Nolan.
Discussion Items
Grant Budget Report Revisions
Turbiak and LeMae presented options for the revisions to the grant budget report. Turbiak agreed to email the
document for to all the commissioners so that each could consider it's functionality and make suggestions for a
final draft at the April meeting.
ABC Grant Follow-up
Nolan and Salmons lead the discussion, going through a number of questions compiled to advance decision making
on the topic. Salmons agreed to email the reporting document for Commission input.
The Commission requested that recent ABC grant recipients (BMoCA, the Shakespeare Festival, and Boulder
International Film Festival) schedule attendance at future BAC meetings (appropriate to the timeframe of their
individual projects) to provide an interim report to the Commission on the status of their grant projects. The BAC
liaison will handle the communique and scheduling.
Conflict of Interest Follow-up
Ravenwood provided information from Assistant City Attorney Sandra Llanes in relation to the Commission's
question as to conflict of interest pertaining to required board representation on The Dairy Center for the Arts, the
Boulder Museum of Contemporary Art and the Boulder Convention and Visitors Bureau.
Llanes: "Assuming that the commission members don't have any voting rights in these outside organizations, I
don't believe this presents a conflict of interest issue for the Commission members so long as they disclose this
interaction at the meeting during which [a grant proposal from one of these organizations] is being considered.
Secondly, they should be able to honestly say (on the record) that nothing about their attendance at these board
meetings would keep them from being fair and impartial with regard to awarding grants."
It was noted that, by contract (CVB) and leases (BMoCA and the Dairy) negotiated by the City with each of these
entities, Arts Commission members are voting members on each of these three boards.
Salmons moved to resolve that the commissioners who represent Arts Commission and City interests on these
three boards of directors be considered to not have a conflict of interest in considering grant proposals from those
entities. LeMae seconded and the motion passed unanimously. The liaison will check with appropriate City staff as
to the validity of this resolution and report back to the Commission.
Advisory Panel Follow-up
Ravenwood reported on information provided by Sandra Lianes pertaining to the possibility of having an adjunct
advisory panel (potentially of business professionals/entrepreneurs) to provide feedback and advice on the
viability of the business aspect of future ABC grant proposals.
Llanes: "My understanding is that the Commission would like to create an advisory panel to provide feedback to
the Commission on the business aspects of grant proposals for the Arts and Business Collaborative Grant. This is a
grant that is awarded annually, so the need for additional feedback would be limited to a finite period of time.
Creating a separate advisory panel could be problematic from a conflict of interest standpoint because many of the
folks that would likely volunteer to do this would logically have ties to the arts community. This at the very least
creates an appearance of impropriety if the panel is made up of individuals who either have an interest in receiving
the grant, or have friends, family members, etc. who are applying for such grants.
Another option might be to see if the city has an internal staff member who would be qualified in giving
recommendations from purely a simple business perspective. Liz Hanson from the City Manager's office is in
charge of Economic Development for the city and might be a good resource.
A second option could be to hire an outside person who would be able to provide you with the information
needed and who doesn't have local ties."
Salmons noted the possibility of utilizing a representative from the Denver organization: Business Committee for
the Arts. LeMae agreed and suggested approaching Liz Hanson as well.
Downtown Boulder, Inc. Membership Follow-up
Ravenwood acknowledged that clarifications needed to be made in order for Hanes to provide feedback on this
issue and asked if Salim (who is employed at DBI) would be willing to confer with Llanes after the meeting.
Salim noted that there is a precedent for commissions and boards to participate, and stated that the Commission,
as an organization located in the downtown locale, would not need to purchase membership in DBI to receive
access to its advertising benefits.
Quarterly Reports
Boulder Museum of Contemporary Art
Dadone presented the report for BMoCA, noting that museum staff has increased. He also discussed negotiations
with staff of the local Farmer's Market and BMoCA's goal of increasing attendance at the museum during seasonal
market days.
The Dairy Center for the Arts
Harris presented the report for the Dairy, also noting that the center's staff has increased to adjust to increased
activity with the opening of the Boedecker Theater. He noted that the Dairy finished 2010 with a balanced budget
showing a modest operational profit for the year.
Final Reports
Elizabeth Baron (2009 Theater Rental Grant - Agamemnon)
Turbiak motioned to accept the final report for both grant awards and release the 20 % for the theater rental
grant. Salim seconded and the motion passed unanimously.
Gemma Wilcox (2009 Theater Rental Grant -The Drama of Love; 2010 Theater Rental Grant - Dangerously Safe)
Salim motioned to accept both reports an award the 20% in both cases. LeMae seconded and the motion passed
unanimously.

Salmons motioned to accept the report. Salim seconded and the motion passed unanimously.
The Upstart Crow (2010 Theater Rental Grant-The Philanderer)
Salim moved to accept the report. LeMae seconded and the motion carried unanimously.
Macky Auditorium Rental Request
Colorado MahlerFest
Salmon motioned to approve the request for two night's use of Macky in May. Salim seconded and the motion
passed unanimously.
The Commission asked Ravenwood to inquire of Macky administration: 1) detail the additional costs categories
and 2) provide estimated cost ranges. The Commission also asked for details on how many rentals were approved
in 2010.
Qestion and Answer Session
Nolan introduced the Q&A session with an explanation of its intent. LeMae also asked if the guests would respond
to the idea of digital submission of grant applications which the Commission is interested in implementing.
These topics were broached and discussed:
Mary Jarchow and Travis La Berge (Parlando School for the Arts) scope of Arts in Education grant
Laura Kruegel (Devil's Thumb Productions) supplemental materials
Bekah Smith (Boulder Circus Center) target audience; costs per person; innovation in marketing
Angie Burnham (Fourmile Film) - creation of a film on the recent fire; community access to the film
Aura Liesveld (Boulder Art Association) - address requirements; administrative costs
Additionally, a small group of local Boy Scouts asked about the annual budget; number of grants and amounts
awarded; scope and goal of the ABC Grant; funding origin; grant recipient qualifications; and the process and
qualifications to be appointed a member of the Arts Commission.
