RESOLUTION NO. 1083
A RESOLUTION SUPPORTING BOULDER COUNTY'S
2010 BALLOT MEASURE 1A
FINDINGS
The City of Boulder City Council finds as follows:
1. Human services in the State of Colorado are provided through a state supervised,
county administered delivery system, and Boulder County is responsible for
raising a portion of funding for human services through property taxes.
2. Boulder County housing and human services agencies have experienced caseload
growth and increased demand for services, a demand which continues to grow
not only in number, but also in duration of need.
3. Local agencies that provide safety net services have experienced funding cuts
from federal and state sources.
4. As the State of Colorado is facing its own budget shortfalls, further reductions in
state contributions to local human service programs are likely.
5. Benefits such as federal Foods Stamps and Medicaid programs not only provide
food security and medical coverage for families and individuals living in
poverty, they also have significant benefit to the county's economy by providing
an influx of dollars.
6. The increased demand for services coupled with diminished financial resources
has strained both the county government and community-based safety net human
services providers in their ability to meet the needs of Boulder County residents,
which may result in the curtailment or termination of vital services.
7. The Boulder County Commissioners have placed a measure designated as 1A on
the 2010 ballot which asks voters to support a five-year increase in the ad
valorem property tax mill levy of 0.9 mills.
8. The additional revenue from this tax increase would be used to offset
deficiencies in state funding for county human service programs and for
contracts with non-profit agencies that provide a safety net for families and
children in Boulder County.
9. 1 A would require that the Boulder County Board of County Commissioners
adjust the annual levy in subsequent fiscal years in which the state funding has
been partially or fully restored.
RESOLUTION
NOW, THEREFORE, BE IT RESOLVED that the City of Boulder hereby supports and
urges a YES vote on Ballot Measure IA, which will appear on the November 2, 2010,
election ballot.
