Salim motioned to approve; LeMae seconded, and the motion passed unanimously. Public Art Broadway Euclid/ 18th Underpass City Project Manager Jason Fell and artist Melissa Gordon reviewed the proposal for the Broadway Transportation Improvements Project. LeMae inquired about the selection process and Fell provided details. Salim moved to approve the project; LeMae seconded and the motion passed unanimously. Diversity Supports the World Tile Mural Maginnis reviewed the Diversity Supports the World tile mural project coordinated by local artist Ken Bernstein and provided context for her desire to see the project installation funded. Bernstein provided installation budget documents and digital imagery of the rendering on the intended wall. The Commissioners discussed the history of the tile mural project's grant awards (as noted on the most recent 2011 Major Grant application which was declined by the Commission in January). Bernstein provided additional information about the status of the project; his hope was to begin installation in spring 2012. Maginnis suggested possibilities of funding options, noting the remaining funds in the Arts in Education grant fund (approximately $32,000) and also the Arts and Business Collaborative grant fund (approximately $114,000). Salim commented that the Commission could probably anticipate significant grant requests in the Arts in Education category in October as that was the typical time the grant was available in past years; she felt the ABC grant budget was a more likely possibility. The commissioners discussed the pros and cons of moving forward with earmarking funds now, and decided that the best course of action was to study the budget at the upcoming planning meeting in early October, and to make decisions about funding options for the project at that time. Discussion Items Library and Arts Director's Support of Boulder Arts Commission Maginnis reviewed details of her memo which discussed how she intends to move forward in her role as director in support of the Commission and the Arts Department. Budget Update Maginnis and Ravenwood provided an update of the grant category funds. Reports Written reports from The Dairy Center for the Arts and Boulder Museum of Contemporary Art were reviewed. The Commissioners requested that staff to follow up with questions on a few points of interest. Arts in Education Grant Proiect Update The commission reviewed a letter with details of a project update from Bekah Smith of the Boulder YEP Program. The commissioners would like for Smith to turn in an amended proposal for October and correct the budget numbers to reflect the goals of the project accurately. Arts and Business Collaborative Grant Proiect Update Robin Beeck and Sue Salinger provided an update on the Digital Media Symposium project which would take place February 16-19, 2012. A grant budget report should be completed by end of March, 2012. Grant Question and Answer Session The commission suggested creating an FAQ section on grant proposals and grant budget reports to be included on the arts website. Karen Kelley with the Boulder Chorale asked about budget items - particularly about salaries. Turbiak responded that the exclusions only pertain to ongoing operations salaries. Pat Connolly asked if the project should focus narrowly on one school that is a "known quantity," rather than a broader attempt to reach more schools with less assurance that all schools could truly be reached. LeMae, Salim and Salmons responded to be specific about who the grant would reach, whose participation is secured in relation to the project, and provide specific details as to how the project might reach additional community members. Kirsten Wilson spoke about the Niwot's Arrows project. How should the proponents of the project strategically apply for grant funding.... through many smaller proposals, or one larger proposal? Turbiak and Salmons recommended individual smaller project proposals with consistent details connecting it to the larger program. Wilson also asked if a second-language performance would carry any weight. The Commissioners responded to make certain that the second language audience was interested and invested and to provide particulars. Laura Kruegel asked about setting up the budget; the Commission responded that the budget should show a deficit which would be filled by the potential grant award. Jane Shepherd asked about applying for a mini-grant for a film project. Salim responded to be specific about which aspect of the film would be funded (knowing that film projects are typically multi-year projects). Lillian Meyers asked about the student exemption. Salim responded that as long as the project would not be graded as a student's class project, it would be appropriate to submit to the BAC. Grant Budget Reports The report from Friends of BCSIS (2009 Arts in Education - Aurora 7 Interactive Mosaic Sundial) was reviewed. Haertling motioned; Turbiak seconded; and was approved unanimously. The grant budget report was no longer considered delinquent, given the new information provided by Beth Stade, and the 20% remainder funds were awarded. The Commission reviewed a report from Paula Kehoe (2011 Arts in Education - Kids ArtWalk Boulder and Youth Services Initiative Art Show). Salim motioned to approve; LeMae seconded and the report was approved unanimously. The grant budget report from Alan O'Hashi (2009 Mini-Grant - Cordially, Georgia O'Keeffe) was reviewed. Salim motioned to approve; LeMae seconded and the motion approved unanimously. Adiournment The meeting was adjourned at 8:40 p.m. sig ture Date
