MEMORANDUM TO THE LANDMARKS BOARD September 2, 2026 STAFF Brad Mueller, Director of Planning and Development Services Kristofer Johnson, Comprehensive Planning Senior Manager Chris Reynolds, Deputy City Attorney, City Attorney’s Office Marcy Gerwing, Principal Historic Preservation Planner Clare Brandt, Historic Preservation Planner Mariah Trujillo, Historic Preservation Program Coordinator AGENDA ITEM Public hearing and consideration of a Landmark Alteration Certificate application (HIS2026-00219) for changes within the landmark boundary of the Glen Huntington Bandshell at 1236 Canyon Blvd., an individual landmark, pursuant to Section 9-11-18 of the Boulder Revised Code 1981 and under the procedures prescribed by chapter 1- 3, “Quasi-Judicial Hearings,” B.R.C. 1981. Owner: City of Boulder / Applicant: Boulder Parks and Recreation Department, represented by Shihomi Kuriyagawa and Jake Minden. EXECUTIVE SUMMARY •On August 6, 2026, the Planning and Development Services Department accepted a Landmark Alteration Certificate application from the Parks & Recreation Department of the City of Boulder for changes within the landmark boundary. As the application includes changes to elements of the historic outdoor theater, staff referred the application to the Landmarks Board for review in a quasi-judicial hearing pursuant to Section 9- 11-14(b), B.R.C. 1981. •The criteria for the board’s review are whether the proposed work meets the standards for issuance of a Landmark Alteration Certificate per 9-11-18(a) & (b)(1)-(4) B.R.C. 1981, and is substantially consistent with the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks. Additionally, staff utilized guidance from the 2022 publication Preserving Landscape Experience in Historic Outdoor Theaters, as the Glen Huntington Bandshell is unique as a historic outdoor theater. •This memo provides a description of the property and proposed project, identification of key design guidelines, and staff analysis of the proposal, including elements of a historic outdoor theater (seats, stage structure, auxiliary buildings and access) as well as decking and play areas. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 1 of 73 •Staff recommends the board approve the application with conditions. Staff supports the applicant’s request to extend the approval period for the LAC from 1 year to 2 years and 4 months (December 2028) to provide time for the anticipated implementation timeline. •Recommended motion language and findings are located at the end of the memo (link). PUBLIC COMMENT To date, staff has not received public comment regarding the current application. STAFF RECOMMENDATION Staff recommends the board approve the application with conditions. STANDARDS FOR LANDMARK ALTERATION CERTIFICATES, 9-11-18, B.R.C., 1981 The Historic Preservation Ordinance sets forth the standards the Landmarks Board must apply when reviewing a request for a Landmark Alteration Certificate (LAC). (a)The Landmarks Board and the City Council shall not approve an application for a Landmark Alteration Certificate unless each such agency finds that the proposed work is consistent with the purposes of this chapter. (b)Neither the Landmarks Board nor the City Council shall approve a Landmark Alteration Certificate unless it meets the following conditions: 1.The proposed work preserves, enhances or restores and does not damage or destroy the exterior architectural features of the landmark or the subject property within a historic district; 2.The proposed work does not adversely affect the special character or special historical, architectural or aesthetic interest or value of the landmark and its site or the district; 3.The architectural style, arrangement, texture, color, arrangement of color and materials used on existing and proposed structures are compatible with the character of the existing landmark and its site or the historic district. 4.With respect to a proposal to demolish a building in a historic district, the proposed new construction to replace the building meets the requirements of paragraphs (b)(2) and (b)(3) of this section. (c)In determining whether to approve a Landmark Alteration Certificate, the Landmarks Board shall consider the economic feasibility of alternatives, incorporation of energy-efficient design and enhanced access for the disabled. In addition, the Landmarks Board has adopted the General Design Guidelines for Boulder’s Historic Districts and Individual Landmarks to help interpret the ordinance. It is important to emphasize that design guidelines are intended to be used as an aid to appropriate design, and not as a checklist of items for compliance. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 2 of 73 The Glen Huntington Bandshell is a historic outdoor theater and a unique individual landmark. As such, staff also considered the framework Preserving Landscape Experience in Historic Outdoor Theaters (2022), prepared by Steve Rasmussen Cancian, Linda Jewell and Camille Thoma-Fill, faculty at the University of California and funded by the National Center for Preservation Technology and Training, a unit of the National Park Service grant. The guidance includes context and methodology for considering changes to historic outdoor theaters: “This guidebook investigates the best practices for renovating historic outdoor theaters while preserving the visitors’ experience of the landscape. The need for this guide stems from a core dilemma of historic theater renovation: visitors and performers cherish these venues because they intertwine the experience of the landscape and the performance, but at the same time they desire modern comforts, conveniences and technology that can undermine the very landscape experience that draws them.”1 The framework includes six case studies from across the country, along with the following framework to guide decision-making: 1.Formally recognize preserving the landscape experience as an essential goal of the project. 2.Include a core client group member with the role of being the voice for visitors’ experience in the landscape. 3.Investigate and document the history of the theater’s relationship to the landscape. 4.Hire a design team with a track record of interconnecting structures and landscapes and sustaining a landscape focused experience, even while providing state-of-the-art facilities. 5.Recognize how the theater creates its relationship with the landscape. 6.During pre-design, investigate if and how each element of the theater – seats, stage structure, auxiliary buildings, access – contributes to or distracts from the landscape experience (and to or from each goal – visitor comfort, production values, finances). 7.When faced with an apparent trade-off between fulfilling two goals, step back and re-conceive the two “things” being put in opposition as two “levels of performance” that must be met. 8.When compromises appear necessary, formally recognize them and openly consider their consequences. Rarely can all the goals of an outdoor theater renovation be equally met, so you want the choices to be transparent, intentional, and tenable for all stakeholders. 9.Knowing a key to success will be creatively resolving perceived conflicts between goals, emphasize building collaborative relationships throughout the project team and with individuals in each agency with a role in regulating the project. Involve everybody, especially regulators and technical experts, in devising solutions that meet apparently conflicting goals, rather than just in approving or rejecting proposals. 1 https://books.google.com/books/about/Preserving_Landscape_Experience_in_Histo.html?id=mXdWzwEACAAJ Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 3 of 73 BACKGROUND • On Oct. 17, 1995, City Council adopted Ordinance 5751 designating the Glen Huntington Bandshell as an individual local landmark, with a boundary that encompasses the northern 170 feet of Central Park (now Boulder Creek Park). • On Oct. 7, 2015, the Landmarks Board conditionally approved a Landmark Alteration Certificate to remove the outdoor seating at the Glen Huntington Bandshell site. However, following the receipt of a letter on Nov. 2, 2015 from the State Historic Preservation Office stating the bandshell site was eligible for listing on the state and national registers of historic places, the applicant, Parks & Recreation (BPR) staff, withdrew the application and the Phase 1 Civic Area implementation proceeded without removal of the seating. • In February 2016, the Glen Huntington Bandshell was listed on Colorado Preservation Inc.’s Most Endangered Places List. The current status of the listing is “In Progress.” • On Aug. 27, 2021, the Friends of the Bandshell wrote a letter to the Landmarks Board requesting expansion of the landmark boundary and on Nov. 3, 2021, the Landmarks Board voted to initiate the process to amend the boundary. On Jan. 24, 2022 the Parks and Recreation Advisory Board (PRAB) requested to postpone the designation and on April 6, 2022, the Landmarks Board voted to recommend amendment of the landmark boundary to City Council. On June 14, 2022, a City Council gave a Nod of Five for staff to explore the creation of a Civic Area historic district in 2023. • In January through May of 2023, P&DS and BPR staff determined an approach to explore historic district designation and provided updates to PRAB in April and City Council in May. On May 30, 2023, three historic preservation advocacy groups (Historic Boulder, Inc., Friends of the Bandshell and Friends of the Teahouse) submitted a historic district application for the Civic Area. The eleven-month long process provided the opportunity for additional research into the history of the area, including a previously overlooked neighborhood whose residents were displaced by the creation of the Civic Area. The Landmarks Board, Parks and Recreation Advisory Board and Planning Board made recommendations to City Council, who voted to deny the application on April 11, 2024. • In 2023, the Parks & Recreation Department published the Boulder Historic Places Plan (HiPP) to guide management of twelve city-owned historic sites, including the Glen Huntington Bandshell. The plan was funded by a State Historic Fund grant and prepared by a team of consultants, including Mundus Bishop. • Between 2022 and 2026, historic preservation staff participated as subject matter experts in the Civic Area Phase 2 Core Team. • On Sept. 3, 2025, staff from P&DS and BPR and a design consultant presented an update of the Civic Area Phase 2 project and introduced the report Preserving Landscape Experience in Historic Outdoor Theaters to the Landmarks Board (link to presentation slides and video recording). • On Sept. 3, 2025, staff from Planning & Development Services and Parks & Recreation and a design consultant presented an update of the Civic Area Phase 2 project and introduced the report Preserving Landscape Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 4 of 73 Experience in Historic Outdoor Theaters to the Landmarks Board (link to presentation slides and video recording). South elevation of bandshell with seating in the foreground. The bandshell was constructed in 1938 in the Art Deco style. It is of frame construction, with painted plywood panels and a concrete stage. The rear of the bandshell is sheathed in rolled asphalt roofing. The bandshell has six concentric arches. The outermost arch terminates in stepped wings. A pair of doors is located at the back of the stage and leads to a small storage area. The stage is accessed from the east and west by concrete steps with a simple metal railing. The bandshell has architectural lighting that highlights the arches, and is painted off-white, light gray and dark gray. No trespassing signs are installed on the lower wings. The landmark designation plaque is located on the east wing. Four rectangular bollards are located in front of the stage. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 8 of 73 Figure 6. View of amphitheater seating (facing southwest). The amphitheater seating was constructed in 1950 and includes fifteen rows of benches on a sloped berm. The seats are divided into five sections by concrete paths. The benches have concrete bases and painted wood planks. The benches are located approximately 38 feet from the bandshell structure. The seating provides views of the stage, dancing area to the north, and landscape views within the park and toward the Flatirons to the south and west. Figure 7. View of seating looking east with mature trees and lawn in foreground. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 9 of 73 The bandshell is an outdoor theater within a park setting. Mature trees create a sense of enclosure and create a visual barrier between the park and Canyon Boulevard and Broadway and provide a shaded canopy. The ground under the trees along 13th Street is largely bare, with some wood chips. Lawn is located at the northeast corner of the park and along the northwest edges. There is one Champion Tree within the landmark boundary.3 Figure 8. View of paths from Canyon Blvd. and 13th St. (facing southwest). Paved paths within the landmark boundary include diagonal paths from the corners of Canyon and Broadway and Canyon and 13th Street. A portion of a multiuse path extends into the landmark boundary on the western edge of the park, and a flagstone path connects to it from the diagonal path in the northwest corner of the site. The area in front of the stage is covered in pea gravel and the seating area is paved. 3 Shumard Oak, TREE37054, fair condition, 52" DBH (Diameter [at] Breast Height). Provided by applicant. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 11 of 73 PROPERTY HISTORY 4 The following section is adapted from the Feb. 7, 2024 Landmarks Board memo considering an application to designate Central Park as part of a Civic Area Historic District. Additional information is available in the interactive StoryMap (link) and the 1995 Bandshell Historical Study (link). The history of the area extends much beyond the earliest constructed feature that remains today, the 1871 Boulder Slough.5 The creek side land is a sacred and essential part of the ancestral homelands of Indigenous Peoples who have lived on and travelled through them since time immemorial. Boulder has an archival silence, or gap, in its historical record, for the Native American/Indigenous perspective of history. Staff acknowledges that a majority of archival materials focus on the perspective of the white and European settlers of the Boulder Valley. The City of Boulder has recently embarked on an ethnographic study in collaboration with tribal nations to better document the history of indigenous peoples in this area. [The City of Boulder Ethnographic Education Report was completed in 2026 and available online.] From the arrival of the train in about 1873, early industry in the area was predominately rail-based. Residences (no longer extant) were clustered within a two-block area between 10th and Broadway with a few scattered outside that area. The City Storage and Transfer Building (1906) was constructed during this period as a warehouse for moving goods in and out of the city. Land acquisition and development of Central Park was guided by the Boulder City Improvement Association (BCIA), a community group whose state purpose was “the improvements of Boulder in health, growth, cleanliness, prosperity and attractiveness through individual effort as well as through cooperation with other organizations engaged in similar work” and the Park Commission Board (later the Boulder Parks and Planning Commission), a City Council committee formed in 1918. The BCIA received advice from Frederick Law Olmsted, Jr., in particular on flood control measures in the area, but also on plantings and general design. The establishment of Boulder’s municipal center included the removal of two blocks of buildings by 1928, leading to the displacement of people and businesses. 4 Staff does not typically conduct a full historical or contextual study of designated properties for Landmark Alteration Certificate applications unless it helps analyze the request. In this case, understanding the development of the property helps analyze the appropriateness of the proposed changes. 5 Irrigation channel Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 12 of 73 Figure 11. View from Water Street (now Canyon) facing southwest, 1921. House in center occupied by the Solomon family. Carnegie Library for Local History, 497-1-11. One such displacement was of the Solomon family, who lived in a large brick house located north of the ditch, approximately between where the multi-use path and bandshell seating are located today. Max Solomon was born around 1864 and immigrated from Poland in 1888. He lived in the house between 1911 and 1920 with his wife, Dora (also originally from Poland) and children Fannie, Minnie and Evelyn. The Solomon family was Jewish and Max worked as a “junk dealer.” This led to the antisemitic / anti-working class narrative that the area was a “dump and trash heap” and a “dumping ground.” On October 11, 1918, their son, nineteen-year-old Jacob Solomon died of the Flu. He was the first person in Boulder named as dying of influenza during the pandemic of 1918–1920, which is estimated to have infected 500 million people worldwide, and resulted in the deaths of 50 million worldwide.6 The Solomon’s older child Anna died less than a month later, also from influenza. The Solomons buried their children in Denver because Boulder did not have a Jewish cemetery. Shortly after, the 1919 Park commission resolved to make something “better of the dump and trash heap.” They chose words that perpetuated stereotypes, dehumanized this family and justified forcing them out of their home and business, and out of Boulder. 6 “History of 1918 Flu Pandemic.” Archive. BCIA volunteers attempted to complete additional improvements suggested by Olmsted, including planting trees and perimeter vegetation, and grading paths through the park. The park was used informally by city residents with a few formal events planned, including an annual picnic held by the Girl Reserves from 1934 to 1937 for incoming students to the Preparatory School.9 A second phase of municipal area and park planning began in 1938, influenced by Saco DeBoer. DeBoer suggested Central Park as “the only suitable location for a bandshell” (Glen Huntington Bandshell, constructed in 1938) and a new city hall (Penfield Tate II Municipal Building, constructed in 1951) as part of a “city building group with flood protection, parking areas and farmer’s market.” The intent was to create a focal point for municipal activity. The Boulder Lions Club funded the construction of the bandshell and gifted it to the city as the first permanent place for outdoor band concerts in Boulder. The bandshell was “dedicated to the enjoyment of citizens of Boulder and to the advancement of music.” 10 Between 1938 and 1974, the Municipal Building and Central Park were the site of a variety of political events, musical concerts, cultural programs, educational presentations, and civic gatherings. Events in the park were organized by different Boulder clubs, including the Optimists, Elks, Woman’s Club, American Legion, Pow Wow and Rodeo, Soroptimists, Lions, Rotary and Kiwanas Club.11 The Archuleta Family History recorded as part of the Boulder County Latino History Project provides an account of the daily use of the park: “A popular place to hang out was the band shell at Central Park. A group of kids would get together and put on shows and plays for each other. Exploring Mackey Auditory and Chautauqua Park were always options. Although off limits, per Mom, playing in Boulder Creek always seemed to happen. A chewing out by Mom was guaranteed after a day at the creek, but that didn’t stop the fun.”12 From 1961, the area was the center of municipal government with the construction of the public library near 9th Street (Boulder Public Library, 1961), an expansion of the Municipal Building and a “mall” designed to connect them. The construction of the Midland Federal Savings and Loan bank branch (Atrium Building, 1969) utilized a pavilion design compatible with its setting across from Central Park. In 1969, the large gatherings of people led the City to ban “Rock Concerts” in the park, which the police enforced as the use of any instrument. When that failed to disperse the groups of people, the City Manager closed Central Park for two weeks due to sanitary concerns and passed laws to prevent camping and gathering in Central Park. The same year, Boulder Tomorrow hosted a design competition for the Civic Area. The designs were intended to modernize the area but where not realized.13 The connection between the public spaces and surrounding buildings continued into the 1970s with the adaptive reuse of the Larson Brother’s warehouse building (City Storage and Transfer Building, 1906) into a public arts center and future museum. In 1987, the city was gifted the Dushanbe Teahouse, which was constructed in Tajikistan and shipped in crates overseas. After a decade of deliberation, the Boulder–Dushanbe Teahouse was reconstructed south of the Civic Park Plaza and alongside the 13th Street Community Plaza. A public plaza dedicated to Boulder’s six sister cities was added east of the Penfield Tate II Municipal Building in 2007. The area continues its public function as the site of the farmers’ market, festivals, concerts, and other planned community activities, and spontaneous gatherings in response to local, state, and national events throughout the year. PROJECT DESCRIPTION AND STAFF ANALYSIS The following section provides analysis of key elements of a historic outdoor theater, including seating; stage structures, lighting and sound; ticketing, comfort stations and concessions; and contemporary building and accessibility codes. Additionally, there are other park features proposed within the landmark boundary, including paved pathways, a raised deck, and nature discovery area. Seating The current seating area of the theater includes a sloped berm with concrete and wood benches in a radial layout. The existing bench seating is proposed to be removed and replaced with a sloped lawn with integrated concrete benches. The application provides that the increased space and terraced lawn are intended to provide more flexible space and use of the seating. Staff Analysis of Guidelines General Design Guidelines and Standards for Issuance of a Landmark Alteration Certificate •Staff finds that while the proposal will remove the existing seating, which was identified as a contributing feature in the 2023 Historic Places Plan, the proposed replacement seating will not adversely affect the special character or special historical, architectural or aesthetic interest or value of the landmark and its site. The proposed design maintains key features of the original design, including the scale of the seating area in relation to the bandshell structure, the radial pattern, simple bench design, and sloped berm. Staff considers the Glen Huntington Bandshell will maintain its special character and special historic, architectural and aesthetic interest as a historic outdoor theater. •Staff finds the architectural style, arrangement, texture, color, arrangement of color and materials used on existing and proposed structures are compatible with the character of the Glen Huntington Bandshell. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 22 of 73 The proposed seating area will further integrate the historic outdoor theater into its park setting, and reflect a similar scale, pattern and layout of the c.1950 seating. The proposed concrete materials are utilitarian in character and are proposed in a subdued, earthtone color to complement the surrounding landscape. Excerpts from Preserving Landscape Experience in Historic Outdoor Theaters with staff analysis following each point. SEATING (pg 102) Like all alterations, renovating seating poses the challenge of meeting contemporary expectations and codes without detracting from the landscape experience of a theater. Renovating seating also presents a different challenge than adding accessibility, technology, or support structures because the original seating design has often played an active role in how visitors experience the landscape. For example, the patterns of seating at the Quarry Theater and Red Rocks highlight and accentuate distinctive features of the landscape, making them more remarkable than they would be without the seats (Figures 50, 84). In different ways, the seating at both these theaters also enables diverse everyday use and appreciation of the landscape that would be lost if rows of typical backed seats were installed. The importance of seating renovations is heightened by the simple fact that seating occupies such a large portion of a theater structure and, by its nature, cannot be screened or placed out of view. At the same time, visitor demands for comfort when sitting through a two-hour show is ignored at a theater’s peril. Taken together, the profiled theater renovations and many other projects this study team has reviewed, suggest a two-pronged approach to planning seating renovation: first, understand what role the seating plays in the visitors’ experience of the landscape and then pursue all the creative alternatives for comfort that do not undermine that experience. 1.Assessing Seating’s Role. The first step in planning seat renovations should be assessing what role the seating plays in the landscape experience—does it serve as a contrast that highlights a landscape feature, acts as a director of views, or a creator of social space? Or is it simply a place to sit? As the profiles illustrate, seating’s role in the visitors’ experience varies widely. At the Quarry Theater, the askance benches and stairs orchestrated a sequence of views, while at the John Anson Ford Theater the classic arced rows were simply a place to sit while viewing the landscape backdrop. As a project goes through this step, it is important to consider how seating’s role and its visual impact on the visitors’ experience may be quite different depending on where a visitor enters the theater. Staff Analysis of Assessing the Bandshell Seating’s Role Staff considers the role of the seating at the Glen Huntington Bandshell is to gather both formally and informally, and to provide a place to sit and experience both performances and the landscape views. The slope of the seating and arched layout creates a social place to gather within the park. The seating design is secondary to and reflects the simple, arched design of the bandshell. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 23 of 73 2.Understanding Seating’s Modus Operandi. It is then important to be clear on how the seating color, form, material, placement, simplicity or complexity impact the landscape experience. Understanding the modus operandi of the seating in the landscape experience begins to clarify what can and cannot be altered without undermining its role. At the Quarry Theater, for example the layout of the benches was recognized as the driver of the interplay of the theater and the landscape, so the original plan was exactly surveyed and replicated, even while the materials and detailing were modified. In contrast, at the Timberline Amphitheater, the materiality and detailing of the seating was fundamental to the landscape experience, so the renovation team carefully replicated these characteristics, even as they chose to only install 8 of the original 14 rows. Staff Analysis of Understanding Seating’s Modus Operandi Staff considers elements of the design are important to reinforce the role of the seating: The arched placement and simplicity of the proposed design reflect the Art Deco style of the bandshell. The simple material and form do not detract from the bandshell or its setting and reinforce the role of a casual and social gathering place within the park. The existing red color of the benches detracts from the park setting; the benches were initially unpainted and later painted a subdued green. The existing paved concrete around the seating detracts from the landscape experience as it contrasts from the theater’s park setting. 3.Designing to Preserve Seating’s Role. Understanding how the seating fulfills its role, the design team then knows its parameters as it seeks to meet contemporary expectations. At the John Anson Ford Theater, the original seats were part of an auditorium inserted into a canyon as an architectural contrast to the surrounding wild native vegetation. Consequently, the renovation design team had significant freedom to select comfortable, durable seats as long as their color, form and material didn’t diminish this contrast or distract visitors from focusing on the landscape. The team left the seating layout unchanged and replaced the previous generation of backed seats with ergonomic warm grey seats that meld with the concrete structure. The new seats defer to the landscape more than the original seats, whose material and color matched traditional Christian pews (Figures 31, 32, 35, 36). In comparison, at Red Rocks, successive design teams have worked hard to minimize any change in seating recognizing that the auditorium’s simple repetitive arcs of uninterrupted backless benches play a critical role in directing the eye to the complex patterns of the surrounding rock formations. Staff Analysis of Designing to Preserve Seating’s Role Staff considers the proposed seating preserves the seating’s role by retaining a sloped grade, arched layout, backless seating to provide a casual, social gathering place within the park, a Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 24 of 73 place to sit to view both performances and the landscape views, and is secondary to and reflects the Art Deco design of the bandshell. 4.Expanding Seating’s Role in the Landscape Experience. Some theater renovations create opportunities to expand or accentuate seating’s role in the visitors’ experience. At the original Stern Grove, the defining experience was to escape the city by dropping down into a wooded ravine to find a pristine meadow seemingly preserved from a time long ago. In this context, Halprin’s massive granite seat rows and ziggurats feel like something uncovered from the past. While they are a significant change from an original plan that had no permanent seating, they actually accentuate the original experience while providing greater preservation of the remaining vegetation on the slope. Change the material, the rough hew of the stone, or the pre-Columbian scaling and the change might feel like a corporate plaza dropped into a beloved park. But when designed in fine tuned harmony with the original experience, the new seating feels like it has always been there. Staff Analysis of Expanding Seating’s Role in the Landscape Experience Staff considers the proposed design expands the seating’s role into the landscape experience by further integrating the historic outdoor theater into its park setting. The lawn and increased spacing between benches allow a greater variety of uses and blends the benches into the surrounding landscape. 5.Avoiding Creating Unintentional Distractions. Even after following the steps above, it is critical to remain conscious of avoiding unintentional distractions from the landscape experience in the detailing of seat renovations. For example, at the Carter Barron Amphitheater, the replacement seats disrupted the clean horizontal lines of the mid-century modern design by adding a traditional curved top rail to each seat. Staff Analysis of Avoiding Creating Unintentional Distractions Staff considers the proposed design will not create unintentional distractions, as the view of the bandshell across the park will be maintained. The materials and colors proposed are subdued earth tones and will blend into the landscape. Stage Structures, Lighting and Sound The application does not propose changes to the existing stage structures, lighting or sound. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 25 of 73 Ticketing, Comfort Stations and Concessions The application does not propose changes related to ticketing, comfort stations or concessions. Staff recommends placing waste enclosures and signage in locations that do not obstruct the key views within the historic outdoor theater. Contemporary Building and Accessibility Codes (Including Multi-Use and Pedestrian Paths) The applicant team provided the following statement: Enhanced access for people with disabilities is central to the plan: accessible pedestrian pathways lead directly to and around the bandshell at the top and bottom of the seating, accessible seating including dedicated spaces for wheelchair users is integrated into the reconfigured concrete benches, and grade changes are addressed through accessible routes with supplemental stair access, ensuring the landmark is usable by the full range of park visitors. Staff Analysis General Design Guidelines and Standards for Issuance of a Landmark Alteration Certificate: •9-11-18(c) In determining whether to approve a landmark alteration certificate, the landmarks board shall consider the economic feasibility of alternatives, incorporation of energy-efficient design and enhanced access for the disabled. •8.8.1 Provide barrier-free access that promotes independence for the disabled to the highest degree practicable, while preserving significant historic features. •8.8.2 The appearance of accessibility ramps or elevators should not significantly detract from the historic character of the structure. •8.8.3 If the addition of accessibility improvements negatively impacts significant historic elements, these improvements should be designed to be reversible. Staff considers that enhancing the accessibility of the Glen Huntington Bandshell is a critical element of the project, and that the proposed paths and paving will not negatively impact significant historic elements. See following section for additional analysis of the pedestrian and multi-use paths. Excerpt from Preserving Landscape Experience in Historic Outdoor Theaters with staff analysis. As places for mass gatherings on sloped surfaces, outdoor theaters hold the potential for significant challenges to accessibility and emergency egress. Resolving these challenges without compromising a historic theater’s relationship with the landscape can seem daunting. However, the case studies in this guide reveal that many renovation projects have succeed in making a historic theater ADA and fire code compliant without compromising the visitors’ landscape experience. Based on these and many other examples, the most significant best practices appear to be: •Building an early, collaborative relationship with your ADA officer and fire inspectors, who have significant discretion, especially for projects like outdoor theaters, which include elements not covered by specific prescriptions Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 26 of 73 •Keeping ramps, elevators, and new paths and other accessibility and egress elements out of view from the audience in their seats, or •Fully integrating these elements into the design of the theater such that they are not distracting or actually enhance visitors’ experience, •And lastly, allocating thought and money to minimizing the impact of necessary smaller additions like riser stripes and handrails Staff Analysis of Contemporary Building and Accessibility Codes Staff considers that the proposed design fully integrates accessibility into its design of the theater and will enhance visitors’ experience. The proposed design provides accessible pathways to and from the site, with accessible seating in both the front and back row. Other Park Elements Within the Landmark Boundary Other park features proposed within the landmark boundary include multi-use and pedestrian paths, “The Porch,” a raised deck along the east edge of the park and a “Nature Discovery” area near the northeast corner of the park. Multi-use and Pedestrian Paths Plans show reconfiguration of the pedestrian paths within the landmark boundary and introduction of a shared multi-use path. The existing pedestrian plans include concrete paths entering the park from the northwest and northwest corners. A flagstone path connects the path at the west side of the seating diagonally to the multi-use path that then connects to the Boulder Creek Path. Linear sidewalks border the park along Broadway (west), Canyon (north) and 13th Street (east). Figure 27. Site plan showing existing pedestrian paths (shaded in red). Sidewalks bound the park on the north, east and west. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 27 of 73 Plans show pedestrian paths arcing in front of and behind the seating in a pattern that reflects the geometry of the bandshell structure. The paths are shown to follow the standard sidewalk width and be bordered by low ground plantings and be a reddish concrete to match the seating. A shared multi-use path is proposed east of the seating, beginning at the northeast corner of the park and winding around The Porch to connect with another shared multi-use path and the Boulder Creek Path. The multi-use path would follow standard width and color. Figure 28. Site plan showing proposed pedestrian (narrow pink lines), shared multi-use paths (medium thick light blue lines) and designated multi-use paths (thick dark blue line with light dashed) The Porch A raised deck to be known as “The Porch” is shown to extend approximately 21 feet by 182 feet along the east edge of the park, between 13th Street and the Glen Huntington Bandshell outdoor theater. The applicants provided that the intended purpose is to provide a gathering space that could be used as an informal extension of the performance venue and event street, and connect to other design features within Boulder Creek Park. The majority of the raised deck is located outside the landmark boundary and is shown to have deck chairs and steps that connect to 13th Street. Curved paths are proposed on either end of the raised deck to provide bicycle and pedestrian access. The portion of the raised deck within the bandshell boundary includes a central table, decking of either Kebony or Trex material, and a metal railing. The edge of the deck is shown to be metal with a vibrant orange. The applicants note they have worked with the City of Boulder Forestry staff to ensure the decking will protect the root system and prevent tree damage long-term. Landscaping adjacent to the porch is shown to be low ground plantings. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 28 of 73 Figure 29. Nature Discovery A Nature Discovery area is proposed at the north end of the Porch, between the bandshell structure and the Atrium Building (1300 Canyon Blvd.). Renderings show a wood-chipped area partially enclosed by low benches, with a Shumard Oak, a Champion Tree, located at the center. The stepped benches are an extension of the Porch and share the same materiality and vibrant orange color. The applicants are working with Forestry staff to ensure the protection of the oak tree. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 31 of 73 Staff Analysis General Design Guidelines and Standards for Issuance of a Landmark Alteration Certificate. •8.7.1 Any public improvement should maintain and reinforce the character of the historic district. •2.2.6 Avoid landscaping that has the potential for damaging a historic structure, such as climbing ivy or trees planted too close to a building. •2.2.7 Where existing retaining walls are important to the character of the site they should be preserved and incorporated into new landscape features. Tall, plain concrete retaining walls are inappropriate. Regrading and the introduction of new retaining walls is inappropriate. •3.3.3 Unpainted redwood is inappropriate; decks should be painted or stained to match the existing building. •3.3.4 Materials with a synthetic look and/or feel should be avoided. Staff considers that the raised deck, nature discovery, and pedestrian and multi-use paths will not detract from the overall historic character of the site. The raised deck is intended to celebrate and protect the mature tree canopy, and reinforce the role of the bandshell site as both a formal and informal gathering area. The Porch is intended to act as an extension of the theater seating, as well as the festival street on 13th Street. The feature will integrate the bandshell site into the overall design of Boulder Creek Park, rather than carving out a clearly demarcated landmark boundary. The nature discovery area is an extension of The Porch, and staff recommends that a tree protection plan be submitted as a condition of approval. A play structure or other elements are not included in the proposed scope of work, and would be a reviewed by a separate Landmark Alteration Certificate application in the future. The proposed pedestrian and multi-use paths introduce new hardscaping into the landmark boundary, however, the access points at the northwest and northeast corners of the park are maintained. The shared multi-use path located east of the seating area will increase visibility and accessibility of the bandshell structure and seating, reinforcing its historic use as a formal and informal gathering area. Summary of Staff Analysis Staff considers that: •Removal of the seating, regrading and replacement with terraced seating is appropriate in that the role of both the Bandshell and the seating is maintained, the proposed design reflects a similar slope, scale, pattern and layout of the 1950’s seating, and will further integrate the historic outdoor theater into its park setting. •The proposed pedestrian and multi-use paths increase accessibility of the site and will not detract from the overall historic character of the Glen Huntington Bandshell site. •The raised deck (“The Porch”) and nature discover area will protect the mature trees within the park and will not damage or destroy character-defining features of the site. Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 32 of 73 •Overall, the proposed work does not adversely affect the special character or special historic, architectural, or aesthetic interest or value of the individually landmarked Glen Huntington Bandshell site. •The architectural style, arrangement, texture, color, arrangement of color, and materials proposed are generally compatible with the character of the landmark in that they are similar in scale, proportion, texture and finish to those used historically. ATTACHMENTS Attachment A: Application Materials Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 34 of 73 bouldercolorado.gov 3198 Broadway Boulder, CO 80302 303-413-7200 July 31, 2026 Dear Landmarks Board Members, In 2023, Parks and Recreation embarked on the Civic Area Phase 2 project to continue the transformation of this important public space into a vibrant hub of urban life, cultural events, and natural connections—while honoring the full history of the area and serving the Boulder community. We are excited to bring forward proposed changes within the Glen Huntington Bandshell landmark boundary for your consideration. Over the last two and a half years, we heard from hundreds of community members who provided feedback on the future of space, including renaming the area as Boulder Creek Park in 2026. Building on the Concept Plan, the Schematic Design identified what improvements could be covered under the council approved funding. The Schematic Design also focused on the refinement of this area, based on community feedback. Phase 2 construction will include expanded garden walks, a new pedestrian-first festival street, nature play areas, community gathering spaces, multi- use connections, signage and story-telling features. Key features include: •Envisioning 13th Street as a festival street creates a flexible, pedestrian-first promenade to support everyday activity and special events. This space can adapt for gatherings, performances, and community programming and will remove daily vehicular movement and parking from the street. •The Porch, a raised deck along the eastern park edge, imagines a welcoming civic space that brings people together, featuring terraced deck seating, opportunities for informal gathering, all under the canopy of beloved park trees. •The expanded nature-based play environment encourages exploration and discovery, integrated play features and informal seating all while incorporating natural and recycled materials. These play spaces will be connected by open lawn and discovery trails for recreation, adventure and respite. Integrating historic resources and recognizing the full history of the area has been an intentional part of the process. The team is partnering with Historic Preservation staff on the creation of a StoryWalk, which will be reviewed under a separate LAC application within the landmark boundary of the Bandshell. Attachment A – Application Materials Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 35 of 73 bouldercolorado.gov 3198 Broadway Boulder, CO 80302 303-413-7200 The 2023 NPS-funded publication, Preserving Landscape Experience in Historic Outdoor Theaters, has provided a valuable framework for approaching the complex design problem of updating a historic landmark as unique as the Bandshell. By following the framework approved by Landmarks Board in the September 3, 2025 meeting, the proposed design preserves the historic character of the site, honors its role as the iconic theater of this park setting and integrates the theater within the new enhancements of Boulder Creek Park’s Phase 2 design. The design process evaluated and recognized the historic landscape experience of the Glen Huntington Bandshell, engaged voices of theater goers, employed a design team with experience in historic amphitheater renovation and investigated each element of the landscape and theater and evaluated how each feature contributes to the experience of event goers. From this process key considerations include: •Investing in and reinforcing the importance of the Glen Huntington Bandshell as part of Boulder Creek Park setting in its location. •Recognizing that the scale, arched design, and sloped grade is important to maintain to preserve the character of the Bandshell site. •Designing terraced benches into the landscape to extend the role of the seating as a formal gathering place for performance viewing, flexibility for informal community gathering and to provide a wider variety of programming at the bandshell. •Designing the seating to enhance accessibility of the site, through paths, grading and materials to provide an inclusive experience for all park users, •Selecting materials that are complimentary to the Art Deco design of the bandshell and the natural park setting. •Protecting the iconic views out to the Flatirons and the park setting. •Further integrating the bandshell into the over design of the Boulder Creek Park through landscape design, multi-use circulation, picnicking spaces with and Nature Discover areas that can be an informal extension of the performance venue. We welcome your feedback on the proposed design and thank Historic Preservation staff for their collaborative approach to guiding change within the landmark boundary. Due to the multi-year nature of this project, we request the approval period for the Landmark Alteration Certificate be extended until Dec. 31, 2028 at provided in Section 9-11-17 Issuance of Landmark Alteration Certificate, B.R.C., 1981 in order to provide the necessary time to apply for building permits. Thank you, Shihomi Kuriyagawa, Senior Landscape Architect, Boulder Parks & Recreation Attachment A – Application Materials Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 36 of 73 Boulder Creek Park, Phase 2 — Landmark Alteration Certificate Narrative Page 1 This narrative addresses the standards for approval of a Landmark Alteration Certificate under Boulder Revised Code § 9-11-18(b)(1)–(4) and § 9-11-18(c) for Boulder Creek Park (formerly known as Civic Area), Phase 2. The landmark boundary includes the Glen Huntington Bandshell structure, seating and circulation as well as the landscape area north of the ditch within the designated boundary. The proposed work therefore occurs within the landmark itself and has been approached with particular care to preserve and reinforce the qualities that make the site significant. (b)(1) Preservation of Exterior Architectural Features The Glen Huntington Bandshell — its form, materials, and structure — remains the physical and symbolic center of the landmark and will not be altered by this application. Because landmark designation extends to the site, the proposed design has been approached with sensitivity: the existing concrete and wooden benches, which are in poor condition and do not meet current accessibility needs, are proposed to be replaced with new seating that continues the bandshell's historic radial arrangement and seating capacity; the mature tree canopy will be protected under tree-protection criteria developed with a Parks and Recreation’s certified arborists and Forestry staff; and existing character-defining landmark features documented in current conditions inform the park’s proposed design. Rather than damaging or diminishing the landmarked site, the proposed design situates the bandshell’s historic seating in thoughtful relationship to the naturalistic park setting and reinforces the qualities that support the landmark's long-term preservation goals. The proposed design also contemplates the relation the community has to the mature trees and seeks to provide spaces to find shade and appreciate the old growth canopy while balancing the need to encourage visitors to stay on designated paths outside of the critical root zone for protection. (b)(2) Special Character, Historical, Architectural, and Aesthetic Value The proposed design protects and reinforces the special character of the Glen Huntington Bandshell and its landmarked site as a civic icon for Boulder. Key viewsheds into the bandshell from Broadway, Canyon Boulevard, and the surrounding park are preserved, as are the reciprocal views outward from the bandshell toward the park and the Flatirons. Improved radial seating, accessible pedestrian pathways, and an enhanced dance floor area honor the bandshell as the site's organizing focal point, reinforcing its role as the historic and cultural center of the park. Improvements to comfort, wayfinding, accessibility, visibility, and maintenance and operations are intended to deepen public use and appreciation of the landmark, extending its civic and cultural value without adversely affecting its special historic, architectural, or aesthetic character. (b)(3) Compatibility of Style, Arrangement, Texture, Color, and Materials Materials proposed for the landmarked site were selected for compatibility with the bandshell's existing character. New concrete benches, steps, and concrete bands use cast-in-place concrete with a Topcast finish and honed exposed-aggregate sides, chosen to complement the bandshell's existing form and structure; lawn terraces are woven between the concrete bands to echo the site's historic, park-like setting. The arrangement of the new radial seating and terraced lawn extends the bandshell's own radial geometry outward into the site, maintaining a coherent and historically legible relationship between the bandshell and its landscape. Detailing throughout — from the concrete benches to the accessible path Attachment A – Application Materials Item 5B 1236 Canyon Blvd. Memo 09.02.26 Page 37 of 73 Boulder Creek Park, Phase 2 — Landmark Alteration Certificate Narrative Page 2 paving — remains simple and restrained, deferring to the prominent bandshell structure as the visual centerpiece of this landmark. (b)(4) Demolition Within the Landmark Boundary While this standard addresses demolition of a building within a historic district, the bandshell’s seating falls within the landmark boundary and has been identified as a contributing feature. This application proposes the deconstruction of the bandshell’s seating, located within the landmark boundary, and replaced with new seating. The Glen Huntington Bandshell itself will remain fully intact and unaltered. As addressed above under (b)(2) and (b)(3), the proposed replacement seating is compatible with, and reinforces rather than adversely affects, the special character of the landmark: it continues the bandshell's historic radial arrangement, uses complementary materials, and restores rather than diminishes the relationship between the bandshell and its site. (c) Economic Feasibility, Energy-Efficient Design, and Access for the Disabled The proposed design also reflects the considerations in subsection (c). The design directs funds toward the site improvements, protects the existing mature tree canopy, and specifies durable, low- maintenance concrete and turf materials that reduce long-term City operations and maintenance costs. Enhanced access for people with disabilities is central to the plan: accessible pedestrian pathways leads directly to and around the bandshell at the top and bottom of the seating, accessible seating including dedicated spaces for wheelchair users is integrated into the reconfigured concrete benches, and grade changes are addressed through accessible routes with supplemental stair access, ensuring the landmark is usable by the full range of park visitors.
