businesses and property owners
PURPOSE:
City of Boulder Community Planning and Sustainability Department's Local Environmental
Action Division (LEAD) staff will briefly present information on the new Boulder County-wide
commercial energy efficiency services, EnergySmart. It is the City's goal to inform and educate
the commercial property owners and businesses of the free, low-cost and subsidized services
being offered. Since the commercial EnergySmart services are for a limited time and mostly on a
first-come, first served basis, it is important that City leaders, Boards and Commissions
understand the services and can assist in the mobilization efforts to ensure Boulder businesses
take advantage of the offerings.
BACKGROUND:
In early 2010, the City of Boulder and Boulder County collaborated to apply for a Federal
Government's competitive American Recovery and Reinvestment Act (ARRA) grant. In June
2010, Boulder County (the County) as the primary grant recipient received a $25 million ARRA
grant from the Department of Energy to expand energy efficiency services to Boulder County
residents and businesses. The City and County of Denver, Garfield County, the Denver Regional
Council of Governments and the Governor's Energy Office are also involved in this grant to pilot
and deliver similar, convenient energy upgrade services to residents and businesses in other parts
of the state. Of the $25 million, Boulder County has an allotted $12 million to identify and
implement services to kick-start a robust building efficiency market within the County. With
this funding the goal is to assist at least 10,000 homes and 3,000 businesses by June 2013.
The City of Boulder's LEAD staff team has been at the forefront of this effort in designing,
piloting and implementing energy efficiency programs since 2005. Since the City has incubated
energy efficiency programs and services for years, collaboration with Boulder County brings the
ability to offer these programs County-wide. LEAD staff and our engaged community has been
involved in program development every step of the way. The County-wide energy efficiency
service, called EnergySmart, was officially launched on January 25, 2011. A significant
component of the City and County's efforts with commercial EnergySmart is to mobilize the
businesses and conunercial property owners to improve the energy efficiency of the building
stock and reduce energy waste.
COMMERCIAL ENERGYSMART INFORMATION:
To help achieve the City and County's Climate Action Plan goals, a network of energy advisors
will help businesses through the process from energy assessment to project implementation. The
advisor service will serve as a `one-stop-shop' for program information, contractor scheduling,
rebate assistance and access to financing options.
Goals
• To reach half of the businesses in Boulder County (nearly 3,000 businesses) and to work
with 2,400 businesses in the next two years to implement projects that reduce energy
consumption, save money, support jobs and the economy across Boulder County.
• To help businesses overcome the traditional barriers to investment in energy efficiency,
such as lack of information, time commitment, rebate paperwork and access to financing.
• To create more comfortable and productive places for people to work.
• To stimulate economic growth and investment in energy efficiency in Colorado and
advance energy independence through large-scale upgrades in commercial districts.
Service Description
• Discover low and no-cost savings opportunities - Businesses can schedule a free
EnergySmart assessment that includes quick-install measures such as efficient light
bulbs, LED exit signs and water-saving devices.
• Optimize the building's existing equipment - EnergySmart contractors can tune-up
equipment to optimize efficiency. Businesses can save money on heating, cooling,
refrigeration and compressed air.
• Upgrade old or inefficient equipment - With assistance from EnergySmart advisors and
financial incentives, including limited-time lighting rebates of up to $5,000 per business
and utility rebates, equipment upgrades have never been more cost-effective.
Accomplishments to Date
• Energy Advisors are currently working with more than 300 businesses county-wide to
identify and implement energy saving projects.
• 45 businesses have already started or completed projects, in addition to 100 businesses
that have received free CFLs, LED exit signs and faucet aerators.
• Through EnergySmart, 40 businesses have taken advantage of financial assistance
including $300,000 in rebates and $1.74 million in loan funds. These loan funds are
leveraging nearly $1.5 million in business capital.
