The following are the action minutes of the December 7, 2011 City of Boulder Landmarks Board

1. CALL TO ORDER
The roll having been called, Chair L. Podmajersky declared a quorum at 6:03 p.m. and the
following business was conducted.
2. APPROVAL OF MINUTES
On a motion by K. Nordbaek, seconded by J. Spitzer, the Landmarks Board approved (4-0)
the minutes as amended of the November 2, 2011 board meeting.

LANDMARK ALTERATION CERTIFICA'T'E

A. Public hearing and consideration of a Landmark Alteration Certificate (LAC) to install
a fixed skylight on the west facing roof area of the contributing house at 432 Pine Street in
the Mapleton Hill Historic District per Section 9-11-18 of the Boulder Revised Code
(HIS2011-00235). Applicant: George Watt, Architecture Owner: Terry Britton
Board members were asked to reveal any ex parte contacts they may have had on this item.
M. Gertving made a site visit.
K. Nordback made a site visit and reviewed the project at a design review committee meeting.
L. Podmajersky made a site visit and reviewed the project at a design review committee
meeting.
J. Spitzer made a site visit and reviewed the project at a design review committee meeting.
Applicant's Presentation
George Watt, architect, 2030 Mapleton Ave. and Terry Britton, owner, spoke in support of
issuance of the LAC.
Public Hearing
Abby Daniels, Historic Boulder, 1123 Spruce, spoke in support of issuance of the LAC, but did
not weigh in on the dimensions of the skylight.
Motion
On a motion by K. Nordback, seconded by M. Gerwing, the Landmarks Board approved (3-1,
L. Podrnajersky opposed, L. Payton absent) a landmark alteration certificate request to install a
fixed skylight on the west facing roof area of the contributing house at 432 Pine Street in the
Mapleton Hill Historic District as detailed on drawings dated 10.27.2011, in that, subject to the
conditions below, the proposal generally meets the requirements of Section 9-11-18, S.R.C.
1981, and adopted the memorandum dated 12.07.2011 as the findings of the board.
Condition of Approval:
1. The applicant shall be responsible for installing the skylight in compliance with the
approved plans dated 10.27.2011, except as modified by these conditions of approval.
L. Podrnajersky opposed installation of the skylight in that it would be visible from the street
and in her opinion, in a conspicuous location and, therefore, inconsistent with the General
Design Guidelines. K. Nordback noted that for the record in deciding on future skylight
applications, this particular approval took into consideration the special circumstances of the
property and applicant.
LANDMARK ALTERATION CERTIFICATE
B. Public hearing and consideration of a Landmark Alteration Certificate to construct a 380
sq. ft., two-car carport at the landmarked Chambers property at 3231 1 lth Street per
Section 9-11-18 of the Boulder Revised Code (HIS2011-00236). Applicant: Brad Burch
Owner: Bob Carmichael
Board members were asked to reveal any ex-parte contacts they may have had on this item.

M. Gerwing made site visits and reviewed the project at a design review committee meeting.
K. Nordback received two emails regarding the project.
L. Podmajersky made a site visit and reviewed the project at a design review committee
meeting.
J. Spitzer made a site visit and received two emails regarding the project.
Applicant's Presentation
Brad Burch, 2030 20"' Street, applicant, spoke in support of issuance of the LAC.
Public Dearing
Bev Potter, 3201 11~h Street, neighbor, spoke in opposition of issuance of the LAC.
Motion
There was a motion by L. Podmajersky, seconded by K. Nordback, to approve a landmark
alteration certificate request to construct a carport on the landmarked property at 3231 1 Vh Street
as detailed on drawings dated 10.27.2011. The motion failed (0-4, L. Payton absent), with the
board finding that the proposal generally does not meet the requirements in Section 9-11-18,
B.R.C. 1981.
DEMOLITION
C. Public hearing and consideration of whether to lift the stay-of-demolition at the property
at 1814 Spruce Street per 9-11-23 of the Boulder Revised Code (HIS2011-00168).
Applicant/Owners: David Waugh/Jane and Kent McClannan
Board members were asked to reveal any ex parte contacts they may have had on this item.
M. Gerwing made a site visit.
K. Nordback made a site visit prior to the last hearing of this project and reviewed the project at
a design review committee meeting.
L. Podmaiersky made a site visit and reviewed the project at two design review committee
meetings.
J. Spitzer made a site visit and reviewed the project at a design review committee meeting.
Applicant's Presentation
Jane McClannan, 1814 Spruce, owner, spoke in support of lifting the stay of demolition.
Public Dearing
Abby Daniels, Historic Boulder, 1123 Spruce, spoke about Historic Boulder's deliberations for
and against lifting the stay of demolition. Historic Boulder felt that a home should not be
landmarked over an owner's objection except under the most extreme circumstances, but they
did lament the fact that this home and its history could be lost without a bit more exploration of
alternatives to demolition.
Motion
On a motion by L. Podmajersky, seconded by M. Gerwing, the Landmarks Board lifted the
stay of demolition (3-1, opposed by J. Spitzer) for the house located at 1814 Spruce St. and
adopted the staff memorandum dated December 7, 2011 as its findings.

Staff will require a HABS level one photographic documentation prior to the issuance of the
demolition permit.
