Conroy (Myriah) asked about providing more transparency regarding financials, requested a financials meeting and asked that financials data be posted on the Parks and Recreation web site. He added that staff recommends the PRAB approve the 2012 recommended expenditures from the Permanent Parks and Recreation Fund and approve the 2012-2017 Parks and Recreation Department CIP including the .25 cent sales tax fan (fund 118 and the lottery fund (fund 111). PRAB discussion and comments included: Overall the PRAB was supportive of the recommended expenditures for the CIP. Additionally, they expressed their support for proceeding with funding for development of Mesa Memorial Park. Thayer asked how long the planning phase would be for Mesa Memorial Park and suggested appropriating $50,000 towards the planning phase as a start. Conroy (Myriah) shared frustration with the Mesa Memorial Park site remaining undeveloped for ten years and suggested moving forward with development, possibly involving members of the community through some sort of partnership or sweat equity. Conroy (Mike) said building a park for the community should take priority over building ten additional parking spaces for the recreation center. 4 Yates suggested the Department initiate a discussion with Longs Gardens for the purpose of extending the land lease. Estrella had questions about moving monies in the fund balance, feeling that expenditures in fund 118 need to be looked at holistically, through 2017. Yates suggested postponing the Master Plan update to 2012 to defer those allocated dollars to development of Mesa Memorial Park. Thayer said that building more parking spaces is not a good idea when the city is suggesting diminishing cars. He feels that money would be better spent building Mesa Memorial Park. The PRAB agreed to recommend moving forward with development of Mesa Memorial Park and amended motion language to reflect this decision. Motion 1 Estrella made the following motion: PRAB moves to approve the 2012 recommended expenditures from the Permanent Parks and Recreation (Fund 230) as presented with the exception of Long's Garden land purchase/lot development of $265,000 and use $200,000 of fund 230's fund balance, reallocate $50,000 from fund 118 for the Parks and Recreation Master Plan. The resulting $515,000 balance should be used for the development of Mesa Memorial Park. Gralapp seconded the motion. The secretary called the role: Conroy (Mike) - aye Estrella - aye Gralapp - aye Yates - aye Thayer - aye Wyatt - aye Conroy (Myriah) - aye The motion passed unanimously: Motion 2 Estrella made the following motion: PRAB moves to approve the recommended fund 118 with the exception of the $50,000 allocated to the Parks and Recreation Master Plan and approve the recommended 2012-2017 Parks and Recreation Department Capital Improvement Plan for fund 111. 5 Gralapp seconded the motion. Public Hearing and Consideration of a Motion to Support the Department of Parks and Recreation Issuance of a Request for Proposal for the 2012- 2014 Boulder Creek Festival. Kincannon provided background information on this item. He said the Board adopted the following guiding principles for Department sponsored events at the February PRAB meeting: 1. Events should include a revenue or profit sharing dimension. 2. The Department should charge market-based event fees as appropriate. 3. Events should be compatible with the neighborhood. 4. Events should reflect larger community values including sustainability. 5. Event production vendors, if any, should be determined through a competitive process. 6. Event production agreements shall not exceed three years and shall include an annual review of results. 7. The Department should consider an appropriate mix of open and programmed uses. He added that with the expiration of the existing contract, the Department will issue a Request for Proposals (RFP) for the 2012-2014 festivals. He asked the PRAB to support the Department issuance of an RFP for the 2012-14 Boulder Creek Festival. The public hearing was opened. No one spoke. The public hearing was closed. PRAB discussion and comments included: Thayer felt in order to make certain the process is balanced and competitive, that all bidders have access to intellectual property information from previous contractor to provide a level bidding field. 6 Gralapp felt more creative approaches than an RFP could be used for determining the contractor for the Boulder Creek Festival. She said the festival is unique, with years of planning required for the contractor and that a three year contract seems too short. She suggested a longer contract or entertaining more creative options. Estrella reminded staff that she had requested that an alternative transportation/bicycle parking be included in the contract proposal, asking that it be added. Yates asked if bidders could be asked to submit a five year contract proposal. Kincannon responded that there is flexibility to offer two proposals, a three year and a five year. Estrella made the following motion: That the PRAB supports the Department of Parks and Recreation issuance of a Request for Proposal for the 2012-14 Boulder Creek Festival in accordance to the April 25, 2011 department memo to include the possibility of a five year contract consideration and require bidders to submit an alternative transportation analysis and plan.
