CALL TO ORllER The roll having been called, Chair T. Plass declared a quorum at 5:07 p.m. and the following business was conducted. 2. ACTION ITEMS A. Public hearing and consideration of an application to designate the house and property at 3231 llu' Street as a local historic landmark per Section 9-11-5 of the Boulder Revised Code, 1981 (HIS2008-00063). Owner: Michael and Michelle Clements; Applicant: Landmarks Board Board members were asked tv reveal any ex-parte contacts they may have had on this item. All board members received emails regarding the application from members of the public, and Board members ,J. Spitzer and I,. Podmajersky visited the site. Owner's Presentation Joe deRaismes, 1800 Broadway, the Clements' attorney, spoke against landmark designation. 1 Public Hearing Donunie Sekich, 635 Dewey Avenue: on behalf of Historic Boulder: spoke in favor of landmark designation. Marty Beauchamp, 4820 Riverbend Rd, principal architect for the owners: spoke of blending the existing building into the new design. Michelle Clements, 3231 11`h St, property owner: spoke against landmark designation. Gale (Tray, 670 Logan Mill Road: spoke against landmark designation. Bev Potter, 3201 11`h St: spoke in favor of landmark designation. Kristin Lewis, 511 Pleasant St, on board of Historic Boulder: spoke of concern about covenant. Abby Daniels, 1123 Spruce St, Director of Historic Boulder: spoke in favor of landmark designation. Richard Anderson, 1023 Forest Avenue: spoke in favor of landmark designation. Joyce Davies, 350 Ponca Place: part of Historic Boulder but speaking on own behalf: spoke in support of landmark designation. Owner Rebuttal Joe deRaismes: addressed concerns about covenant. Motion On a motion by T. Plass, seconded by J. Spitzer, the Landmarks Board (4-0, N. Kornblum recused) recommended to City Council designation of the house and the site at 3231 11th Street as a local historic landmark finding; that it meets the standards for individual landmark designations in 9-ll-1 and 9-11-2 of the Boulder Revised Code and is consistent with the criteria specified in 9-11-5(c} of the Boulder Revised Code; and that the landmark boundary shall encompass the entire parcel at 3231 1 lth Street, and adopted the following as findings of the board: 1. The following sections of the staff memorandum dated July 1, 2008: a. Background section pages 2 and 3; b. Sections of the staff analysis beginning on page 5 2. The property needs the protection of the preservation ordinance 3. The property meets the architectural and historic significance criteria to be a local landmark. 4. The proposed new construction addition on the site would so negatively impact the integrity of the historic building that it would be no longer eligible fox local landmark designation. 5. The designation of the property does not preclude significant new development and that the design guidelines used by the board to evaluate proposed projects are interpretive in nature and the board recognizes that deviation from the guidelines is sometimes necessary particularly in the case of small historic resources as long as the proposed work meets the criteria set forth in §9-11-18 of the Boulder Revised Code which is the landmark criteria. J. Spitzer offered a friendly amendment to incorporate the additional information on Heil Valley Ranch. T. Plass accepted the friendly azxaendment 2 L. May offered a friendly amendment to state that historic integrity can be lost as surely by inappropriate development as by demolition and that non-demolition is not de facto preservation. T'.
