1. CALL TO ORDER
The roll having been called, Chair R. Golobic declared a quorum at 6:02 p.m. and the following
business was conducted.
2. APPROVAL OF MINUTES
On a motion by R. Golobic, seconded by J. Decker the Landmarks Board approved (4-0) the minutes
from the November 5, 2025 Landmarks Board meeting. C. Castellano abstained due to absence.

A. Public Hearings and consideration of four applications to demolish non-landmarked buildings over
50 years old, pursuant to Section 9-11-23, B.R.C., 1981, and under the procedures prescribed by
chapter 1-3, “Quasi-Judicial Hearings,” B.R.C. 1981. Owners: Boulder Presbyterian Senior
Housing, Inc. Applicant: Shopworks Architecture represented by Tom Otteson.
a. Application to demolish a building constructed in 1927 at 976 Arapahoe Ave. (HIS2025-
00271)
b. Application to demolish a building constructed c. 1921 at 986 Arapahoe Ave. (HIS2025-
00272)
c. Application to demolish a building constructed in 1922 at 990 Arapahoe Ave. (HIS2025-
00273)
d. Application to demolish a building constructed in 1927 and an accessory building
constructed in 1950 at 1004 Arapahoe Ave. (HIS2025-00274)

M. Gerwing and C. Brandt presented the application to the board, recommending the Landmarks
Board approve the application.
Applicant’s Presentation
Cameron Weishoff with Pinyon Environmental, Mark Liebetrau with Presbyterian Manor, Tom
Otteson with Shopworks Architecture and Catherine Bean with Element Properties presented to
the board.

On a motion by M. Ray, seconded by A. Daniels, the Landmarks Board voted (4-1) (C.
Castellano dissent) to issue a stay-of-demolition for the building located at 976 Arapahoe Ave. for
a period not exceed 150 days from the day the application was accepted by the city manager in
order to explore alternatives to demolishing the building. Motion Passed.
On a motion by J. Decker, seconded by M. Ray, the Landmarks Board voted (4-1) (C. Castellano
dissent) to issue a stay-of-demolition for the building located at 986 Arapahoe Ave. for a period
not exceed 150 days from the day the application was accepted by the city manager in order to
explore alternatives to demolishing the building. Motion Passed
On a motion by M. Ray, seconded by J. Decker, the Landmarks Board voted (4-1) (C. Castellano
dissent) to issue a stay-of-demolition for the building located at 990 Arapahoe Ave. for a period
not exceed 150 days from the day the application was accepted by the city manager in order to
explore alternatives to demolishing the building. Motion Passed.
On a motion by J. Decker, seconded by A. Daniels, the Landmarks Board voted (4-1) (C.
Castellano dissent) to issue a stay-of-demolition for the building located at 1004 Arapahoe Ave.
for a period not exceed 150 days from the day the application was accepted by the city manager in
order to explore alternatives to demolishing the building. Motion Passed.
J. Decker and A. Daniels volunteered to represent the board during the stay of demolition
