CALL TO ORDER The roll having been called, Chair T. Plass declared a quorum at 6:07 p.m. and the following business was conducted. 2. SWEARING IN OF BOARD MEMBER L. Payton was sworn in prior to the meeting by the City Clerk. 3. ELECTION OF CHAIR & VICE CHAIR On a motion by L. Podmajersky, seconded by J. Spitzer, the board voted (5-0) to appoint T. Plass as the Chair of the Landmarks Board. On a motion by T. Plass, seconded by J. Spitzer, the board voted (5-0) to appoint L. May as the Vice-Chair of the Landmarks Board. 4. PUBLIC PARTICIPATION FOR ITEMS NOT ON THE AGENDA 5. APPROVAL OF MINUTES On a motion by L. May, seconded by J. Spitzer, the Landmarks Board approved (4-0, E. Payton reeused) the minutes of the March 4, 2009 board meeting. 1 6. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING Pending stay-of-demolition for 607 Forest Avenue expires April 15, 2009. 7. ACTION ITEMS LANDMARK DESIGNATION: A. Consideration of initiation of local landmark designation for the property at 607 Forest Avenue, per Section 9-11-3 of the Boulder Revised Code, 1981 (HIS2008-00234). Owners: John & Lisa Goodson, Applicant: Landmarks Board. C. Meschuk presented the item to the board. Property Owner's Presentation John Goodson, 607 Forest Avenue, property owner, spoke in opposition to initiating landmark designation. Public Hearing Larry Bingham, 3235 6th Street, neighbor, spoke in support of initiating landmark designation. Hunter Wright, 1123 Spruce Street, Historic Boulder, stated Historic Boulder's position in support of staff's recommendation not to initiate landmark designation on the property. Beverly Potter, 3201 11th Street, neighbor, spoke in support of initiating landmark designation. Ann Fitzsimmons, 3233 5t" Street, neighbor, spoke in opposition to initiating landmark designation. Steve Remmert, 1545 Sunset Blvd., realtor, spoke in opposition to initiating landmark designation in that the building is not of historic or architectural significance. Graham Hubnir, 1117 Mapleton Avenue, friend of property owner, spoke in opposition to initiating landmark designation. Kay Bingham, 3235 6th Street, neighbor, spoke in support of initiating landmark designation on the basis of environmental significance of the property. Motion No action was taken to initiate landmark designation. However, the board requested that Historic American Building Record photographic documentation occur on the property prior to demolition. J. Spitzer also suggested that perhaps a plaque commemorating Brownlee Guyer could be installed on or near the property. L. Podmajersky expressed concern that the property owner exercise good judgment in constructing a house that is compatible with the neighborhood and respects the current house. 8.
