Division Name: Parks Planning
Supervisor: Jeff Dillon, Parks and Planning Superintendent
Capital Improvement Bond Funded Projects
Existing Park or Recreation Facility Renovations
• Staff is preparing the final design for improvements at Pineview Park and North Boulder Park.
Two public meetings have been held for each of the parks and improvement plans are currently
being developed and reviewed for permitting and construction. Construction is anticipated to
begin in late spring / early summer and continue into late summer.
• This spring, construction will begin on the renovations to the par course at Harlow Platts Park.
This is a high priority for the community and is in need of replacement. The new equipment will
provide fitness stations along the trail circling Viele Lake. Several of the new stations will also
be ADA compliant for accessibility.
Shelter Replacement and Improvements
• Shelters are currently being installed at each of three dog parks at Foothills Community Park. In
addition to the shelter installation at the dog parks, improvements also include providing
sidewalks, water hydrants for the dogs, and picnic tables. Construction is anticipated to last
through the spring of 2013.
• A new shelter is also under construction at Pleasantview Sports Complex. Construction will
continue through spring.
Columbia Cemetery:
• A new, metal rod fence has been installed along the western property line between the
cemetery and the school. This work was coordinated with the school district and
provides better safety and appearance along the school playground and play-fields.
AGENDA ITEM IV-B PAGE 1
• A design has been finished to provide an automatic irrigation system throughout the
cemetery. An engineering design is currently under way to correct the ditch from leaking
into the cemetery property to the north, thus causing safety issues and damage to
gravesites and headstone. Work on the irrigation system and the ditch repair is being
reviewed by the State Historical Society, and construction is expected to begin in the
spring of 2013. The white, bronze headstones that were previously damaged are in the
process of being repaired.
• Currently, staff has submitted all plans and specs to the State Historical Society for
permitting and approval to proceed with construction. Staff anticipates approval soon,
with construction commencing this spring.
Boulder Reservoir:
• Entry -the initial construction phase is complete with the development of the roadway
improvements, including asphalt and concrete. Utilities have been stubbed out, irrigation
infrastructure installed, and the site is ready for the next phase of development, which
includes the construction of new entry buildings, landscaping and the final lift of asphalt.
• Utilities - the design and permitting of a new water line and a sanitary line are underway,
with construction anticipated in 2013. The new facilities will replace the existing utility
infrastructure and provide operational efficiencies for long-term use.
2012 Capital Improvement Program
Mesa Memorial Park
Mesa Memorial Park is in the design development stage. Since the Great Outdoors
Colorado (GOCO) grant of $350,000 will not be awarded to this project, the design under
development will be the base plan of amenities typically found in a pocket park,
including turf, irrigation, sidewalk, and possibly a small playground for preschool-aged
children. The final concept plan will be presented to the public in early February. The
public meeting will also include a re-prioritization for neighborhood fundraising efforts
with the official announcement that the park is not being awarded the GOCO grant.
Construction is anticipated to begin in late spring, with completion by early fall.
Americans with Disabilities Act (ADA) Transition Plan
The ADA transition plan is well under way. A committee of Parks and Recreation staff
continues to meet on a regular basis to insure the transition plan is implemented, and that
the documentation is kept up-to-date as the transition moves from planning to action over
the next three years. Parks and Recreation staff has shared the transition plan and the
process with the public through a presentation to the Center for People with Disabilities,
as well as a public meeting in September. Boulder Parks and Recreation also presented
the transition plan, and more importantly, shared the process for other park and recreation
departments to model, at the Colorado Parks and Recreation Association annual
conference in October.

Valmont City Park:
In 2012, there were three shade structures and two wind structures installed at the park.
These structures were made possible by the Capital Improvement Bond Funding. Other
work completed this year, was the renovation of the dog park and right of way (ROW)
work along Airport Road. Two more bridges within the bike park were also installed
across the ditches. The new disc golf area is currently under construction. Using park
staff and volunteers, baskets 8-18 were installed in November and opened to the public.
Baskets 1-7 have been installed, and the park has received use from the public.
Additional work will still need to be accomplished to add finishing touches and signage
in the spring of 2013. The course is considered an interim course until a final plan is
developed in 2014 for the entire south side amenities and fields.
Elks Neighborhood Park:
The final construction plans have been submitted for building permits. Construction on
the park is expected to begin in early 2013 with completion and opening later in the year.
Burke Park / Thunderbird Lake
Planning staff continue to work closely with Horizons K-8 School, CU Environmental
Design School and the community in developing a comprehensive plan to improve Burke
Park through integration with outdoor educational opportunities with the school adjacent
to Thunderbird Lake. Currently, CU design students are engaged in community outreach
with Frasier Meadows and other key stakeholders to discuss opportunities and
involvement in the process. In early 2013, additional CU students will engage in design
development of specific park amenities and program elements identified in the concept
plan for the park. Throughout the spring of 2013, construction of specific elements will
occur in conjunction with a CU design/construction course. Additionally, Horizons
School continues to develop play areas and outdoor learning areas adjacent to their
campus, and they will be collaborating with the Parks and Recreation Department this
spring to apply for a GOCO grant relative to an "ecological schoolyard."
