1. APPROVAL OF AGENDA

Conroy (Mike) seconded the motion.

II. ITEMS FOR ACTION
A. Continuation of Boulder Reservoir Master Plan Recommendation of
Approval (public hearing was closed 11/28/11- discussion continues 12/5/11).
Yates explained that this meeting was a continuation of a public hearing from the
previous PRAB meeting on November 28, 2011. He added that there would be no
public comment at this meeting.
Yates thanked those from the public who provided written comments and
suggested changes to the Boulder Reservoir Master Plan (BRMP). He said these
comments were published on the City of Boulder PRA.B webpage and are
included in the December 5, 2011 PRAB packet as Attachment B, Requested
Revisions to Draft Plan. He added that staff took those comments, adopted many
and suggested some language changes, which can be viewed in Attachment C on
the City of Boulder PRAB webpage. Yates indicated that he met with staff and
members of the public to review the attachments and make some minor changes,
reflected in Attachment D.
1
Pf.AB Discussion:
Conroy (Mike) asked if proposals to cover costs were in any plans.
Kincannon said most of the information was calculated as future expenses,
unbudgeted at this point because it's a several year process. lie added that there
are dollars identified for 2012 for the beginning of the Site Management Plan
process.
Conroy (Mynah) said that most of the concerns she had at the November DRAB
meeting (and concerns of the public also) are things that will be completed in the
Site Management Plan.
Estrella asked how the documents will be pieced together.
Yates responded that if approved tonight, language from Attachments A, C and D
would be incorporated into the BRMP by staff with delegation of 1-2 PRAB
members to assist staff. He added that until the site plan in conducted and there is
a better understanding of what is needed, that the status quo would be maintained.
Estrella had a follow up question regarding special events. She said PRAB's
recommendations for the BRMP were presented previously to City Council and
included specific numbers. She asked how that would be communicated to City
Council at this time.
Kincannon answered that they will identify, through the memo to City Council,
PRAB's recommendation this evening to analyze the numbers and keep events
consistent with numbers that are approximate to the last few years.
Estrella acknowledged staff's twenty-nine months of work on the BRMP and
added that if the PRAB passes tonight's recommendations that staff would be able
to go to City Council as a unified force with the hope that City Council would
pass the BRMP.
Conroy (Mike) asked if the specific language being referred to is in tonight's
packet materials.
Kincannon said the following language has been added: The reference to Special
Events on page 60 will remove the specific reference to the number of events,
which are bullets one and four. A statement will be included in the BRMP to
indicate that the type or number of events will be an outcome of the future Site
Management Plan. Until completion of the Site Management Plan, the number of
events should be limited to the current levels as a guideline.
Yates suggested changing the wording "current levels as a guideline" to read
"recent past levels as a guideline".
l;strella made the following motion:
To approve the draft Boulder Reservoir Master Plan, and as presented on
11/28/11 to the PRAB to include the spirit of the changes outlined in the
following documents: Attachment A, titled Proposed Modifications to the Draft -
Final BRMP, Attachment C, Staff Response to Valhallah Resident's Comments
and Attachment D, Summary of Neighborhood Representatives Meeting.
Conroy (Myriah) seconded the motion.
The motion passed unanimously, 6-0, with Gralapp absent. Thayer arrived prior to
the motion and was involved in the discussion portion of the meeting and
participated in the vote.
