Sales & Use Tax Revenue Report - February 2010 City of Boulder Sales & Use Tax Revenue Report February 2010 Issued April 12, 2010 This report provides information and analysis related to sales and use tax collections for fiscal year 2010. Any questions should be directed to Bob Eichem, Finance Director, at (303) 441-1819. The report for February is presented only at a very high summary level. A more detailed analysis will be included in the March report which should be available the second week of May and will include information related to the first quarter of the year. The following table compares the major sales and use tax categories through February of 2010 to what occurred through Feb of 2009. REVENUE COMPARISONS In the table below: • The column named "Actual Change in Revenue" with a total increase of $8,375 represents the actual dollar change in collections from 2010 when compared to 2009 for both sales and use tax collected year-to-date (YTD) through the month of February. A stronger than expected month in retail sales offset the declines in two of the major use tax categories. One major vendor also had a double payment in February of 2010 that did not occur in 2009. The double payment is due to an accounting process that uses thirteen months. Instead of making twelve payments per year thirteen are made but they do not fall in the same month on a year-to-year basis. • The column Change in Collections 2010 to 2009" shows the percentage of difference in the major sales and use tax categories when comparing the two years. o Retail Sales Tax (the first row with numbers) is watched very closely at all times. It is receiving even closer scrutiny during this economic downturn. These revenues are a primary source for funding many of the ongoing services and programs in the city. "Through February of 2010 this category increased by 4.00% when compared to 2009. Whether this is an indication that the corner has been turned for retail sales tax will be determined in the coming months, February collections arc skewed due to the late postings that occurred for January collections. The timing problem was covered in the January report. o The large decrease in Construction Use Tax is due to large construction project payments that occurred in January and February of 2009. Since these were one-time occurrences they did not reoccur in 2010. It was expected that there would be a significant decrease in this category due to the recession. o Business Use Tax was a bright spot during 2009. While January and February of 2010 are down significantly it does not indicate a trend in 2010 since such purchases do not follow a set monthly pattern. o Motor Vehicle Use Tax registered a small increase, The of Total" column represents how much each type of tax contributes to the total collection of sales and use tax.
