Sl1MMARY: 1'hc purpose of this item is for the Parks and Recreation Advisory Board (PRAB) to conduct a public hearing and consider a motion to recommend that the Landmarks Board approve the relocation the Platt farmhouse as part of the development of Valmont City Park (VCP)-Phase One. As part of the concept planning process for VCP, staff determined that the Platt farmhouse is in need of a new foundation. Rather than repairing the foundation in its current location, staff' has researched the potential for moving the house to a different location, approximately 600 feet to the west, adjacent to Airport Road. At the May 20, 2008 City Council meeting, staff received direction to pursue moving the Platt farmhouse through the Landmark Alteration Certificate process. This application has been submitted to Planning Department staff for review, and the Landmarks Board hearing is scheduled for December 3. After that hearing, and if the application is approved, the City Council can call up the item from the consent agenda for further discussion on the topic. If approved, the relocation will require an amendment to the landmark designation that is completed administratively. Staff has met with the Landmarks Board Design Review Committee that is comprised of three members of the Landmarks Board, to receive initial feedback on the proposal to move the farmhouse. At that meeting, the committee was supportive of the proposed move and encouraged staff to pursue the proposed relocation through the Landmarks Alteration Certification process. The committee stressed several design considerations in moving forward with the relocation process. "Those considerations included the farmhouse's proximity to the irrigation ditch that is to the south of the farmhouse, the potential for the removal of a dormer that is not part of the original architectural intent and built sometime in the 1970s. Additionally, the committee asked. staff to designate the Iand area that is landmarked with AGENDA ITEM # V-A PAGE 1 the house to remain free of any other built structures. 'I~he proposed relocation of the farmhouse has incozporated the suggestions of the committee into the design (Attachments A, B and C). At this point in the design of Phase One, staff has prepared a site plan that includes the relocation of the farmhouse to the desired location. Another site plan has also been preliminarily prepared that does allow for the farmhouse to remain in its current location. Both site plans can adequately provide for all the desired program elements for Phase One. The preferred design that does move the farmhouse allows for better circulation throughout the site, creates a more inviting entry area, and enhances visibility for safety surveillance by having the structure closer to an arterial road. Additionally, interior alterations will be completed that will better accommodate public use. As part of the proposed relocation, the house will be reoriented 9U degrees clockwise to allow for improved connectivity to the adjacent park development. STAFF RECUMME~IDA'TION: Staff recommends that the PRAl3 make a motion recommending that the Landmarks Board approve the relocation of the Platt farmhouse as part of the development of Valmont City Park-Phase One.
