PUBLI~ PARTICIPATION FOR ITEMS NOT ON THE AGENDA Dominick 5ekich, 635 D~Ney Avenue, representative of Historic Boulder, spoke of their intention to iniE~ate landm~rk designation of 819 6°i Street and clarified that they have not yet attempted to contact the'representatives of the estate. 4. DISCUSSION OF LANDMARK ALTERATION AND DEMOLITION APPLICATIONS ISSUED AND PENDING • 819 6`° Street- Staff has met with the applicants, and have received indication that Historic Boulder may submit a landmark designation application.. T. Plass, L. Podmajersky, L. May, N. Kornblum spoke in support of initiating landmark designation before the stay of demolition expires in May. • 1116 Maxwell Avenue- to be covered under Matters 5. ACTION ITEMS A. Public hearing and consideration of Landmark Alteration Certificate to install a photovoltaic system on the roof of the contributing building located at 900 Baseline Road, Chautauqua Cottage #32, in the Chautauqua Park Historic District per Section 9-11-18 of the Boulder Revised Code (HIS2008-00025). Applicant/Owner: Namaste Solar/Senator Tim and Wren Wirth Board members were asked to reveal any ex-pane contacts they may have had on this item. T. Plass, L. Podmajersky, and L. May reviewed the case at various Design Review Committee meetings. T. Plass called the case up to the full Board on the basis that its the first such request and was concerned with the impact the solar panels would have on lte Chautauqua Pazk Historic District. K. Watson and N. Kornblum reviewed the case for the rearaddition at a Design Review Committee meeting. T. Plass and N. Kornblum visited the site°on separate occasions, at which Ms. Kornblum spoke with a worker regarding the addition, which i ender construction. W. Johnson was recused from this item due to her role at Historic Boulder;~ich has submitted a letter stating their position on this matter. Applicant's Presentation Allison Schneider, Namaste Solaz, 2639 Spruce Street, spoke in support of the proposed design, and answered questioned regarding the survey of potential sites for solaz panels in Chautauqua Park, included in the staff memorandum. - Steven Kane, Namaste Solar, 2639 Spruce street, spoke in suppor(=ef-the proposed design, and was available for questions. Public Hearing Susan Conelly, executive directiiir-;pf the Chautauqua Association, spoke in support of the application and was available for questions. And spoke of Chautauqua Park's aspiration to be the greenest National Landii~at`~c in thecountry. Steve Watkins, ChautaugtYa'T~~€€~'~t`li[Cies and preservation management, was available for questions. _ Dominicl€ Sekrch 635: Dewey due, representative of Historic Boulder, expressed concern of installation of solar panels°it7.a hist district, and recommended that specific conditions be imposecT; including that no change be made to the historic roofline, that the panels be reversible, without danatige upon their reircwal, that a separate Landmark Alteration Certificate be required for their removal' or replacemedt, and that the structure be returned to its original condition after the removal. Catherine Long Gates, 3240 Broadway, owner of Cottage #29, spoke in support of the installation of solar panels in the historic district. Applicant's Rebuttal The applicant waived their right to a rebuttal. Motion On a motion by N. Kornblum, seconded by K. Watson, the Landmarks Preservation Advisory approved (3-2, L. May and L. Podmajersky opposed) a request for a Landmark Alteration Certificate to install a photovoltaic panel system on the roof of the rear addition at 900 Baseline, Chautauqua Cottage #32 as shown on drawings dated March 12`h, 2008, in that it meets the standards in Chapter 9-11-18 (a) (b, 1-4), B.R.C. 1981, is consistent with the General Design 2 Guidelines and the Chautauqua Park Design Guidelines, subject to the conditions below, and adopts the March 12, 2008 staff memorandum as findings of the board. 1. Roofing materials and details regarding the installation of the photo-voltaic system shall be reviewed and approved by the Landmarks Design Review Committee prior to the issuance of a Landmark Alteration Certificate. 2. The applicant shall be responsible for ensuring that the development shall be constructed in compliance with all approved plans on file in the city of Boulder Planning Department, except as modified by these conditions of approval. K. Watson offered a friendly amendment that roofing materials and details shall be reviewed and approved by staff. N. Kornblum accepted the friendly amendment. L. May offered a friendly amendment that on the removal o~Ekieanels, the roof will be returned to its original conditk~aXi no worse than that irni~iately prior to the installation and to add to findings~elarification that this approvaj:is not intended to establish a precedent; each app- lacation must be reviewed on a case by case basis. Applicant's Presentation Steve Montgomery, 22Q71VIapleton Avenue, spoke in support of the project, showing evidence that the current lot lines were altered, and are not historic. Public Hearing Dominick Sekich, 635 Dewey Avenue, assumes that the lot will be developed at some point and supports a design such as this, which is sensitively designed. Rebuttal Penny Normann, 2529 6`h Street, spoke regarding the Floor Area Ra[ios of a larger area than reviewed in the staff memorandum, finding that they were slightly lower. 3 Motion On a motion by T. Plass, seconded by N. Kornblum, the Landmarks Preservation Advisory moved (5-0) to continue this matter within 180 days from tonight, during which the applicant and staff will work together to incorporate the comments made by the Board. 6.
