Placement and Design of a Sculpture to be placed in North Boulder Park.

EXECUTIVE SUMMARY:
The purpose of this item is for the Parks and Recreation Advisory Board (PRAB) to conduct a
public hearing and consider a motion to approve the placement and design of a sculpture, the
Boulder Cycling Monument (BCM), in North Boulder Park (Attachments A, B, C). Consistent
with the recently approved Parks and Recreation Department's Public Art Policy, this project has
been reviewed and approved by the city Arts Commission on the condition that the fundraising
will be completed within one year of final approval. If, at that point, the funds have not been
completely raised, the BCM project supporters will meet with the Arts Commission to request an
extension of approval. Once the placement and design is approved by the PRAB, the BCM
supporters will begin fundraising for the project.
The Public Art policy requires that all costs associated with the production and installation of an
art donation to the Parks and Recreation Department be the responsibility of the donor.
Additionally, the donor will provide the department a sum of money equal to five percent of the
value of the piece that will be used for a period of five years for the on-going maintenance of the
piece.
The sculpture, "vlomentum,'' by artist Kimmejae Makurus, is intended to celebrate the bike
racing history at North Boulder Park. The piece will be constructed of welded aluminum
attached to sandstone boulders in aii integrated setting designed for the central planting bed
adjacent to the playground and picnic shelter. The anticipated total cost of the BCM is $175,000.
The BCM was reviewed by a city team that included the city's Risk Manager, the Urban Park
Operations Manager and Parks Planning staff. The design of the BCM was further refined to
reflect input received from this review process.
STAFF RECOMMENDATION:
Staff supports the placement and design of the BCM and recommends that the project supporters
proceed with fundraising. Staff also recommends that if all necessary funds have not been
procured within a year, the supporters of the project meet with the PRAB to request an extension

for fundraising once an extension is approved by the Art's Commission. Staff also recommends
that the supporters of the project apply for the necessary permits for construction and ongoing
maintenance of the sculpture.
COtiNCIL FILTER IMPACTS:
• Economic: The economic impacts to the neighborhood park will likely be small and
difficult to quantify.
• Environmental: Specific impacts will be addressed through project review and the
permitting process.
• Social: 'Che BCM will celebrate the past and ongoing local, regional and world-class
cycling events that have been and are currently held around the park.
OTHER IMPACTS:
• Fiscal: Staff anticipates that the BCM will not be funded by the city, but through private
contributions, for both construction and maintenance for the first five years. After that
time period has lapsed, the maintenance for the piece will be the financial responsibility
of the city..
• Staff time: Parks and Recreation staff has spent considerable time working with the artist
on placement and design of the sculpture. Additional staff time (estimated at 40 hours)
will be needed to provide oversight of construction of the BCM. While there will be a
five-year agreement to help fund the maintenance of the piece, staff time will be needed
to care for and maintain the BCM for the life of the piece.
BOARD AND COMMISSION FEEDBACK:
This BCM proposal was presented to the city's Arts Commission on November 25. The
commission unanimously approved the concept with the condition that if the project isn't fully
funded within a year, the supporters of the project would need to come back before the
Commission and give a status update and request an extension of approval for the project
:YEXT STEPS:
Specific next steps include, but are not limited to, the following:
1. The BCM will complete fundraising efforts and will work with the city to apply for and
obtain all necessary permits to construct the BCM.
2. If the project is approved and fundraising efforts are successful, staff will work with the
BCM supporters to determine a construction timeline.
3. The BCM supporters will act as general contractors on the project and supervise all
aspects of the construction.
4. Parks and Recreation Department staff will provide construction management for the
sculpture.
5. "The .BCM supporters will provide an ongoing maintenance allowance for the project.
