to maintain open character of tlrc area; and • Ucsign landscape to reduce the visual impact of structures, hard edges and to maintain the rural character of the area. Existing Conditions: Currently, 1520 Kalmia Avenue is one 23,616 square foot lot. The Final Plat subdivision proposes to subdivide the lot into two lots; 7,390 syuarc fool Lot 1 and 16,226 sgr.iarc foot Lot 2. The proposed ]ot con[guration is a flag lot configuration. Properties adjacent to the site are predominantly Residential Low-1 (RI, 1), which surround the site on the north, east and west, and the Public (P) zone district located directly to the south. Conclusion: Sta}~f finds that this application meets the Final Plat Subdivision criteria set forth in Section 9-12-8(b) and the lot standard criteria set forth in Section 9-]2-12(x)(1), Standards for Lots and Public Improvements, B.R.C., 1981. Staff also finds that this application is consistent with the goals and policies set forth in the North Boulder Subcommunity Plan and the Planning Department's adopted (lag lot subdivision policy in terms of consistency and compatibility with the existing coning district and not creating adverse impacts to the existing infrastructure. "Phis proposal was approved by Planning and Development Services staff on August 22, 2008, and the decision may be called up before Planning Board on or before September 2008.
