MEMORANllUM TO: Plamling Board FROM: Chartes Feno, Casc Manager DATE: April 9, 2008 SUBJI?CT: Calt Up Item: Site Review apy~lication for proposed redevclopment of 1405-1435 Arapahoe with 12 attacl~ed, fliree story c~welling units (two buildings) with private at-gtade parking ~arages. Attached is ihc Dispositio~l ofApproval for the proposed redevelopment of 1405-1435 Arapahoe. The proposcd project is located in the DT-1 (Downtown One) zone district, a high density transition area between the downtown area and sunouuding residential areas where a wicie range of retail, office, residential, and public uses arc permitted. A balance of new development with the maintenance and renovation o( existing buildiogs is anticipated, and developmeut and redevelopmcot consistent with the establishcd historic and urban design character is encouraged within the DT- I zone. The proposcd residential multifamily attached use is pcnniLted by-right in the DT-l zone district. The main building along Arapahoe will be three stories and contain ninc, 2 to 4 bedroom units ranging in size from approximaLely 2,000 to 3,~00 squarc feet Building two, also tl~ree stories, will contain tliree, 2 and 3 bedroom attachcd units ranging in sizc from approximately 1,500 to 1,800 square feet. All units will have private open spaces in exccss oI ihe 60 square fect required by the land use codc. Site Review is required as the applicant has requested a tl~ree Foot sctback modification to the rear yard (east) sctback requiremcnt Lo allow a 12 foot rear setbacl< wherc I S feet is required_ Additioi~ally, the applicant lias requested an increase in Floor Arca Ratio (FAR) as pennitted by the land use code. "Che base FAR for the DT-1 zone is L0:1, however, the land use code allows an increase in FAR up to 2.0:1 for residential development and undeiground or sh uctured parking. The applicant has proposed a total PAR of 1.66. Additionally, while height will not exceed the maximum 35 feet established by the DT-1 zone district, the applicant has requested a modification to allow three stoiies where two stories is tlie maximum peirnitted by the zone district. Per the land use code, all of the requestcd moditications may be considered administratively at the staff lcvel. The ap~licant went before the Downtown Design Advisory I3oard (DDAB) on November 14, 2007 and received positive feedback from the board with minimal revisious. SYaff received one lelter of o~position from a neighboring property owner direcUy to the north of the site at 1720 14`~ St. and one leLter of support from the pro}~erty owner directly to the east of the site at 1437 Arapahoe. Please refer to the attached neighborhood correspondence. Staff finds that the proposed Site Review meets or exceeds all applicable Site Rcview criteria found in Section 9-2-14(h), B.R.C.,1981 and meets the intent of all applicable Downtown Boulder Urban Design Guidelines. The proposal was approved by staff on, April 9, 2008 and the decision may be called up before Plamiing Board ou or before April 23, 2008. There is one Planning Board meeting within the 14 day call up period on April 17, 2008. Final architectural plans, including materials and colors, to insure compliance with the intent of this approval and the architectural intent shown on the elevation plans dated April 2, 2008. These plans shall include a fully dimensioned site plan depicting building setbacks and a signed survey current within 90 days to verify lot area. b. A final utility plan meeting the City of Boulder Design and Construction Standards. c. A final storm water report and plan meeting the City of Boulder Design and Construction Standards d. Final transportation plans in accordance with City of Boulder Design and Construction Standards and CDOT Access Code Standards, for all transportation improvements. These plans must include, but are not limited to, the Arapahoe Avenue bus stop and the public sidewalks along 14`h Street and Arapahoe Avenue. e. A detailed landscape plan, including size, quantity, and type of plants existing and proposed; type and quality of non-living landscaping materials; any site grading proposed; and any irrigation system proposed, to insure compliance with this approval and the City's landscaping requirements- Removal of trees must receive prior approval of the Planning Department. Removal of any tree in City right of way must also receive prior approval of the City Forester. f. A detailed outdoor lighting plan showing location, size, and intensity of illumination units, indicating compliance with Section 9-9-16, B.R.C.1981 3.
