Dear OSBT Board members,
As you know, on the night of September 11, 2013 there was severe flooding throughout
Boulder. Chief among the impacted neighborhoods was the Frasier Meadows area in east
Boulder where hundreds of homes were inundated, cars floated away and Highway 36, the
main road into and out of Boulder was completely closed, prohibiting first responders from
reaching those in danger.
Luckily at the Frasier Meadows Manor retirement community, a number of staff were on
campus to carry Boulder's most vulnerable elderly residents through the thigh-deep water to
safety. No life was lost here but much suffering ensued.
We urge you to watch the 4 minute video of the flooding of this neighborhood on the video
linked at the end of this email. It shows the real danger experienced by our community, a
danger that remains very present today.
While the Frasier Meadows Manor retirement community has provided some additional
protection at its own expense, NOTHING has been done yet to protect the other 2300 Boulder
households nor the extremely vulnerable Highway 36. Life and property remain at high risk.
The voters have twice overwhelmingly supported the annexation of the property known as
"CU South". City Council has approved it, citing the many benefits to the greater Boulder
community. The final provision which is before you is the disposition of approximately 2
acres of Open Space, disposition necessary for the implementation of flood control for the
2300 homes in the east Boulder neighborhoods. In exchange Boulder will gain 119 acres of
new Open Space lands on the property, significant additional water rights, and land and
wildlife restoration opportunities.
Next month, after this study session, the final decision to provide flood protection to Boulder
will be before you. We urge you to vote yes.
