Salim motioned to accept and Turbiak seconded and the minutes were approved unanimously. Teleconference The Commissioners participated in a teleconference with WESTAF members Erin Bassity and Paul Nguyen to discuss the capabilities of the GO (Grants Online) system offered by WESTAF. The commission agreed that the system seemed to offer many of the qualities they were looking for in adapting BAC grants to digital submission, and asked staff to facilitate information-gathering from City departments as to feasibility. Public Art The East Boulder Community Park Project was presented by Keith Walzak, Michael Lam, Forrest Reynolds and Sherry Meiners. LeMae moved to accept and approve the project as proposed. Salim seconded and the proposal was approved unanimously. Walzak discussed the upcoming selection process for the Elks Park public art project and asked that the Commission delegate a member to participate in the selection committee. Haertling agreed to take on this duty. Documents for public art murals at Goose Creek and the Regent Underpass were reviewed. The Commission declined to give approval on either until additional questions could be answered by participants in the mural projects who were not in attendance at the meeting. The Commission directed staff to schedule the artists to attend the June 15 meeting for further discussion of the projects. Discussion Items Revisions to the Grant Budget report were discussed and a final version was approved pending implementation of the agreed-upon changes. Staff was directed to provide a revised copy by email with the goal of posting the new form on the Arts Resource website the following week. The Arts and Business Collaborative Grant process was discussed and the Commission asked that staff ascertain that both partners of the three recently awarded grant projects would attend interim report presentations. Ravenwood presented information about the residency requirement of grant applications. Although an eligibility requirement of residency within Boulder city limits has been included in grant applications as far back as 1980, that qualification has never been specified in the City Revised Code. Ravenwood noted that he was awaiting additional background information that might be found in Arts Commission minutes of 1985. The discussion would resume at the June meeting. Salim stated that she had been sent an email by Ron Broome of Studio Arts Boulder who had asked to meet with the Arts Commission to present information about the organization's goal of creating a local arts campus. It was agreed that Salim and LeMae would follow up by meeting with Broome before recommending a presentation at a BAC meeting. Ravenwood gave an update on the status of the Americans for the Arts Economic Prosperity Study and requested the Commission's assistance in getting audience expenditure surveys completed. Ravenwood also requested that Commissioners lobby local arts connections to participate in the study by completing surveys at upcoming art events in the area. The upcoming deadlines to turn in surveys were July 15, October 14 and January 13. Grant Budget Reports The report for Judy Carlson's 2009 Theater Rental/Marketing Assistance Grant (Merchant of Venice) was reviewed. Turbiak motioned to approve and Salim seconded. The Commission agreed unanimously to approve the report noting that 20% remainder funds would not be released, but that Carlson would be taken off the delinquent list and would be eligible to apply for grants in the future. The report for Boulder Ensemble Theater Company's 2010 Arts in Education Grant (Crime and Punishment) was reviewed. Salim motioned to approve and Turbiak seconded, and the report was approved unanimously. The report for Boulder Guitar Society's 2011 Major Grant (Latin Guitar Journey with Alfredo Muro) was reviewed. Salim motioned to approve and LeMae seconded, and the report was approved unanimously. The Commissioners discussed possible benefits of verbal follow up from applicants on their grant projects and agreed to continue the discussion at a subsequent meeting. Adjournment The meeting was adjourned at 8:40 p.m. ~U Si nature Date
