The meeting was called to order at 6:01 p.m.
1. APPROVAL OF AGENDA
The agenda was approved.
II. FUTURE BOARD ITEMS AND TOURS
Kincannon provided a timeline of current and future Board items and tours:
• Spring 2010 - Public hearing on the naming of Bluff Street Park and
Dakota Ridge Park sites
• 2/22/10 - PRAB meeting - Recreation Program and Facilities Plan
discussion
• 3/15/10 - PRAB meeting - Public hearing on the draft recommendation
for the Recreation Program and Facilities Plan discussion
• 4/26/10 - Boulder Reservoir Master Plan PRAB Study Session
• 5111/10 - Boulder Reservoir Master Plan City Council Study Session

VII. MATTERS FROM THE DEPARTMENT
A. Boulder Reservoir Master Plan Update
Guthrie provided a verbal update on this item. She said City Council accepted the
study session summary, goals and vision for the Boulder Reservoir Master Plan
on January 19, 2010. She added that the goals and vision can be located on the
web at www.boulderrez.org. She said staff is moving into Phase Il of the Boulder
Reservoir Master Plan focusing on policy options/issues relative to the Boulder
Reservoir north shore and Coot Lake with public meetings likely to begin in
March 2010. She added that the Department has scheduled two Boulder
Reservoir Master Plan study sessions:
• PRAB study session -April 2010
• City Council study session -May 11, 2010
B. Park Development Update
Kincannon gave a brief update on the status park development:
• Dakota Ridge Park - Project has been completed
• Melody Park - Renovations underway with anticipated completion in
May 2010
• Park East Park - Construction to begin upon Melody Park completion
1 • Valmont City Park
o Imported and moved approximately 100,000 cubic yards of dirt for
overlot grading
o Concept Plan:
■ $4.5 million planned
■ $3 million budgeted 2009 through 2011
■ $600,000 spent to date
■ Valmont City Park not fully funded
• East Boulder Community Park
o Dog park and trails to be completed initially
o Concept Plan:
$4.2 million planned
I ■ $3.25 million budgeted for 2001-2011
■ Project not fully funded
C. Energy Efficiency Program Update
Kincannon provided a brief update on this item. He said solar thermal heating
opportunities for the recreation center pools will be available through the Federal
Stimulus program. He added that information regarding awards and grants
would likely be available at the next PRAB meeting.

D. City Council Retreat Update
Kincannon spoke briefly on this item. He said the City Council retreat was held
on January 22 and 23, 2010 with the City Council, City Manager and Department
Directors attending. Key points discussed were:
■ Sales tax trend - continues to decrease, but not as quickly
■ Proposition 101, Amendments 60 and 61 - tax refunds similar to Tabor
which would position the City of Boulder to need to provide alternative
funding means for projects. If passed in 2010 it would mean $11.1 million
in lost revenues to the City of Boulder. More information will be provided
at the February 22, 2010 PRAB meeting.

There were no Matters from Board Members.
IX. NEXT BOARD MEETING: The next Board meeting will be February 22,
2010.
