CALL TO ORDER The roll having been called, Chair L. Podmajersky declared a quorum at 6:07 p.m. and the following business was conducted. 2. APPROVAL OF MINUTES On a motion by L. Payton, seconded by M. Gerwing, the Landmarks Board approved (5-0) the minutes of the June 2, 2010 board meeting. 3. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING 5. ACTION ITEMS LANDMARK ALTERATION CERTIFICATE: A. Public hearing and consideration of a Landmark Alteration Certificate to demolish a non- contributing 1,225 sq. ft. house built in 1899 and in its place construct a new 1,336 sq. ft. one-story house at 14 Kinnikinic Road in the Chautauqua Historic District per Section 9-11- 1 18 of the Boulder Revised Code (HIS2010-00124). Applicant: Kristin Lewis Owner: Trudy Hutchings Board members were asked to reveal any ex parte contacts they may have had on this item. M. Gerwing made a site visit and received e-mails regarding the project. L. Payton reviewed the project at a Design Review Committee meeting and made a site visit. She spoke with Dan Corson about the project and conducted independent research about the history of the house which she has shared with the Board and the applicant. K. Nordback made a site visit and received e-mails regarding the project. L. Podmajersky reviewed the project at a Design Review Committee meeting and made a site visit. J. Spitzer made a site visit. Public Hearing: Trudy Hutchings of Houston, Texas and owner of cottage 14 spoke in support of the project. Kristin Lewis project architect of Boulder, spoke in support of the project. Katie Pekarek project architect of Boulder spoke in support of the project. Kathryn Barth of Boulder spoke in opposition to the project. Steve Watkins of Chautauqua spoke in support of the project David Phelan, 7177 Cedarwood, Boulder spoke in opposition to the project. Bev Potter, 3201 11 ch Street, Boulder recounted the history of the house and spoke in opposition to the project. Abby Daniels of Historic Boulder reported the Historic Boulder Board had discussed the project but had not taken a position. Motion On a motion by L. Podmajersky, seconded by J. Spitzer, the board approved the proposal to demolish the non-contributing building and construct a 1,336 sq. ft. one-story house (as shown on landmark alteration certificate drawings dated 06.17.2010), in that it meets the standards in Chapter 9-11-18(a) and (b)(1)-(3), B.R.C. 1981, subject to the conditions below, and adopted the staff memorandum dated 07.21. 10 as findings of the board. M. Gerwing offered an amendment to the motion stating that a tree protection plan should be provided and that details regarding the front stoop railings and retaining walls for review and approval by the Landmarks design review committee should be added to the conditions. The amendment to the main motion was accepted by L. Podmajersky. The amended motion passed (4-1, L. Payton opposed). L. Payton opposed because she thought that the building should not be demolished and was concerned about setting precedent in Chautauqua. CONDITIONS OF APPROVAL: 1. The Applicant shall be responsible for construction of a new house at 14 Kinnikinic Road in conformance with the plans submitted with the application dated 06.17.2010, except as modified by these conditions of approval. 2 2. Prior to submitting a building permit application and final issuance of the Landmark Alteration Certificate, the Applicant shall submit to the Landmarks design review committee for its review and approval final architectural plans that include materials and colors for the following design details: window wells, windows, doors, roofing, siding material, window well grates, retaining walls, porch details, railing details and paint color. These submissions are necessary to ensure that the construction is consistent with the General Design Guidelines, the Chautauqua Park Historic District Guidelines and the intent of this approval. 3. Prior to submitting a building permit application and final issuance of the Landmark Alteration Certificate, the Applicant shall submit to the Landmarks design review committee for its review and approval a tree protection plan for the project.
