(HIS2007-00308). STATISTICS: 1. Site: 506 22~d Street 2. Zoning: RL-1 (Residential Low - 1) 3. Owner/Applicant: John Griffith STAFF RECOMMENDATION: Staff recommends that the Landmarks Board issue the demolition permit for the house and shed located at 506 22nd Street, adopting the staff inemorandum as findings, including the following: 1. Issuance of the demolition permit for 506 22nd Street is appropriate based on the criteria set forth in section 9-11-23(g) B.R.C, in that the building: a. Is not eligible for individual landmark designation; b. The building does not contribute to the character of the neighborhood as an intact representative of the area's past. EXECUTIVE SUMMARY: On November 9, 2007 the Planning Department received a demolition permit application for the house and shed at 506 22nd Street. This building is not in a historic district or locally landmarked, Uut is over fifty years old and meets the criteria for demolition defined under Section 9-11-23 of the Historic Preservation Ordinance. On November 21, 2007, Staff, with support of the Landmarks Design Review Cominittee (DRC) referred the application to the Landmarks Board for a public hearing based upon the finding of probable cause to believe that the building may be eligible for designation as an individual landmark. A~enda Item #5D Paae#i After detailed analysis, staff considers the bttilding has lost its integrity as a result of extensive alteration, and does not meet the criteria set forth in Section 9-11-23(g) of the B.R.C. and the Individual Landmark Significance Criteria (1975}. Staff recommends that the demolition permit be issued. DESCRIPTION: The approximately 10,610 square foot lot is located on the corner of Mariposa Avenue and 22nd Street. The 1,405 square foot, single story house is an unusual flat-roofed example of vernacular construction in Boulder after World War II. It is also interesting because it the neighboring house at 508 22nd Street is of a twin design. The house at 506 22nd Street, however, has had substantial modifications. See At~rz~:hmrnt A: Tnr Asti~~s~or Card acrd flttr~clr~rrent B: I'E~rrarit f1~~licrrtiolrs. On August 5, -1948 John B. Anderson cif Boulder Construction Company applied for a building permit to construct aone-family dwelling unit at 506 22nd Street at a cost of $9,000. Constructed out of cinder block covered in stucco, the house next door at 508 22nd Street is an identical twin, constructed by Anderson at the same time. The house was constructed in an Art Moderne style, with a flat roof and parapet wall, with a curved flat porch roof. The exterior walls are covered in a rough coat stucco. Windows on the house vary in style and age, some single light, some 2/2 double hung, some 1 / 1 double hung. In 1958 the front entry was significantly modified with the enclosure of a portion of the front porch with cinder block and relocation of the front door. In 1961 the frame addition was constructed on the rear and south side of the house, which added 624 square feet, valued at $5,000. The addition has board and batten style wood siding, with a flat roof. In 1980 the three Clerestory skylights were added to the addition. The existing shed on the property appears to have been constructed within the last 50 years. Based on aerial photography research, this property had numerous outbuildings Agenda Item #Sll Ya~e#5 S:\I'LAN\datallongrmgl}I IS'I'\Dcmos\22nd. X06 in the late 1950's through the 1970's, but it is unknown exactly when they were constructed or demolished. CRITERIA FOR THE BOARD'S DECISION: The Historic Preservation ordinance states that the Landmarks Board shall consider and base its decision upon any of the following criteria [9-11-23(f)]: (1) The eligibility of the building for designation as an individua) landmark consistent with the purposes and standards in Sections 9-11-1 and 9-11-2, B.R.C. 1981; (2) The relationship of the building to the character of the neighborhood as an established and definable area; (3) The reasonable condition of the building; and (4) The reasonable projected cost of restoration or repair. In considering the condition of the building and the projected cost of restoration or repair as set forth in paragraphs (3) and (4) above, the board may not consider deterioration caused by unreasonable neglect. As detailed below, staff considers this property is not eligible for designation as an individual landmark and that demolition would not have an adverse impact on the character of the area. CRITERION 1: INDIVIDUAL LANDMARK ELIBILITY The following is a result of Staff's research on the property relative to the significance criteria for individual landmarks adopted by the Landmarks Board on September 17, 1975. HISTORICAL SIGNIFICANCE: Summary: The house at 506 22nd Street may have historical significance under criterion 1. 1. Date of Construction: 1949 Elaboration: According to current county assessor records, there are 121 buildings extant from 1949 in Boulder. More importantly, the Art Moderne style of the building was common through the early 1940's, but the style was less common in the late 1940's. 2. Association with Historical Persons or Events: None identified 3. Distinction in the Development of the Community of Boulder: None identified 4. Recognition by Authorities: None Identified Agenda Item #SD PaPe#6 S:~PLAN~dataVongrangV IIST~Demos~22nd.506 ARCHITECTURAL SIGNIFICANCE: Summary: The house 506 22nd Street may have architectural significance under criterion 3 and 4. 1. Recognized Period/Style: Art Moderne Elaboration: The original portion of the building is designed in the Art Moderne style, which was common in the United States from the 1920's to the 1940's. Many WPA projects were designed and constructed in this style in the United States. The style is defined as having a smooth wall surface usually of stucco, a flat roof, horizontal banding, curves in walls, and an asymmetrical facade. Due to the significant alterations to this house including the altered entrance and large addition, the building no longer retains historic integrity. 2. Architect or Builder of Prominence: None identified 3. Artistic Merit: Flat roof moderne style Elaboration: The house has some artistic merit in the flat roof moderne style, including the curved flat roof. 4. Example of the Uncommon: Flat roof moderne style Elaboration: This house is a unique style, which is not very common in Boulder. 5. Indigenous Qualities: None identified ENVIRONMENTAL SIGNIFICANCE: Summary: The property does not appear to have environmental significance under criteria 1 through 5. 1. Site Characteristics: None identified 2. Compatibility with Site: None identified 3. Geographic Importance: None identified 4. Environmental Appropriateness: None identified 5. Area Integrity: None identified 6. Other: None identified Agenda Item #SD Pase#7 S:\PLAN\dataVongrang\IIIS11Demos\22nd.506 CRITERION 2: RELATIONSHIP TO THE CHARACTER OF THE NEIGHBORHOOD: The Interurban Park subdivision was platted in 1908, named after the Interurban electric streetcar that ran along Broadway. The neighborhood developed slowly, and has housing stock of many styles. This house relates to the 1940's housing stock in the neighborhood which was concentrated on the 500 block of 22nd, and the north side of Mariposa from 17~ to 22nd. The majority of the neighborhood developed after 1950. CRITERION 3: CONDITION OF THE BUILDING AND CRITERION 4: PROJECTED COST OF RESTORATION OR REPAIR: Staff has observed general deterioration of the structure such as peeling paint, and some cracking in the exterior stucco. Staff did not observe any significant deterioration of the exterior of the structure during a site visit. Staff did not focus on the projected cost of restoration or repair, as no detail or information regarding the condition of the building or the projected cost of restoration or repair was provided by the applicant. An email was submitted by the representative for the applicant. See nttnchment G: Application and applicant information. NEIGHBORHOOD COMMENT: Staff has not received any comments on the proposal. DECISION OF THE BOARD: If the Landmarks Board finds that the buildings to be demolished do not have historical significance under the criteria set forth in section 9-11-23(f) B.R.C., the city manager shall issue a demolition permit as long as all other permit requirements have been met. If the Landmarks Board finds that the buildings to be demolished may have historical significance under the criteria set forth above, the application shall be suspended for a period not to exceed 180 days from the date the permit application was accepted by the city manager as complete, in order to provide the time necessary to consider alternatives to the demolition of the building. [Section 9-11-23(h)]. A 180-day stay period would expire on June 8, 2008.
