Minutes - Parks & Recreation - 8/23/2010 City of Boulder Parks and Recreation Advisory Board Council Chambers 1777 Broadway August 23, 2010 Action Meeting Minutes To listen to the Parks and Recreation Advisory Board meetings in their entirety, please go to the following link: www.boulderoarks-ree.org Board Present: Todd Bryan, Pete Webber, Rick Thayer, Bob Yates, Marcelee Gralapp, Michelle Estrella; Myriah Conroy Staff Present: Kirk Kincannon, Alice Guthrie, Sarah DeSouza, Sally Dieterich, Keith Walzak The meeting was called to order at 6:02 p.m. 1. APPROVAL OF AGENDA The agenda was approved. II. FUTURE BOARD ITEMS AND TOURS Kincannon provided a timeline update on these items: • Discussion information related to PRAB 2011 goals for City Council • October PRAB meeting - Action Item on the Boulder Reservoir Master Plan policy options [this item has been changed to Matters from the Department - BRMP update] • November 3 - Follow-up with City Council on the Boulder Reservoir Master Plan (BRMP) III. PUBLIC PARTICIPATION Ed Mills, City of Boulder resident, president of FIDOS, spoke in support of the City of Boulder's popular dog swimming program Dog Daze. Jim Richey, non resident, Boulder Swim Team coach, spoke of the importance of Scott Carpenter pool to the swim teams. He asked that the Parks and Recreation Department extend the pool season by opening in April and closing in October. Randy Cox, non-resident, member of Boulder Aquatic Masters, spoke in favor of a longer swim season at Scott Carpenter pool. Mary Gorman, city of Boulder resident, spoke of the importance of having an outdoor pool for practice and asked the Parks and Recreation Department to re- visit keeping Scott Carpenter pool open later in the season. I IV. CONSENT AGENDA A. Approval of minutes from June 28, 2010 Minutes from June 28, 2010 were approved as written. V. ITEMS FOR ACTION There were no Items for Action VI. ITEMS FOR DISCUSSION/INFORMATION A. Wonderland Creek Greenways CEAP B. Goose Creek /Cottonwood Pond Information-Greenways Advisory Committee Review Guthrie presented a brief overview of the Greenways Advisory Committee (GAC). She explained that the GAC is comprised of members from various City of Boulder Boards. This interdepartmental group reviews department construction and maintenance projects with staff having a role depending on the type of project. Yates, PRAB representative to the Greenways Advisory Committee (GAC), said two items would be on the GAC's next meeting agenda: 1. Wonderland Creek Greenways CEAP - Action Item - Community Environmental Assessment Process (CEAP) on Wonderland Creek - GAC will provide a recommendation to City Council for trail and waterway modifications and improvements 2. Goose Creek/Cottonwood Pond item - information/discussion item only - no action at this time VII. MATTERS FROM THE DEPARTMENT A. Boulder Reservoir Master Plan Update Guthrie spoke briefly on this item and provided the following timeline for Phase Two: • Staff is currently evaluating options to address key policy issues: the boating policy, north shore use, west shore use and special events • Staff is currently conducting a financial analysis • Mid-October - Public meeting will be held prior to the October 18 WRAB meeting and October 25 PRAB meeting • October PRAB meeting - PRAB to make recommendations to City Council on preferred policy options • November 3 - Tentative meeting with City Council for policy options recommendations • Anticipates BRMP completion in 2011 first quarter B. Recreation Program and Facilities Plan (RPFP) Update Guthrie gave a brief update on the status of this item: • August 10 -Study Session with City Council which supported the RPFP direction 2 • Early September - Final RPFP version will be posted • Staff is conducting a financial analysis and looking at how to move forward with the partnership process C. Capital Improvement Program (CIP) Update Kincannon spoke briefly on this item. He said staff presented information to the City of Boulder Planning Board expressing the following concerns: • Washington School project • Platt Farmhouse relocation He added that the City Manager's Capital Improvement Program budget book update states that 2011 funding for the Washington School Pocket Park and Flatirons Golf Course site planning will be deferred with the corresponding $250,000 to be combined with $325,000 from the fund balance to begin the relocation of the Platt Farmhouse in 2011. D. Energy Efficiency Program Update Kincannon introduced new Park Planning Manager, Keith Walzak.Walzak presented a brief update on this item and provided a written handout to the PRAB detailing key program highlights, program focus and next steps. He said this is a long-term, complicated, multi-phase program that will improve energy efficiencies for the City of Boulder. E. Department Budget Update Kincannon provided an update on this item. He explained that the Department is decreasing 13.6 salaried staff through attrition and position elimination - an approximate $550,000 reduction, primarily from the Recreation Activity Fund. For additional information he recommended visiting the City Manager's budget book, page 105, for detailed Parks and Recreation information. VIII. MATTERS FROM BOARD MEMBERS A. PRAB Photography Contest Bryan spoke briefly regarding the PRAB photography contest. He suggested calling it the PRAB First Annual Chair's Award with two categories: • Plays Well with Others Award- December 2010 • Favorite Tree Through the Seasons Award- August 2011 He thanked the PRAB for endorsing this and requested that any comments be emailed to him. Yates complimented staff on the completion of the Melody Park renovation and asked if the Department is planning a dedication. Kincannon said a dedication is planned for early September. He added that Park East is also near completion and a dedication will follow. Kineannon also mentioned that the Parks and Recreation Department has initiated a Request for Proposal regarding contracting the operation and management of the Parks and Recreation Department's Pottery Lab. Approximately thirty vendors have been 3 contacted. The RFP can be accessed on the City of Boulder Purchasing Department webpage. Gralapp thanked staff for providing/supporting the summer concert series. IX. NEXT BOARD MEETING: September 27, 2010. X.
