Sarah Riggs informed the Board that there would be an additional boundary setting added

2. Matters from the Boulder PoliceDepartment (BPD).
Officer Leah Rech asked if there were any questions from the board. Chair Roberts
confirmed there were not.
3. General Public Comments for Future Beverage Licensing Authority Hearings.
No one spoke for General Public Comments.
4. Status Report Ado's LLC dba Ado's, 1143 13th St, Unit 101, Boulder CO 80302
Sarah Riggs swore in Ado Salguero. Ado Salguero spoke regarding working on a deal with
his landlord and trying to retain his business. Kristen Teague spoke regarding her
conversations with Ado and having liquor inventory scheduled with him for a close of
business. Roberto Ramirez requested Ado Salguero email and communicate with Kristen
Teague regarding the businesses last day or if that would be changing. Ado Salguero spoke
with ideas to improve business’ ability to remain open and identify fake IDs
5. Status Report The Riverside Group Ltd dba Riverside, 1724 Broadway St, Boulder CO 80302
Sarah Riggs swore in Richard Moser. Richard Moser spoke about adding someone to his license
to assist with things he can’t get to.
6. Show Cause hearing concerning an alleged violation and whether Restaurant Hotel type
liquor license held by Birdcall Twenty Ninth Street LLC DBA Birdcall 1675 29th Street Unit
1284, Boulder CO, 80301 should e suspended or revoked
Sarah Riggs let the board know there is a signed stipulation for this agenda item. Counsel for
licensee, Samual Hardin recorded his appearance. Sarah Riggs swore in Adelyne Maya. Mia
Keller requested Board accept the signed stipulation. Chair Roberts moved to accept. Member
Crane seconded. Motion passed 5:0.
Samual Hardin spoke regarding licensee’s violation being only violation they have received and
the mitigating factors the licensee has in place and has adopted since the violation. Adelyne
Maya spoke about training and liquor protocol procedures at the restaurant.
Chair Roberts asked the board if therewere any questions for the licensee. Chair Roberts asked
about liquor ordering system. Adelyne Maya clarified. Member Carr asked if there had been
other violations at their other restaurants. Adelyne Maya answered invited Roberto Ramirez
to speak. Member Crane asked about their other Boulder Location. Samual Hardin made
closing statement.

The Board deliberated and discussed fines over suspension. Roberto Rameriz spoke to Board
regarding a combination of fines and suspension. Member Carr made a motion for 10 days with
2 served and 8 held in abeyance. Member Hagerty seconded motion. Samuel Hardin proposed
fee in lieu. Motion passed 4:1. Chair Roberts made a motion for the suspension to begin on
December, 24th, 2025. Motion passed 5:0
7. Agenda Item 10 Public Hearing regarding Suspension of Procedure 3-6
Roberto Rameriz addressed the authority regarding what they will be asked to determine
regarding charges against DDS Liquor & Food Mart Inc .dba DDS Liquor & Food Mart 4418 N.
Broadway, Boulder, CO 80304. Chair Roberts read into record the charges.
Mia Keller called Officer Leah Rech to testify. Sarah Riggs swore in Officer Rech Officer Rech
spoke about reports received regarding DDS liquor Mia Keller submitted evidence into the
record. Officer Rech provided details regarding the evidence submitted.
The Board asked Officer Rech questions about the calls and reports received regarding the
business. Officer Rech provided information. The Board deliberated. Chair Roberts moved
that the City had proven its case beyond reasonable doubt for 10-3-1 Member Carr seconded
motion. Motion passed 5:0. Chair Roberts made motion for 10-3-2 that with reason that public
health and safety is evident. Member Hagerty seconded motion. Motion passed 5:0. Chair
Roberts made motion to suspend DDS Liquor & Food Mart license for 15 days. Member Barnes
seconded motion. Motion passed 5:0. Board deliberated and decided the Special Hearing
would be December 3rd at 5:00pm. Roberto Ramirez provided next steps
8. Agenda Item 7. Public Consideration for an application filed on September 24, 2025
from Skratch Labs Café LLC, dba, Skratch Labs 1245 Alpine Avenue, Boulder, CO,

Counsel for applicant Veronica Vecchio recorded her appearance. Sarah Riggs swore in
Mark Siebert and Laura Lunn. Veronica Vecchio asked Mark Siebert questions about the
details of the application. Mark Siebert provided information regarding the business and
why the business was wanting to move. Veronica Vecchio asked about alcohol training
and policies. Mark Siebert provided information on how the business trains and enforces

City of Boulder Beverage Licensing Authority
Application to Modify Licensed Premises of a Liquor License
1) The Chair will call the meeting item to order, and the Licensing Clerk then reads the matter into
record
2) The Chair, after calling the meeting item to order, then makes the following opening comments:
This is a public hearing before the Beverage Licensing Authority of the City of Boulder to determine
whether or not the application of Applicant [Business Name]: ___________________________, d/b/a
[Trade Name]: _________________________, for a request to modify the premises of a [Type of
License]: ____________________________ license shall be granted or denied. This hearing is conducted
pursuant to the laws of the State of Colorado and the Rules of the Beverage Licensing Authority of the
City of Boulder.
The purpose of this hearing is to receive information, data, and testimony by interested parties in order
to enable this Authority to make the findings and to reach the conclusions required to be made by state
law as to whether or not the premise may be altered. Interested parties are the Applicant, residents of
the neighborhood affected by the license as previously determined by the Authority, and the owners
and managers of a business located in the neighborhood under consideration.
A record is being made of these proceedings. Those who desire to be heard shall identify themselves by
stating their name, spelling their last name, and stating their pertinent address. They shall also be sworn
in by the Board Secretary.
3) The Chair, then asks the Authority members if anyone has a conflict of interest for this item or if
they have and ex-parte contacts regarding this item that they wish to disclose. If there is a
conflict of interest or ex-parte contact for an Authority member disclosed, the City Attorney may
inquire as to the details of the disclosure.
4) The Chair, then inquires whether there are:
i) interested parties present or persons who will act as witnesses for interested parties
(they have standing because they reside in or own or manage a business in the
designated neighborhood to provide testimony, submit evidence, or cross examine
witnesses), or
ii) members of the general public who wish to supply comment (they do not have standing
as interested parties because they are not located in the designated neighborhood)
5) The Chair asks the Applicant whether they are ready to proceed. If the Applicant answers in the
affirmative, then the Chair inquires whether the Interested Parties are ready to proceed and, if
they are not, asks for reasons why the application hearing shall not now proceed.
6) If the Applicant and Interested Parties state that they are ready to proceed, then public
comment is taken. Public comment is supplied in 3 minutes per person timed increments.
7) The Applicant then presents their evidence. The Applicant and the applicant’s witnesses may be
cross-examined by members of the Authority, by Interested Parties, by the City Attorney and by
representatives of the Boulder Police Department.
8) The Interested Parties may then present their evidence in support of or in opposition to the

Colorado and the Rules of the Beverage Licensing Authority of the City of Boulder.

GREETINGS:
Pursuant to C.R.S. 44-3-312(1) and the below referenced State laws and the city of Boulder
Beverages Licensing Authority (BLA) Rules of Procedure, you are hereby advised that with regard

1. APPLICATION PACKET
Responsive to C.R.S. §44-3-311(1) and BLA Rules of Procedure Section 4-3, the applicant,

2. PREVIOUS DENIALS AT THE SAME LOCATION
Responsive to C.R.S. §44-3-313 (1)a et seq. and BLA Rules of Procedure, Subsection 5-1-
1 (A), as this is an application for a malt, vinous, or spirituous liquor license, that within
two (2) years, preceding the date of the application, the state or the Authority have not
denied an application for the same class of license at the same location or within 500
feet of the same location, for the reason that the reasonable requirements of the
neighborhood and the desires of the inhabitants were satisfied by the existing outlets.
This requirement is not applicable to applications for Bed and Breakfast Permits.
3. POSSESSION OF PREMISES
Responsive to C.R.S. §44-3-313 (1)b and BLA Rules of Procedure, Subsection 5-1-1 (B), it
appears from the evidence submitted that the applicant is entitled to possession of the
premises where the license is proposed to be exercised until December 19, 2034.
4. ZONING AND HEALTH DEPARTMENT REGULATIONS COMPLIANCE
Responsive to C.R.S. §44-3-313 (1)c and BLA Rules of Procedure, Subsection 5-1-1 (C),
selling alcohol in the manner proposed in the application is not in violation of any zoning
laws of the City of Boulder and the use is consistent with the location’s permissible
planning conditions and zoning district. The applicant must meet all applicable laws,
rules and regulations of the City’s Planning Department as to construction and building
safety requirements at the premise, and if applicable, the Boulder County Health
Department and the State Board of Health for food preparation and service.
5. PROXIMITY TO SCHOOLS
Responsive to C.R.S. §44-3-313 (1)d et seq. and BLA Rules of Procedure, Subsection 5-1-
1 (D), the building in which the liquor is to be sold has a local distance waiver enacted or
is not located within five hundred (500) feet of any public or parochial school or the
principal campus of any college, university or seminary. This requirement is not
applicable to applications for Bed and Breakfast Permits.

Application for a New License or a Change in Class
1) The Chair will call the meeting item to order, and the Licensing Clerk then reads the matter into
record
2) The Chair, after calling the meeting item to order, then makes the following opening comments:
This is a public hearing before the Beverage Licensing Authority of the City of Boulder to determine
whether or not the application of Applicant [Business Name]: ___________________________, d/b/a

license shall be granted or denied. This hearing is conducted pursuant to the laws of the State of
Colorado and the Rules of the Beverage Licensing Authority of the City of Boulder.
The purpose of this hearing is to receive information, data, and testimony by interested parties in order
to enable this Authority to make the findings and to reach the conclusions required to be made by state
law as to whether or not the license applied for shall issue. Interested parties are the Applicant,
residents of the neighborhood under consideration, and the owners and managers of a business located
in the neighborhood under consideration. For purposes of determining who is an interested party at this
hearing, the neighborhood under consideration is the neighborhood previously defined by the
Authority. The Authority shall make a final determination of the affected neighborhood prior to
determining whether the license shall be issued. Any interested party may speak to the question of
neighborhood designation, as well as other information relevant to the granting or denial of the
application.
A record is being made of these proceedings. Those who desire to be heard shall identify themselves by
stating their name, spelling their last name, and stating their pertinent address. They shall also be sworn
in by the Board Secretary.
3) The Chair, then asks the Authority members if anyone has a conflict of interest for this item or if
they have and ex-parte contacts regarding this item that they wish to disclose. If there is a
conflict of interest or ex-parte contact for an Authority member disclosed, the City Attorney may
inquire as to the details of the disclosure.
4) The Chair, then inquires whether there are:
i) interested parties present or persons who will act as witnesses for interested parties
(they have standing because they reside in or own or manage a business in the
designated neighborhood to provide testimony, submit evidence, or cross examine
witnesses), or
ii) members of the general public who wish to supply comment (they do not have standing
as interested parties because they are not located in the designated neighborhood)
5) The Chair asks the Applicant whether they are ready to proceed. If the Applicant answers in the
affirmative, then the Chair inquires whether the Interested Parties are ready to proceed and, if
they are not, asks for reasons why the application hearing shall not now proceed.
6) If the Applicant and Interested Parties state that they are ready to proceed, then public
comment is taken. Public comment is supplied in 3 minutes per person timed increments.
7) The Applicant then presents their evidence. The Applicant and the applicant’s witnesses may be
cross-examined by members of the Authority, by Interested Parties, by the City Attorney and by
representatives of the Boulder Police Department.
8) The Interested Parties may then present their evidence in support of or in opposition to the
application. The Interested Party and the interested parties’ witnesses may be cross-examined
by members of the Authority, by Interested Parties, by the City Attorney and by representatives
of the Boulder Police Department.
9) At the Authority’s discretion, the Applicant may present rebuttal evidence.
10) The Chair then closes the matter for Authority deliberations. After this time, no further evidence
or testimony may be taken.
11) A member of the Authority then moves, and a member must then second, to approve or
disapprove the application or, for good cause, to continue the matter. Authority discussion on
the basis for their upcoming vote to the motion should be undertaken by all members. After
discussion, a vote is then taken with all members voting to approve or deny the motion.

Statement of Food Service Form
Pursuant to State Regulations, the Applicant certifies that they shall at all times, when meals are
required to be served, maintain on the premises adequate personnel, foodstuffs and other necessary
facilities, equipment and supplies for the preparation and serving of meals as defined by 12-47-
103(20) C.R.S., as amended.
Hotel-Restaurant Liquor License
Restaurants shall sell alcohol beverages as provided in this section only to customers of the
restaurant and only if meals are actually and regularly served and provide not less than twenty-five
percent of the gross income from sales of food and drink of the business of the license premises over
any period of time of at least one year.
Brew Pub Liquor License
A brew pub licensee shall sell malt, vinous, and spiritous liquors for on-premises consumption only if
at least fifteen percent of the gross on-premises food and drink income of the business of the licensed
premises is from the sale of food.
Distillery Pub Liquor License
A distillery pub license may be issued to any person operating a distillery pub and also selling food
and alcohol beverages for consumption on the premises. At least fifteen percent of the gross on-
premises food and alcohol beverage income of the licensed distillery pub must be from the sale of
food.

Beer & Wine Service Policies and Procedures
Logan’s at The Armory – Boulder, Colorado
Purpose
To ensure the safe, legal, and responsible service of beer and wine to customers at Logan’s at The
Armory, in accordance with Colorado and City of Boulder liquor laws.
LICENSE OVERVIEW
This café is licensed to serve beer and wine only under a Hotel & Restaurant (H&R) liquor
license issued by the City of Boulder and the State of Colorado.
All staff who serve alcohol must complete state-approved Responsible Vendor Training (e.g.,
TIPS or ServSafe Alcohol).
AGE VERIFICATION POLICY
Alcohol may only be served to guests 21 years or older.
All guests who appear under 50 years old must show a valid, government-issued photo ID
(driver’s license, state ID, passport).
Acceptable IDs must be:
o Not expired
o Issued by a U.S. state, territory, or foreign government
Do not serve anyone without a valid ID. No exceptions.
PROHIBITED SERVICE
Do not serve alcohol to:
o Anyone under 21
o Anyone who appears intoxicated
o Anyone purchasing on behalf of a minor
Refuse service politely and firmly when necessary. Notify the manager immediately.
SERVICE GUIDELINES
Alcohol may only be consumed on premises.
Alcoholic beverages must be served in approved glassware.
Guests may only be served one drink at a time.
Staff must monitor guests for signs of intoxication and cut off service when appropriate.
Guests may not bring in or consume outside alcohol.
HOURS OF SERVICE
Beer and wine may be served:
o Monday–Sunday: 11:00 AM to 12:00 AM
o Last call should be made 30 minutes before closing
No sales or consumption allowed after 12:00 AM.
STAFF RESPONSIBILITIES
Check IDs before every alcohol sale.
Monitor guest behavior for intoxication or suspicious activity.
Immediately report incidents to the manager on duty.
Complete the incident log for any refusals, over-intoxication, or other alcohol-related issues.
RECORDKEEPING

VIOLATIONS AND CONSEQUENCES
Violations of alcohol service laws may result in:
