Public hearing and consideration of an application to demolish an accessory building constructed c.1940
at 2119 Mariposa Ave., a non-landmarked property older than 50 years old, pursuant to Section 9-11-23
of the Boulder Revised Code, 1981, and under the procedures prescribed by chapter 1-3, “Quasi-Judicial
Hearings,” B.R.C. 1981.

EXECUTIVE SUMMARY
The purpose of this hearing is to determine whether the building is eligible for designation and to
consider the cost, condition, and relationship to the surrounding area. Staff considers that the accessory
building is eligible for landmark designation based on historic associations with the Cox family (c.1937 –
1950) and the McCormick family (1955 – 2021), architectural significance as a c.1940 vernacular
masonry building, and for its relationship to the character of the neighborhood as an intact
representative of the area’s past.
Staff recommends the Landmarks Board place a stay of demolition on the application to provide time to
consider alternatives to demolition. Recommended motion language and findings are located at the end
of the memo (link).

PUBLIC COMMENT
•No public comment has been received regarding the current application.
OPTIONS FOR THE BOARD’S DECISION
Pursuant to Section 9-11-23, B.R.C. 1981, if the Landmarks Board finds that the building proposed for
demolition may have significance under the criteria in subsection (f), the application shall be suspended
for a period not to exceed 180 days from the date it was accepted by the city manager as complete, in
order to provide the time necessary to consider alternatives to the building’s demolition. If imposed, a
180-day stay period would start when the completed application was accepted by the city manager
(Aug. 14, 2024, when the Landmarks Board fee was paid) and expire on Feb. 10, 2025.
If the Landmarks Board finds that the building to be demolished does not have significance under the
criteria set forth in section 9-11-23(f), B.R.C. 1981, the city manager shall issue a demolition approval.
BACKGROUND
•The Landmarks Board previously reviewed a demolition application for the c. 1940 house and garage
(HIS2022-00271).
•At the Jan. 4, 2023 public hearing, the Landmarks Board placed a stay of demolition on the property,
finding that the buildings may be eligible for individual landmark designation. See Jan. 4 2023
Landmarks Board meeting materials (link).
•During the stay, the owner provided additional information regarding the structural condition of the
house. The City of Boulder commissioned a second-opinion structural report for the house from
Atkinson-Noland & Associates (link to 05.25.2023 memo – structural report begins on page 13),
which identified extensive structural deficits based on the method of construction of the house. The
owner additionally revised the request to demolish the house only and keep the garage.
•On May 25, 2023 (continued from May 3, 2023) the Landmarks Board took no action to initiate
landmark designation of the house. See May 25 2023 Landmarks Board meeting materials (link).
•At the end of the stay, historic preservation demolition approval was granted for the house as no
action had been taken by the Landmarks Board. The applicant received a Deconstruction Permit in
August 2023 and the house was deconstructed.
•On Aug. 8, 2024, the Planning & Development Services Department accepted an application to
demolish the remaining accessory building on the lot.
•Staff referred the application to the Landmarks Board for review in a public hearing, finding there
was “probable cause to believe that the building may be eligible for designation as an individual
landmark.”
•On Aug. 14, 2024, the applicant paid the Landmarks Board hearing fee.

The property is located between 21st and 22nd Streets on Mariposa Ave. in the Interurban Park
neighborhood. It is bordered by 2101 Mariposa Ave. to the west and 2125 Mariposa Ave. to the east.
The front of the accessory building faces south onto Mariposa Ave. and the rear is accessed by
Columbine Alley to the north.

The accessory building is a one and a half story garage with a square footprint and a gable roof. The
masonry building is faced with local sandstone in an uncoursed random rubble pattern. The gable roof is
wood frame with shingles on the gabled ends. A partially enclosed carport constructed sometime
between 1955 and 1964 1 of wood and Concrete Masonry Units (CMU) block is attached to the west side
of the garage. Divided light wood casement and horizontal slider windows are located on the east, west
and north elevations. A fixed pane two-over-two window is located in the north gable end and double
“hay loft” door is located at the gable in the south (alley) side.
Analysis of Integrity
Historic integrity is the ability of a property to convey its historical associations or attributes. The
National Park Service defines seven aspects of integrity to evaluate properties (location, setting, design,
materials, workmanship, feeling, and association).2

According to records, the house previously located at 2119 Mariposa Ave. was constructed between
1936 and 1940. The original construction permit was obtained in 1936 and Cecil Cox obtained a permit
to “repair and add to dwelling” in 1937. A house and accessory building in this location appears on an
aerial photograph from 1938 (Figure 5). However, it is likely that the garage was constructed before the
house as the garage is shown in need of repairs in the c.1949 photograph (Figure 4). The repairs
completed c.1949—doors and window on the façade (south elevation) possibly replaced and the mortar
between the stone repaired—indicate that the building was likely older than 10 years at this time.
However, the exact date of construction has not been confirmed.
The building is in its original location. The original design of the building has been retained with the
addition of a carport on the west side sometime between 1955 and 1964. The building retains its
historic materials, notably the local sandstone, wood shingles in the gable end and historic wood
windows and doors. The building demonstrates workmanship through the stone masonry and detailing.
The building’s ability to convey a feeling of its time has not been diminished and the setting of the
building adjacent to the alley has not changed the property’s context. In general, minor alterations have
not impacted the building’s ability to convey its association with its early residents and setting.
AREA HISTORY
The area around 2119 Mariposa Ave. has seen significant transformations since the end of the 19th
century. This area is the ancestral homelands and unceded territory of Indigenous Peoples who have

traversed, lived in and stewarded lands in the Boulder Valley since time immemorial. When gold was
discovered in the mountains nearby, 60 original shareholders of Boulder City Town Company ignored
the 1851 Treaty of Fort Laramie, also known as the Horse Creek Treaty, and claimed 1,280 acres
alongside Boulder Creek on February 10th, 1859.4 In 1871, a town government was organized under
Boulder County regulations and included the original townsite and additions to the east, south and
west.5
The development of a rail line began in 1886. The line ran from Superior and Marshall along the east
side of South Broadway Road into Boulder and had been extended all the way to Denver and then on to
Fort Worth, Texas by 1890. On June 23, 1908, electrified “Denver & Interurban” trains began to run
along both this track and the loop just west that ran to Pearl Street. The Denver & Interurban made
sixteen round trips per day between Boulder and Denver. The Interurban Park area was platted in 1908
as part of the Floral Park neighborhood (Figure 6). Nevertheless, the area remained rural with a
scattering of farms and small homes until the 1940s (see Figure 7).

After the Second World War, developers built small single-family homes on the south side of Mariposa
Avenue for the influx of returning service members. In 1954, the National Bureau of Standards Central
Radio Propagation Laboratory—now the National Institute of Standards and Technology (NIST)—was
constructed just 500 feet southeast of Mariposa Ave. The Oak Park Subdivision between NIST and
Mariposa Ave. was developed in 1956 to house employees who moved to Boulder to work at the
laboratories.
PROPERTY HISTORY
The property is located in the Interurban Park addition, platted in 1908. The earliest documented use of
the property is as farmland owned by Hattie and Joseph Klemme. R. D. Ward purchased the land in 1924
and owned it until 1937.
Charles A. Nehring (1937-1939)
Charles Nehring owned the property, according to County Records, from 1937 until 1939. Nehring
owned multiple lots in the area including Lot 8 (2125 Mariposa Ave.). There’s no indication that Nehring
lived at the property.
Cecil C. and Mary Louise Cox (c. 1939-1950)
Cecil Charley Cox was born in 1904 in Canon City, Colorado. He moved to Boulder in 1923 and married
Mary Louise Dufoa in June 1927 at the First Methodist Church.8 Cecil is identified on the 1937 permit for
2119 Mariposa Ave. as “owner,” yet according to County Records didn’t officially own the property until
1939. Cecil and Mary lived on the property with their two children, Verna (born 1934) and Donald (born
1936) from before 1940 until at least 1950, according to the Federal Census. During that time, Cecil
owned and operated the C.C. Cox Coal & Wood Yard, which sold coal, wood, and ash pit service.9 In
1943, the business was located at 945 Walnut St. By 1955, Cox was the owner of Cox Lawn Mower Sales

and Service which he operated from 2575 Pearl St. with Mary for 15 years until they sold the business in
July 1970 (Figure 10).10

Kathryn Ryce and Monica Z. Render (c.1950 - 1955)
The house was owned during this period first by Kathryn Ryce and subsequently by Monica Render. The
city directory for 1951 lists the house as vacant. By 1953, Robert Jenkins lived there. In 1955, the city
directory lists Monica Render as resident. No additional information is known about this period.
McCormick Family (1955 – 2021)
Donald E. and Ida Salome McCormick purchased the property around 1955 and are listed in Boulder City
Directories at this address by 1956. Donald and Ida married in Denver in March 1925. They had three
children: James (born 1926), Julia (born 1931), and Fleta (born 1936).
The 1959 city directory lists Donald’s occupation as a gardener. He was employed by the National
Bureau of Standards (now the National Institute of Standards and Technology, or NIST) as gardener for
14 years from to 1951 to 1965.12 Prior to this work, Donald was a farmer, as a tenant for James Platt
before 1941 (on the land that is now designated as part of the Valmont Bike Park property at 3160
Airport Rd.) and as owner of the William Adams Farm east of Boulder from 1941.13
Donald passed away on February 7, 1995, at the age of 94, and the property was inherited by his son,
James. James McCormick passed away December 10, 2020, and his son, Jerold, sold the property to the
current owners in April 2021.

PURPOSE AND CRITERIA FOR THE BOARD’S DECISION
Buildings proposed for demolition (as defined in Section 9-16-1, B.R.C. 1981) that are not located in a
historic district or designated as a landmark but are older than 50 years old are reviewed pursuant to
Section 9-11-23, B.R.C. 1981, using criteria defined by Section 9-11-1, Purpose and Legislative Intent,
and Section 9-11-2, City Council May Designate or Amend Landmarks and Historic Districts. The
Significance Criteria for Individual Landmarks (link) was adopted by the Landmarks Board on Sept. 17,
1975.
STAFF ANALYSIS
CRITERION 1: INDIVIDUAL LANDMARK ELIGIBILITY
The following is a result of staff’s research of the property relative to the Significance Criteria for
Individual Landmarks (link).
HISTORIC SIGNIFICANCE:
Summary: The accessory building located at 2119 Mariposa Ave. meets the following historic
significance criteria.
1. Date of Construction: C. 1940

Elaboration: Although the exact date of construction is unknown, the accessory building appears on
a 1938 aerial image and appears to be in state of disrepair by c.1949 in a photograph of the front of
the building.
2. Association with Persons or Events: Cecil C. Cox and Donald McCormick
Elaboration: Cecil Cox likely rehabilitated the accessory building c.1949, including possibly placing
windows and doors in existing openings (shown boarded or open in the c. 1949 image) and repairing
the mortar. Cecil and his wife, Mary, are associated with multiple working-class businesses in
Boulder. In addition, the McCormick family was connected to the house for more than 60 years and
likely constructed the addition on the west side of the garage c.1955-1964. Donald was a farmer and
gardener at NIST.
3. Distinction in the Development of the Community: Interurban Park, NIST
Elaboration: Interurban Park was platted in 1908. However, the eastern part of the neighborhood
remained rural until the 1950s. During the 1950s, the area was developed in response to the need
for housing for returning service persons and the construction of the National Bureau of Standards
Central Radio Propagation Laboratory—now the National Institute of Standards and Technology
(NIST)—in 1954.
4. Recognition by Authorities: Front Range Research Associates (1992)
Elaboration: The Boulder Survey of Historic Places, 1992 considered the property significant as an
example of vernacular architecture and notable for its stone construction. See Historic Building
Inventory Form (link).
ARCHITECTURAL SIGNIFICANCE:
Summary: The accessory building located at 2119 Mariposa Ave. meets the following architectural
significance criteria.
1. Recognized Period or Style: Vernacular Masonry
Elaboration: Architectural details include its stone construction, moderately-pitched front gable
roof, overhanging eaves, shingle gable ends, and divided light windows.
2. Architect or Builder of Prominence: Unknown.
3. Artistic Merit: Masonry building utilizing uncoursed random rubble sandstone
Elaboration: The application of the sandstone demonstrates the builder’s artistic abilities.
4. Example of the Uncommon: Masonry accessory building
Elaboration: Although there are examples of masonry accessory buildings throughout Boulder, the
style is becoming increasingly uncommon.
5. Indigenous Qualities: Sandstone was likely locally sourced.

ENVIRONMENTAL SIGNIFICANCE:
Summary: The accessory building located at 2119 Mariposa Ave. meets the following environmental
significance.
1. Site Characteristics: Cleared level lot with no primary building. The house was deconstructed in
2023.
2. Compatibility with Site: The accessory building is located at the rear of the lot, along the alley and
consistent with traditional patterns of residential lots.
3. Geographic Importance: Remnant of the area’s rural origins before development in the 1950s.
Elaboration: Interurban Park was platted in 1908. However, the eastern part of the neighborhood
remained rural until the 1950s. During the 1950s, the area was developed in response to the need
for housing for returning service persons and the construction of the National Bureau of Standards
Central Radio Propagation Laboratory—now the National Institute of Standards and Technology
(NIST)—in 1954. The accessory building is one of the few remaining buildings in the area from the
neighborhood’s early period of development.
4. Environmental Appropriateness: None observed.
5. Area Integrity: Some observed.
Elaboration: The property is not located in an identified potential historic district. Although the area
has not retained the rural feel of the 1940s, it remains residential in character. Some features of the
1950s development remain.
CRITERION 2: RELATIONSHIP TO THE CHARACTER OF THE NEIGHBORHOOD
The surrounding areas has an eclectic character and a wide range of building ages, mostly post WWII
buildings many of which have been heavily modified. The vernacular construction and use of stone
facing identifies this accessory building as one of the older properties in the area and adds to the
character of this block, the alley and area in general.
CRITERION 3: CONDITION OF THE BUILDING
The owner has not submitted information related to the to the projected cost of restoration/repair of
the building.
CRITERION 4: PROJECTED COST OF RESTORATION OR REPAIR:
The owner has not submitted information related to the to the projected cost of restoration/repair of
the building.
RECOMMENDED MOTION
Issue a Stay-of-Demolition
If the Landmarks Board finds the building may be eligible for individual landmark designation based
upon historic, architectural, and environmental significance, staff recommends the following motion
language:

I move that the Landmarks Board adopt the findings of the staff memorandum dated Oct. 9, 2024 and
issue a stay-of-demolition for the accessory building located at 2119 Mariposa Ave. for a period not to
exceed 180 days from the day the application was accepted by the city manager in order to explore
alternatives to demolishing the buildings.
A 180-day stay period would expire on February 10, 2025 (180 days from Aug. 14, 2024, when the
Landmarks Board review fee was paid).
ALTERNATE MOTION
Issue Historic Preservation Approval
If the Landmarks Board finds the building not eligible for individual landmark designation based upon its
historic, architectural, and environmental significance, staff recommends the following motion
language:
I move the Landmarks Board approve the application to demolish the accessory building at 2119
Mariposa Ave., finding that the building does not have significance under the criteria set forth in section
9-11-23(f), B.R.C. 1981.
FINDINGS
Staff recommends that the Landmarks Board adopt the following findings:
A stay-of-demolition for the property at 2119 Mariposa Ave. is appropriate based on the criteria set
forth in Section 9-11-23(f), B.R.C. 1981 in that:
1. The accessory building is eligible for individual landmark designation based upon its historic
associations with Cecil Cox and Donald McCormick, and for its architectural significance as a
vernacular masonry accessory building.
2. The property contributes to the character of the neighborhood as an intact representative of
the area’s past;
3. It has not been demonstrated to be impractical or economically unfeasible to rehabilitate the
building.
