Call to order
The meeting was called to order at 5:32 p.m.
Minutes
The September 14 meeting minutes were reviewed. Moss motioned to approve with wording corrections noted by
Salim and LeMae; Salim seconded and the motion carried unanimously.
Public Comment
Selby commented positively on the Civic Area Plan memorandum and suggested additional collaborations between
the science and arts communities.
Matters from the Department
Maginnis reviewed the Arts and Culture Grant budget allocations for 2013. LeMae inquired as to whether unused
2012 grant funds could be rolled over into the 2013 budget. Maginnis agreed she would provide that information.
It was noted that the commissioners could recommend reapportionment of funds, but that recommendation must
be approved by City Council.
Information and Discussion Items
Maginnis reviewed the memorandum submitted to the City planners for the Civic Area Plan. Moss asked if
commonalities between Commissioner's suggestions could be amplified to stress the unanimity of opinion
regarding those topics. LeMae asked for inclusion of "consideration of the 15th Street Design District."
Maginnis also reviewed the registration component of the digital application process and noted that the system
would be live online in early November.
The Commissioners discussed the issue of availability of major grant funding and agreed to a one year wait for
major grant recipients before regaining eligibility (i.e. recipients of Major grants awarded in 2013 would not be
eligible for re-applying until 2015). Salim motioned to make the decision official; LeMae seconded and the motion
passed unanimously.
Commissioners reviewed the 2013 calendar of business and made recommendations for the schedule.
Moss announced the selection of Michelle Lee for the Pro Cycling bike rack public art project.
Arts in Education Grant Proposals
The proposal from Blue Moon Dance Company - Dance Is a Lifetime Activity, was reviewed. LeMae motioned to
fund at $3000; Salim seconded and the motion carried unanimously.
The proposal from Boulder Ballet - Poetry of Motion, was reviewed. Salim noted that the venue confirmation was
vague and the grant request was denied for lack of specific venue confirmation with a suggestion to the applicant
to reapply in February.
The proposal from Boulder Museum of Contemporary Art - Art Stop on the Go, was reviewed. Haertling motioned
to fund at $3000; Moss seconded and the motion carried unanimously.
The proposal from Boulder Philharmonic Orchestra - Discovery Concert Program 2013, was reviewed. The grant
request failed for lack of a motion as commissioners noted that letters of confirmation from schools were lacking
and details of the interactive component were vague.
The proposal from the Catamounts-Songs of China 2013, was reviewed. Moss motioned to fund at $2400; Salim
seconded and the motion carried unanimously.
The proposal from Colorado Film Society - CFS/BIFF Educational Outreach Program, was reviewed. The grant
request failed for lack of a motion as commissioners noted that the program was limited in scope (15 students).
Moss recused herself from deliberations on this proposal.
The proposal from Colorado Music Festival & Rocky Mountain Center for Musical Arts - 2013 Education and
Outreach Program, was reviewed. Haertling motioned to fund at $3000; LeMae seconded and the motion carried
unanimously,
The proposal from the Dairy Center for the Arts - Artful Bridges to Community, was reviewed. Moss motioned to
fund at $3000; LeMae seconded and the motion carried unanimously.
The proposal from Downtown Boulder Inc. Downtown Student Banner Project, was reviewed. Moss motioned to
fund at $2890; Haertling seconded and the motion carried unanimously. Salim recused herself from deliberations
on this proposal.
The proposal from EcoArts Connections - Stories for a New Future, was reviewed. LeMae motioned to fund at
$3000; Salim seconded and the motion carried unanimously.
The proposal from NoBo Art District - Scholarship for NoBo Art District PaintAbout Workshops, was reviewed.
Salim motioned to fund at $3000; Haertling seconded and the motion carried unanimously.
The proposal from Katharine Noll - Introduction to the Sacred Mbira Music of Zimbabwe, was reviewed. Moss
motioned to fund but the motion failed for lack of a second. Other commissioners felt the program was limited in
scope (8 students).
The proposal from Parlando School for the Arts - At-Risk Music Class Educational Collaborative, was reviewed.
Salim motioned to fund at $2755; LeMae seconded and the motion carried unanimously.
Mini-Grant Proposals
The proposal from Bloomin' Arts - Bloomin' Arts in Public Places, was reviewed. The grant request failed as the
project was scheduled for the subsequent year. Commissioners recommended that the applicant re-apply in 2013.
The proposal from The Boulder Blind Cafe -Youth Outreach, was reviewed. Haertling recommended funding at
$1000; Salim seconded and the motion carried unanimously.
The proposal from Boulder Center for Conscious Community - Lingua Rodeo, was reviewed. The grant request
failed as the project was scheduled for the subsequent year. Commissioners recommended that the applicant re-
apply in 2013.
The proposal from Evolving Doors Dance - SKIN, was reviewed. LeMae motioned to fund at $1000; Moss seconded
and the motion carried unanimously.
The proposal from Patricia Gassaway- SECRETS, was reviewed. LeMae recommended funding at $860; Haertling
seconded and the motion passed unanimously.
The proposal from Rosa Lawrence - Running with the Wolves Outdoor Mural, was reviewed. The grant request
failed as the project was scheduled for the subsequent year. Commissioners recommended that the applicant re-
apply in 2013.
The proposal from Daniel Leonard - Jekyll & Hyde the Musical, was reviewed. The grant request failed as
Commissioners noted that the venue contract and confirmation letter were unclear Commissioners recommended
that the applicant re-apply in 2013.
The proposal from Out Boulder - 8, was reviewed. Salim motioned to fund at $1000; LeMae seconded and the
motion passed unanimously.
Grant Budget Reports
Grant reports and extension requests from these grant recipients were reviewed: Boulder Asian Pacific Alliance,
2012 Major Grant - Asian Aloha Festival; Boulder International Fringe Festival, 2012 Theater Rental/Marketing
Assistance Grant - August Theater Shows at the Dairy and a request for extension on 2012 Major Grant - Poetry in
Motion; Boulder Samba School, 2012 Mini-Grant - Colorado Brazil Fest 2012; Elisabeth Bowman, 2012 Theater
Rental/Marketing Assistance Grant - ONE ACT; Ecoarts Connections, 2012 Major Grant - the invisible
connectedness of things; Interweave Dance Theatre, 2012 Mini-Grant - Love Stories; Blythe Massey, request for
extension on 2012 Major Grant Soul Stories: Women of Boulder County Documentary; NoBo Art District, 2012
Mini-Grant PaintAbout Mini-Workshops for Seniors; Joanna Rotkin, 2012 Arts in Education Grant & Mini-Grant-

approve all of the grant budget reports and extensions. Haertling seconded and the motion carried unanimously.
