VI. ITEMS FOR DISCUSSIONANFORMATION
A. Boulder Reservoir Master Plan (BRMP) Update
Kincannon distributed the draft Boulder Reservoir Master Plan to the PRAB and
thanked staff for their combined efforts and many hours of work.
Guthrie spoke briefly on the BRMP and Policy Options. She referred to the
Boulder Reservoir Draft Plan and a comparison chart detailing staff
recommendations, the Water Resources Advisory Board (WRAB)
recommendations, the Parks and Recreation Advisory Board (PRAB)
recommendations and City Council's final decision on the Policy Options. She
said that the majority of chapters provide information that the Board has
previously seen through study session materials or memos, with Chapter Eight
(Implementation Plan) being the new section, requiring PRAB feedback and input
prior to approval.
Parks Planning Manager Walzak provided an overview of the BRMP with
emphasis on Chapter Eight (Implementation Plan), specifically the Goals and
Objectives section, as the Objectives are new and the PRAB will be asked to
recommend them to City Council as part of the final BRMP.
2
Kincannon added that staff is fine tuning the capital and operating costs that
will be forwarded to the PRAB shortly.
Guthrie added that staff will request input from the PRAB on the new items in the
plan in Chapter 8 as staff moves forward. Information will be collected from the
PRAB, the public at the upcoming public meeting and staff from other
departments who have reviewed the plan to create a final document for approval
by the PRAB. She said that staff is conducting a revenue comparison of 2009,
2010 and 2011 to date that will be sent to the PRAB shortly to be reviewed with
the plan. This item will be a public hearing at the November 28, 2011 meeting for
PRAB's consideration and recommendation to City Council.
VII. MATTERS FROM THE DEPARTMENT
A. Staff Retreat Update
Kincannon said that a staff retreat will be on October 26, 2011 and facilitated by
Heather Bergman.
B. Pottery Program Update
Yates and Conroy (Mynah) provided short summaries of the Friends of the
Pottery Lab (FoPL), PRAB and staff meeting on the status of the Pottery
Program and the Pottery Program Management Assessment.
Conroy (Myriah) gave a brief update on this item. She provided the following
assessment of her meeting with staff and Friends of the Pottery Lab (FoPL)
members:
• Positive relationship is being developed with staff
• Management assessment will be provided to PRAB members in the near
future
• Budget items were discussed
• Some questions unanswered due to comparisons not being "apples to
apples"
• Realization that the way programs are listed and evaluated is inconsistent
across all programs
Yates also provided a brief update on the meeting:
• Cost recovery model was discussed and the comparison to other programs
• Would like to consider re-visiting cost recovery at a study session in early
2012
• There is a need to more fully understand cost recovery methodology
Guthrie added the following:
• 11/21/11 - Final recommendation from the consultant will be provided to
the PRAB electronically
• 11/22/11 - Potential open house to collect comments from the public
• 11/28/11 - Have public comments available to the PRAB
• Public hearing early 2012
3
PRAB members were not in favor of an open house on November 22, feeling that
this would not provide enough time to digest the consultants' final
recommendation.
Yates suggested scheduling an additional open house for early January.
Conroy (Myriah) suggested having two open houses: one on November 22 where
the assessment could be presented to the public and one in January prior to a
public hearing.
VIII. MATTERS FROM BOARD MEMBERS
A. PRAB Retreat Update
Kincannon spoke briefly on the PRAB retreat, thanking the Board for attending
and also thanking Board member Gralapp for hosting the retreat. He said that
much was accomplished, setting the stage to move forward. He added that an
update on the PRAB-Department next steps will be emailed to the Board shortly.
Yates thanked staff for organizing the PRAB retreat and felt that much was
accomplished. He also reminded PRAB members that the Department has
requested input from PRAB members on areas of interest they deem most
important.
B. December Meeting
This item was deferred to the November 28, 2011 PRAB meeting.
C. Capital Investment Strategy Committee (CISC) Report
Yates gave a short verbal update on this item. He said that PRAB members Wyatt
and Thayer attended the most recent CISC meeting last week for Round 2 and
2012 budget discussions. He added that many in attendance felt the PRAB
presentation to be the best of those presented.
