HomeMy WebLinkAbout1043 - SUPPORTING proposed Amendment 59 to the Colorado Constitution concerning education funding and Tabor rebates Boulder City Council RESOLUTION NO. 1043 A RESOLUTION SUPPORTING AMENDMENT 59, A PROPOSED AMENDMENT TO THE COLORADO CONSTITUTION CONCERNING EDUCATION FUNDING AND TABOR REBATES FINDINGS The City of Boulder City Council finds as follows: 1. Amendment 59, a proposed amendment to the Colorado Constitution, also known as the Savings Account for Education (SAFE) Initiative, that concerns education funding and TABOR rebates, has been placed on the statewide ballot for 2008, and 2. SAFE establishes a savings account for preschool through 12th grade (P-12) education for use during future economic downturns; and 3. SAFE allows the state to invest revenues over the constitutional limit on P-12 education; and 4. SAFE eliminates the constitutional requirement that state spending on P-12 education increase by a fonnula based on inflation; and 5. Without raising taxes, SAFE provides more money to educate Colorado's children; and 6. This money may be used for a number of P-12 education improvements, including expanding preschool and full-day kindergarten programs, reducing class size, expanding technology education, and providing performance pay for teachers; and 7. Investing in education is the single best way to strengthen Colorado's economy and expand opportunities for working families; and 8. Awell-educated workforce is vital to attract new businesses, generate new quality jobs, and retain existing jobs in Colorado; and 9. Passage of SAFE eases conflicting budgetary requirements contained in the Colorado Constitution; RESOLUTION The City of Boulder does hereby declaze its support of, and urges a YES vote on, the ballot question known as Amendment 59, which will appear on the November 4, 2008 election ballot. ~ ~ ~ Resolved this 7th day of October, 2008. /Q j/ / ~ rl 0 Mayor Attest rty Clerk on behal of the Director of Finance and Record
