OFFICE OF THE CITY MANAGER
June 2, 2008
Dear Prospective Scientific Advisor,
On May 6, 2008, the City Council supported the establishment of a scientific and technical
resource pool as a means of evaluating specific environmental issues facing the community,
including but not Lunited to climate change and renewable energy strategies, wixeless fidelity
(WiFi) technologies and integrated pest management (IPM). Council determined that the
creation of a broad, technical resource - aiz on-call advisory pool of scientific advisors -would
provide the flexibility to respond quickly to emerging issues without requiring significant
ongoing professional commitrnents from local experts. (Additional information about that
specific. agenda item may be.accessed from the. city. Web site;

Your name was brought to my attention as someone who could provide great expertise and
knowledge to the city and I would greatly welcome your consideration of being a scientific
advisor.
It is anticipated that periodic expert workshops that are tailored for a particular conservation plan
or issue will be convened. Subcommittees or panels nzay also be convened from this resource
pool to focus on specific envirozunental science topics. Group members would chair and
facilitate panel discussions. Group functions may also include:
reviewing the relevance of the scientific and technical information being used as a basis
j for proposed city regulations,
• reviewing research and the technical basis of its application,
j developing and/or reviewing guidelines for the appropzzate application of science and
' tecluzology to city decision-making, including the use of analytical methods such as
modeluzg,
• advising the city on broad scientific and technical matters while considering coininuzuty
sustainability impacts, and
1 advising the city on emergency situations or other matters for which there is limited
notice.

It is our intention that this approach for supporting the technical analysis of issues will
complement and be coordinated with the efforts of existing boards. It is also anticipated that the
expertise of this group will inform the development of bzoader city policies which will support
city programs and operations.
While I will soon be transitioning to my new role at the University of Colorado, Interim City
Manager Stephanie Grainger will be working with Jonathan Koehn and Maureen Rait to
~ implement this City Council initiative. Please contact Maureen (303-441-3227), Jonathan (303-
441-1915) or Stephanie (303-441-3005) if you have any questions or need more information or
~ to confirm your availability to participate in this effort and identify the areas of expertise and/or
interest forth our professional contributions. If possible, we would appreciate hearing from you
by June 30 if you are interested in participating.
The volunteers who serve our community have my highest respect and regard. Thank you for
considering this request. Please also know that I understand the professional commitments
already being made and recognize that your time availability maybe limited.
Respectfully,
•
