B.Updates from the Director of Parks and Recreation
PLAY Boulder Foundation - Renewal of Memorandum of Understanding
The department has renewed a memorandum of understanding (MOU) with the PLAY
Boulder Foundation through July 29, 2027. The department and the foundation have
operated a partnership through which new funding resources have been leveraged for
enhanced capital improvements, restoration, and programming for the city’s Parks and
Recreation Department since 1976.
The renewed MOU emphasizes the desire to continue this relationship and improve the
effectiveness of the partnership for the benefit of the community, the department and the
foundation. Primary updates to the 2024 agreement include increased specificity around
quantifiable and in-kind benefits between the parties, parameters to restrict city funds
towards city projects, and better alignment between cash funding and administrative
fees collected by the foundation for sustainable operations.
Foundation staff will join the regular meeting of the PRAB on September 23rd to present
an overview of the fundraising campaigns launching this fall to generate additional
revenue for BPR projects prioritized in partnership with staff.

Crest View Park: Community Outdoor Classroom complete
At Crest View Park, BPR staff just completed in-house design and construction of an
outdoor classroom to encourage nature-based learning for schools and community
members. This area, affectionately named “The Nest” by the Crest View Elementary
School 5th graders who helped design it, reflects the design theme (birds) and
complements features in an adjacent, well-loved wetland area known to the community
as “The Habitat”. This low-cost, collaborative project was an outgrowth of a year-long
project-based learning unit led by Classrooms for Climate Action. Students learned
about the value of wetlands, nature-based climate solutions, and the benefits of
outdoor learning. The central egg sculpture (pictured below) is by local artists at Tree
8
Sky EcoArt, who used upcycled wood from forestry operations to construct the piece. To
activate and encourage use of the Nest, BPR staff are partnering with Crest View
Elementary School, the Boulder Valley School District, and nearby preschools. City staff
will celebrate completion of the Nest with the elementary school on August 28 and host
a community-wide engagement this Fall to explore how community would like to use it.
