1. CALL. TO ORDER
The roll having been called, Chair T. Plans declared a quorum at 10:04 a.m. and the
following business was conducted.
T. Plans read a statement from N. Kornblum rccusng herself from this project.
Landmarks Board IvLeznbers: Please consider this my notice under B.R.C. 2-7-10 that I
will be recusing myself from the matter related to the property at 3231 11th Street. My
husband, Michael Schreiner, in January of 2008 became a partner in the firm where the
attorney representing the property owners of 3231 l 1 th St. works. I regret that I will be
uzz~ble to participate;but am following the recommendation of the Boulder City Attorney.
T. Plans addressed an error on page 47 of the transcript included in the staff memorandum which
states: "T. Plass:,.,it's ~i tough call for me because I didn't worry about the historic integrity of
the building". Mr.=P.l~ass clat~fied that this is inaccurate and he was very concerned about the
historic integrity of the building.
2. ACTION iTE1vIS
A. Public Hearing and consideration of initiating individual landmark designation for
the property at 3231 11th Street. Owner: Michael & Michelle Clements
Applicant: Historic Boulder, Inc.
Plans dated 4/21/2008 (Job Number 1997-07) were presented as part of the public record. The
public was given 5 minutes to review the plans prior to the public hearing.
Applicant's Presentation
Dominick Sekich, Historic Boulder, 1123 Spruce Street, referenced a letter from Historic
Boulder dated April 22, 2008 and spoke in support of landmark designation and stressed the
importance of this building as part of Boulder's history.
Abby Daniels, Historic Boulder, 1123 Spruce Street, spoke in support of landmark designation
and described the history of the house.
Owner's Presentation
,Joseph de Raismes, Caplan and Earnest LLC, outlined the history of this case, and spoke in
opposition of landmark designation and the landmark designation process.
Marty Beauchamp, Knudson Gloss Architects, presented the proposed plans and was
available for questions from the board.
Michelle Clements, 3231 11`h Street, spoke in opposition of landmark designation and of the
case history.
Public Hearing
Bo Stephens, 7400 Sunshine Canyon, inspected the proposed plans (page A-201.1) and
commented that the old structure is `swallowed' by fihe proposed addition-
Kristen Lewis, 511 Pleasant Street, spoke in support of landmark designation and-believes that
the building would be compromised if designation was sought after an addition was built.
Beverly Potter, 3201 1 l`~' Street, spoke in support of landmark designation and of preserving the
historical context of the house.
Joyce Davies, 350 Ponca Place #462, spoke bf her role in drafcifrg the preservation ordinance in
allowing landmark designation over an owner's objection and spoke i~ support of landmark
designation and stated that it is most appropriate to landmark the property first, and to then
design an addition.
Richard Anderson, 1023 Forrest Avenue, spoke in support of landmark designation and does
not think the proposed addition is appropriate, but is not opposed to an addition on the building
in general.
Gail Gray, 670 Logan NI Road, spoke in support of the proposed design for the addition,
stating that it will successfully preserve the building.
Motion
On amotion by L. May, seconded by J~ Spitzer, the Landmarks Preservation Advisory Board
adopted a resolution (4-0, N. Koi7~blum recused) to initiate the designation of the entire parcel at
3231 11`h Street; and will schedule a designation hearing in accordance with the historic
preservation ordinance no fewar than sixty days and no greater than one hundred-twenty days
from the date of this resolutiari.
Joseph de Raismes requested an expedited meeting. Staff agreed to consider the request.
3. ADJOURNMENT'
The meeting adjourned at 11:44 a.m.
