The meeting was called to order at 6:02 p.m.
1. APPROVAL OF AGENDA
The agenda was approved.
II. FUTURE BOARD ITEMS AND TOURS
Kincannon provided a timeline update on these items:
• 10/18 - Moving PRAB study session on the Boulder Reservoir Master
Plan from 10/4 to 10/18
• 10/25 PRAB meeting - Discussion of 2011 PRAB Goals for City Council
• 11/22 - PRAB meeting - Public Hearing on the Boulder Reservoir Master
Plan Options
• 12/7 - City Council meeting - Public Hearing on the Boulder Reservoir

III. PUBLIC PARTICIPATION
Ed Mills, City of Boulder resident, president of FIDOS, spoke in favor of a dog
station at Four Mile Creek, adding that neighbors have offered to stock the station
with biodegradable bags.

A. Approval of minutes from August 23, 2010
Minutes from August 23, 2010 were approved as written.

VII. MATTERS FROM THE DEPARTMENT
A. Boulder Reservoir Master Plan Update
Johnson spoke briefly on this item and provided the following timeline for Phase
Two:
• 10/13 - Public meeting on the north and west shore and boating
regulations options - Calvary Bible Church, 3245 Kalmia Ave.
• 10/18 - PRAB study session to discuss the north and west shore options
• 10/18 - WRAB meeting - Staff will provide recommendations
• 11/22 - PRAB meeting - Public Hearing on policy options
• 12/7 - City Council meeting - Public Hearing on policy options
• Anticipate BRMP completion in 2011 first quarter
B. New Park, Major Repair and Restoration Projects (2006-2010)
Kincannon gave a brief update on this item. He directed the PRAB to a list of
park renovations/restorations included in the PRAB packet for review.
C. Energy Efficiency Program Update
Kincannon said the process is moving forward noting that the City of Boulder
sold QEBC bonds that enable work to begin with McKinstry. He added that
planning is underway for energy efficiency upgrades at the South, North and East
Boulder Recreation Centers.
D. Pottery Lab Request for Proposals Update
DeSouza spoke briefly on this item and provided the following timeline:
• Mid August - Request for Proposal (RFP) published on City of Boulder
website
• 9/7/10 - Submission deadline
• Two proposals received
• Review committee selected - includes members from business
community, PRAB members and staff
• 9/22/10 - Committee feedback received/compiled
• Interviews to be scheduled with representatives from proposing groups
• Mid-November - decision to be finalized
Board member Yates indicated that he feels it inappropriate for a City employee
to be part of a private bidding process. He added that the conflict of interest
makes him uncomfortable and feels if the City of Boulder has a conflict of interest
policy, it should be enforced.

E. Budget Update
Kincannon provided an update on this item. He referred the PRAB to the City
Manager's Budget Book for more detailed information on the budget. He added
a snapshot of pertinent information:
• Recreation Activity Fund down 6.5% - Flatirons Golf Course down 20%,
reflecting national trend
• 10% staffing reductions - 13.5 positions (9 vacant)
• City Manager's Contingency Budget - 5% reduction includes 4 additional
positions (1 vacant)
• 10/19/10 - City Council meeting - Budget lst reading and Supplemental
Budget Pt reading
• 11/16/10 - City Council meeting - Budget 2"d reading
F. November PRAB Meeting Date Discussion
The PRAB voted unanimously to keep the November PRAB meeting on
November 22.
G. Park Fee Increase Recommendation
Kincannon spoke briefly on this item. He noted that staff is requesting fee
increases for use of Parks and Recreation facilities. Included would be cost
recovery through park related fees for commercial vendors, adding that staff is
proposing a modification to the Boulder Revised Code regarding charging
appropriate fees for park land use for private gain/venture.
Kincannon added a thank you to all staff that worked many hours during the Four
Mile fire.
VIII. MATTERS FROM BOARD MEMBERS
A. Draft Plans for Ecosystem Restoration of South Goose Creek and
Cottonwood Pond - Discussion Item
Yates, PRAB representative to the Greenways Advisory Committee, spoke briefly
on this item, stating that the Core of Engineers would like to return Cottonwood
Pond to its natural state, returning it to a wetland in 2012. The PRAB is asked to
express opinions favorable or not to the GAC by November 1.
Yates proposed the following feedback:
"The Parks and Recreation Advisory Board expresses its preliminary support of
the draft plans for ecosystem restoration of South Goose Creek and Cottonwood
Pond, as presented at the meeting of the Greenways Advisory Committee on
August 31, 2010; PRAB will consider its definite support when more complete
plans have been prepared and presented."
After discussion Conroy made the following motion:
That the PRAB support proposed feedback for ecosystem restoration of South
Goose Creek and Cottonwood Pond.

Gralapp seconded the motion.
The motion passed unanimously.
