STATISTICS: 1. Site: 2804 4`h Street 2. Date of Construction: 1910 3. Zoning: RL-1 (Residential - Low 1 4. Owner/Applicant: Orbit Design STAFF RECOMMENDATION: Staff recommends that the Landmazks Board adopt the following motion: The Landmazks Preservation Advisory Board issue the demolition pernvt for the building located at 2804 4~h Street, adopting the staff inemorandum as findings of the board. EXECUTIVE SUMMARY: On November 29, 2007, the Planning Department received a demolition pernvt application for the house at 2804 4`n Street. The building is not in a designated historic dis[rict or locally landmarked, but is over fifty years old and meets the criteria for demolition defined under Section 9-11-23 of the Historic Preservation Ordinance. On December 5, 2007 the Landmarks design review committee referred the application to the Landmazks Boazd for a public hearing based upon the design review committee's finding of probable cause to believe that the building may be eligible for designation as an individual landmark. The house was constructed c1910, and is believed to have been built for Linfield V. and Georgiana E. Hunt. Since its time of construction, the house has been significantly altered and no longer conveys historic integrity, and is not considered eligible for designation. Staff recommends the Landmarks Board issue the demolition pernut. Asenda Item # SD Paee 1 Memo to Landmarks Preservafiion Advisory Board 01/09/2008 Re: 2804 4'h Street- Demolition Permit DESCRIPTION: Located in the Newlands addition to Boulder, on the southeast corner of 4`s Street and Balsam Avenue (Second Avenue until February 1953), the approximately 9,375 square foot lot contains the 2800 sq. ft. one and a half story brick and wood frame house. The house at 2804 4°i Street is believed to have been constructed for Linfield V. and Georgians E. Hunt, who purchased the property in 1904. The assessor lists the date of construction as 1910, but it is possible that the house was constructed sometime closer to 1904. The original portion of the house is constructed of brick, in a simple front gabled design, with shingled gable ends, arched Figure 1: Location Ma - 2804 4t6 Stree® brick window openings with stone sills. In considering the condition of the building and the projected cost of restoration or repair as set forth in paragraphs (3) and (4) above, the board may not consider deterioration caused by unreasonable neglect. As detailed below, staff considers this property is not eligible for designation as an individual landmazk and that demolition would not have an adverse impact on the character of the area. Information regarding the condition of the building or the cost of restoration or repair (criteria 3 and 4) has not been received at this time. For this reason, staff has concentrated on criteria 1 and :Z in assessing the building's eligibility for landmazk designation and its relationship to the chazacter of the neighborhood. CRITERION L• INDIVIDUAL LANDMARK ELIBILITY The following is a result of staffs research on the property relative to the significance criteria for individual landmarks adopted by the Landmazks Boazd on September 17, 1975. See Attachment E: Individual Landmark SiRni,[icance Crireria HISTORIC SIGNIFICANCE: Summary: The house located at 2804 4th Street has historic significance under sub-criteria 1. 1. Date of Construction: 1910 Elaboration: The building was constructed c. 1910. According to current county assessor records, 5% of the houses within the Newlands subdivision were built prior to or in 1910. 2. Association with Persons or Events: None observed Elaboration: None of the owners or occupants of 2804 4`h Street appear to be significant to local, state, or national history. The property was platted and owned by Molly Dyer, who in 1904 sold lots 1-16 of block 38 (east side of 4`h from Balsam to Cedar) to Boazdman Montgomery, who in that same year sold the property to Linfield V. & Georgians E. Hunt. It is believed that the Hunt's constructed the house, and they lived in the house until Linfield died in 1917, and Georgians sold the property to Joeseph O'Brien in 1919. In 1930 the Cazanci's sold the property to J.M. and Lettie Dallas, who appear to be the owners who individually sold the lots from Balsam to Cedaz. In 1951, they sold the house to W.W. and Louise Degge. The property again changed hands several times until 1954, when Myron L. and Helen M. Werner purchased the house. Myron and Helen lived in the house together until Myron died in 1480, and Helen continued to occupy the house until 2005, when she died. The house was then sold to Orbit Design. See Attachment C: Directory and Deed Research for more information. 3. Development of the Community: none observed Elaboration: 4. Recognition by Authorities: None observed Elaboration: The building was surveyed in 1995 by Front Range Research Associates, who stated that "alterations to this house have diminished its historic integrity. ARCHITECTURAL SIGNIFICANCE: Summary: The house at 2804 4w Street does not have any architectural significance due to the significant level of alteration. 1. Recognized Period or Style: None observed Elaboration: The original portion of the house was constructed in a vernacular masonry form with a front gabled roof. Numerous additions and alterations to the building, including the facade, have diminished the historic integrity of the building. 2. Architect or Builder of Prominence: None known Elaboration: 3. Environmental Appropriateness: None observed 5. Area Integrity: None observed Elaboration: CRITERION 2: RELATIONSHIP TO THE CHARACTER OF THE NEIGHBORHOOD: The property is located in the Newland subdivision which was first platted in 1891 and developed primarily from the 1920s through the mid-1950s. The neighborhood character of this area has been altered significantly during the past two decades as a result of demolition and new construction. Immediately surrounding the house are primarily houses constructed in the early 1950's, with a few houses from the 1920's. This house was the only structure on Che 2400 block of 4th Street until the 1920's, when the house across the street was constructed. The area appears to have been used for truck farming, based on city directory occupation listings. On the east side of the 2900 block of 4th Street there were no houses until the early 1450's. This building does not stand out as an intact example of the history of the area. CRITERION 3: CONDITION OF THE BUILDING AND CRITERION 4: PROJECTED COST OF RESTORATION OR REPAIR: Because no claim has been made by the applicant about the condition of the buildings or cost of restoration or repair, staff concentrated on criteria 1 and 2, the buildings eligibility for landmark designation and their relationship to the character of the neighborhood in making a recommendation on the appropriateness of demolition. Staff has visited the site and did not observe any serious structural issues, but the applicant did express concerns regarding the structure during conversations with staff. NEIGHBORHOOD COMMENT: Staff has no comment regarding the proposed demolition. THE BOARD'S DECISION: If the Landmarks Board finds that the house proposed to be demolished does not have historic significance under the criteria set forth in Section 9-11-23(f) B.R.C., the city manager shall issue a demolition permit. If the Landmarks Board finds that the house proposed for demolition may have significance under the criteria set forth above, the application shall be suspended for a period not to exceed 180 days from the date the permit application was accepted by the city manager as complete, in order to provide the time necessary to consider alternatives to the building. [Section 9-11-23(h)]. A 180- day stay period would expire on June 7, 2008. IIBI?1$ ~ 1) Dnvr ~ I it Myron Lee Werner Myron Lee Werner of Boulder, Colorado, former Oberlin resident, died at his home on Sept. 17 after a long illness. He was 67. Born in Amherst on July 15, 1913, he lived in Oberlin more than 30 years. He graduated from Oberlin High School [in 1932] and Oberlin School of Commerce and was a journeyman carpenter, serving as secretary to the Oberlin union for several years. He and his family moved to Boulder in 1954, where he worked as a carpenter for the University of Colorado until retirement in 1970. He also served in Boulder as secretary for the United Brotherhood of Carpenters and Joiners. He is survived by his wife, Helen Brady Werner; two sons, John Werner of Yonkers, New York and Joe Werner of Boulder; a daughter, Marjorie Lee (Mrs. Evan) Bell of Bakersfield, California; sister, Candace Kreeger of Amherst; sister-in-law, Marjorie (Mrs. Harlan) Slater of 132 Hollywood; and five grandchildren. Graveside services were held Saturday at Mountain View Memorial Park, Boulder. The family suggests that memorial contributions, if desired, be made to the Kidney Foundation of Ohio, Cleveland. Helen (Brady) Werner Helen Miriam (Brady) Werner (OHS class of 1932) died in Louisville, Colorado, on March 4, 2005 of complications following a broken hip. Helen resided in Boulder, Colorado, where she and her husband, Myron (also a Class of 1932 OHS graduate), lived for over 50 years after moving to Colorado first in 1951, returning in Oberlin the next year and building a home, then returning to Boulder in 1954. A graduate of the Oberlin School of Commerce, Helen served as a secretary in the Oberlin and Boulder public schools as well as in the Psychology Department at the University of Colorado in Boulder. Myron, who was employed as a carpenter at the University of Colorado, died of a stroke in 1980. Helen and "Mike" enjoyed entertaining relatives and Oberlin friends in Colorado and hosting many gatherings of children and grandchildren in their home and on picnics in the Colorado mountains. They have left behind three children (Marjorie Bell of Bakersfield, California; John Werner of Sanford, Florida; and Joel Werner of Boulder) as well as six grandchildren and two great grandchildren. Nieces and nephews include Jane (Slater) Spiegelberg and Gary Slater of Oberlin and Kent Slater of Highland Ranch, Colorado. Obituary provided by family. (per city Pazcel Sununary Report) Eligibility & Overview: Our intent is to present to the Board an overview of the building which outlines its current condition and gives the basis for why the building does not fulfill the intent of Landmakk designation to the extent necessary for approval. While a portion of this building has historic aesthetic reminiscent of past eras, that historic portion is diminished and diluted by the additions which have been added over the years on three of the building's four sides. The building does not have any significant association to historical events or persons. The identity of the building has changed from a small historic rectangulaz brick cottage (footprint approx 546 sq ft) to a more complicated, somewhat ordinary and uninspired dwelling of components and parts (with an accumulated area of approx 2804 sq ft). So, of the current building azea, less than 20% is original/historic. Further, only half of that original portion is now visible (as additions cover the rest). Further, of the visible historic portion, the majority of it is on the north side, which does not face any public way (as opposed to all three other sides of the property which face 4s' St., Balsam, and the public alley). In fact, the only portion of the historic building which has not had an addition put on it is that north and least visible side. Among other diminishing aesthetic factors, the original brick has been painted over, the siding material below the gable is non-original, and windows below gable have been replaced with vinyl glazing. Neighborhood Fabric: The Newlands neighborhood is evolving, naturally. Every building adds to the fabric of a neighborhood in different ways with individual identities, and while the additions to this building have diminished its historical significance, it still does have a certain identity. The issue is that, while the building contributes to the neighborhood, the image and identity of the building have changed. While it had a unified style and vernacular at one Agenda qam # ~ ~ Paws "7,~ time, the building is now a conglomeration of parts. Instead of exhibiting the identity of a historic building that it used to be, we have an identity of an altered, manipulated, and adjusted building of various styles, built with different techniques, varying roof pitches, different materials, geometries, and massing. So the building still has an identity that contributes to the neighborhood fabric, but it is dominated by the various additions which make up nearly 80% of the building. Current Hardships: 1. Background: A previous Demo Permit was applied for (HIS-2005-00235) regarding this project, partly to get an understanding of the Landmark importance of the building from an initial review. At that time, the review committee did not request or require fiuther review or Public Hearing for the building as a prospect for Landmark designation. With this information in hand, owner Orbit Design rented out the property and proceeded with design development and planning for the building permit process and construction phase, including installation of a fence on the property (PMT2006-02884), asbestos mitigation, design for a new building, and other preliminary tasks. Now, the renters are out, and we are ready for continuing the permit process, so a new Demo Permit has been applied for to proceed with the project. However, this time during initial review, the Board members + staff, using the same criteria as before, found a diff "erent result: that this building is now apparently a candidate for Landmark designation. While it is understood that previous findings by the committee have expired, a 180 day stay for review as well as the possible designation as a Landmazked building create unexpected and inequitable hardship for the progress and implementation of the project. 2. Reasonable condition of the building: This building was never built with the intention of preservation past its typical useful lifespan, which it is now past. Additions have "held up" and extended the useful age limit of the original building until now, however it is apparent from the decline in structural integrity, impractical layout, and toss of energy efficiency that it has lost much of its practical value when comparing its compliance with current building codes and their intent. Does the remaining portion of deteriorating positive aesthetic hold more value than ail of the negative losses in aesthetic, structural, practical, economic, and energy issues? 3. Costs: Economic outlay is a common reality and easy to point to as a hardship for most any project. Hopefully this common hardship trend doesn't diminish, but rather emphasizes, the importance of this issue to the Board. While increased costs throughout the building industry for energy, lumber & sustainable building materials, insurance, labor, and governmental fees are real and currently escalating, some costs specific to this project which have been, and will be, imposed as a result of denial of a permit are: The accrued costs already paid by owner associated with project programming, schematic design, design development, consultation with mechanical & electrical engineers, structural engineering drawings, construction documents and additional pernut fees (for full Board review). jTo reiterate, we proceeded with these tasks based on the fact that no ~~r~s sus 2~k issues were raised when the previous Demo Permit was submitted, and not "flagged" for full review]. If denied a pernut, most of these costs are non- recoverable. The additional costs projected if denied a Permit are assured, but difficult to calculate since it is now uncleaz how much of the existing building we owners might be required to salvage. However, it is clear that costs to renovate the historic portion of the building alone would constitute a significant cost increase as the foundation would require replacement, and remodeUrenovation simply costs more per square foot than new construction, for this scope and scale of project. We can provide specific costs on foundation remediation, brick pointing, new gable siding, new windows, and more, upon request if required. The consideration is that the integrity of the building is such that restoration would be an intensive and prolonged process from our experience, when compazed to the alternatives. 4. LEED Certification: Prior to submittal for this permit we've had initial discussions w/ Kristen Shewfelt, the regional coordinator for the LEED for Homes program, about considering this site as a LEED candidate home site. The denial of a Demo Permit precludes the project from attaining Certification, as LEED-Residential prograzn is only applicable to new construction, not remodels or additions.
