Just reviewed the cost allocation amounts by fund, but the methodology could require some
walking through by Central Budget.
Impacts to BPR Funds:
.25ST – increase of 62% / $430k
Since 2020 actual, has grown from $564,323 to $1,127,994
Perm Parks – increase of 54% / $107k
Since 2020 actual, has grown from $127,694 to $304,385.
No impacts:
RAF, CCRS, Lottery, Capital Development
General thoughts:
Across both funds this amounts to $537k / year in funds we won’t have available to put
towards operating or capital. Roughly equivalent to same cost as the Ranger program on
an ongoing basis, or 2-3 combined AM categories.
Potential questions to discuss with Charlotte on Friday:
Only 29 funds listed; ~42ish citywide. Is there a reason not all are paying in (could
backfire with RAF, Lottery, CCRS and Capital Development)
Previously in 2021, when there were large increases, budget proposed phasing in
over multiple years – is that a consideration for 2025?
Central Services expenses are up, despite fewer departments to support (re:
Library district).
Are there conversations on adjusting expenses in those departments?
Could any 2025 realignments within central services reduce the total
contribution amount?
Methodology based – could get into more of the methodology / calculations to
push back in areas: i.e. dedicated Marketing Team, Business Services Team that
reduces reliance on citywide C&E, HR, and Finance.
Longer term strategy – with more and more of the “centralization” conversations,
this will continue to penalize non-GF funded departments as services are
centralized, with no say on costs or resourcing.

Good afternoon Directors and Department Finance Staff,
As mentioned in this morning’s email, we are sharing an update on the Citywide Cost Allocation
Model development work. We have received a draft version of the Citywide Cost Allocation Model
from Willdan Financial, our consultant, and have performed an initial review of its results (attached
allocation summary and model). The model identifies allocable central service department expenses,
which funds services that provide support to the entire organization, and identifies the costs of
serving and allocating to both the General Fund and other funds.
The current 2023 model, which is included in the 2024 Budget, was based off of the 2022 Adopted
Budget and updated last year with a 3% inflationary increase. In the current 2023 model, $13.1M
was allocated to other funds. This updated model is informing that central service departments are
now providing support at $20.3M to other funds, an increase of about 55%. The total transfer
amounts will decrease once we exclude software expenses that will be captured within direct
charges to IT’s new Enterprise Technology Fund (ETF) to avoid any cost duplication.
We have attributed increases to three primary areas:
Increased Growth of Budget, including of Central Service Departments – Allocable budget
of Central Service Departments budgeted within the General Fund has increased from
$34.9M in the 2022 Adopted Budget, to $45.2M in the 2024 Adopted Budget, an increase of
30%. This is primarily due to the growth of the city budget in recent years as well as the
reorganization of programs across departments.
Property & Casualty insurance increases – Insurance costs have increased from $3.0M to
$6.5M (119%), between the 2022 and 2024 Adopted Budgets.
Formation of the Library District – The existing 2023 model identified about $3.2M in central
services provided by the General Fund in benefit of the former Library Department. The
$3.2M in service formerly directed towards the Library was reallocated across all funds.
We recognize the significance of this impact across funds, and welcome discussion and your
questions as you review this attached draft model. All calculations are viewable and auditable. Below
is a reference of sheets that may be helpful for your review:

potential options for incorporating the plan’s output while also exploring potential options to
minimize disruption of each fund’s operations, understanding that different funds may require a
tailored approach. We plan on discussing implications with EBT next week, and our goal is to finalize
a plan no later than next Friday May 10.

Jason – Emerald (Emi) Murphy is the Interim Executive Director of Community Schools
for BVSD and has oversight for community use of district facilities.
Emi – Jason is the Deputy Athletic Director at CU and with the pending loss of tennis
courts at CU South, will be looking for outdoor courts next January-Fall of 2025.
I just got off the phone with Rob Price, BVSD Assistant Superintendent, who thought
there’s be an opportunity to explore CU tennis team use at Centennial Middle School
during school hours and when the courts aren’t being used by BVSD – there are 8 courts
there now under complete redevelopment to be complete later this summer.
You two can take it from here, happy to connect two folks doing great work in our
community.

Sorry I missed your email yesterday! Going a mile a minute these days and
just trying to keep up.
I totally understand the position the BPR is in, as we are in the same position.
As hard as we are trying, saving accessible indoor tennis this year in Boulder
is going to be very difficult to achieve.
I should let you know that I am working with Allen Kiel on the broader project,
and he is very keen to help us achieve funding. He reached out to me this
morning and, after our catch up, reached out to Chris Meschuk, who he has
worked with before. I think we’re all looking for a way to give it one more big
push here in Boulder before I have to start looking to other communities that
may be able to move more quickly. I only have one bubble, and I can only
move it once.
Thursday, May 2nd at 11am would be great!
Thank you so much for your time and interest, and especially for being in
touch. I know you are busy with so many projects around the City that need
your attention. I still remain hopeful that we can work together either now or
in the future to provide something special in Boulder for the thousands of

Thank you for the follow-up and looping me in on your lobbying of
Boulder elected officials, that is helpful for me to know. I appreciate
what you have created at Rocky Mountain Tennis Center and
understand your sense of urgency to have a solution in place for this
upcoming indoor season so your business can continue to operate.
Unfortunately, we simply can’t align with your desired timeline to
make something happen this year. While I outlined parts of the work
ahead at a very high-level in my email below, I didn’t include many
other details and constraints that make construction not possible
this fall for winter operations. Even if we had the appropriate
framework in place to support a new operation and potential
partnership for a new facility at East, the construction project is
planned for next year allowing time for the related site planning,
careful design, and other development-related work required to build
new amenities at the East Boulder Community Park.
In short, while I very much appreciate your urgency, we are working
for the good of the whole community and the investment you’re
asking us to make in funding, staffing, and land requires the diligence
and timing I’ve outlined b11aelow. We can talk partnership later this
summer and construction of EBCC courts will occur in 2025. I’d be

Dear Ali,
Thank you for getting back to me about this idea. I do understand
your position, and I am willing to work within your timeline. I also
think a potential partnership with Gonzo Tennis could be
interesting and mutually beneficial for all involved. That said, the
timeline is very risky for indoor tennis this coming winter. Without
support for our project in Boulder County, the sport of tennis
faces a massive shutdown in every demographic that we have
served at RMTC for decades: community tennis, active adults,
children learning the game, kids with dreams of becoming great,
wheelchair tennis, tennis for lower income families, seniors who
depend on tennis, family tennis, University of Colorado Women’s
Team and Club Tennis Team, and professional tennis. We have
provided for all of these demographics at RMTC over the years,
and all of that is going away with the closure of RMTC and CU
South later this year. I am proud of the work that we have done
especially helping the Harvest House Tennis Club transition from
that of a private membership play facility to a facility that is open
to members and the public alike.
I am hoping that we can work together more urgently to create
some sense of commitment to achieving a public private
partnership in the months to come. I do need to bring to your
attention that other communities have heard what is happening
to tennis here in Boulder, and we have felt the necessity of
speaking with them as well. I would love to stay in Boulder, but
the reality is that time is of the essence, and it is going quickly if
we are to have any hope of saving indoor tennis this winter in
Boulder. If we decide that there is too much risk in waiting, we
may not have a choice and be forced to move forward elsewhere.
I hope that we can work together to create a triple win for BPR,
CU Women’s Team, and the broader Boulder tennis community
with our bubble in Boulder this year.
Please let me know if there is an opportunity to discuss this
further. I do understand your timeline, and I hope that you

Dear Honorable Mayor and Members of the City Council,
My name is Kendall Chitambar. I am one of the co-operators of
Rocky Mountain Tennis Center, one of the tennis facilities
destined for immediate closure. Mayor Brockett, it was a
privilege to meet you a few weeks back at the Commissioner
Lochamin event hosted by Bill Rigler. My apologies this email is
coming later than I would have liked, but with preparing for the
imminent closure of Rocky Mountain Tennis Center site, moving
our nearly 50 year operation (previously to 2012, Harvest House
Tennis) to CU South, and the struggle for support to mitigate the
looming tennis crisis through Tennis Center of the Rockies in
Boulder County, and still trying my best to be of service to the
tennis community, it has just been a lot for me professionally and
personally.
As you know, Boulder faces the imminent loss of more than two
dozen courts. This has created grave uncertainty and concern.
But I write today with good news, and confirmation of the
proposal that I discussed with you in person for what I hope will
create hope.
The closure of Rocky Mountain Tennis Center this month -- while
it will displace hundreds of players, public winter play, and the
CU Women’s Team – has left us one positive: a tennis "bubble"
that covers courts in winter and can be used for the months in
which snow and cold otherwise prohibit play. This bubble has
served RMTC for years and is in terrific shape. When RMTC
closes, in the coming weeks, the bubble will be moved and
stored. Then, with modest work, it can be erected again next
fall/winter on another set of tennis courts to provide Boulder with
the answer to a vexing question: what will the public, CU
Women’s team, wheelchair tennis and others do next winter?
The bubble is the answer to that question. I propose that I use my
decades of expertise as a tennis pro, and die hard supporter of
community tennis, to work with the city to bring our bubble to
four of the eight city courts proposed to be built at East Boulder
Rec Center next year for winter play this year. We would work
with Boulder Parks and Rec directly on the details of including
Gonzo Tennis in this new relationship, but basically the concept
would be entering into a public-private partnership where BPR
would bring the courts and we would bring the indoor bubble
facility and the investment needed to put it up on a seasonal
basis. This would provide immediate relief for a tennis
community feeling hopeless, offer instant access to the public
during winter, while allowing a longer-term process to play out
about how to provide fuller access to Boulder residents.
In writing to you about this, I do not do so lightly or without having
done my homework. I’ve worked at length with two bubble
companies and our own bubble consultant to understand this is
an absolutely viable option. I have spoken at length with staff at
parks and rec, and they have signaled to me that this idea is
worth looking at as they complete their court systems planning
process toward the end of the summer. I fully understand that
there is a process to developing such a public-private
partnership that I am more than willing to go through. But I am
prepared to help raise investment in such a facility given the right
conditions. But the need to move forward quickly is paramount
given the time needed to develop a partnership, modify current
site plans to accommodate for indoor tennis, and ultimately,
build courts.
I can assure you that I come from a place of deep dedication to
community tennis, more than two decades of service to all levels
of players, able-bodied and wheelchair, and a commitment to
serving public schools and lower-income families through our
5430 Kids Tennis Foundation (501c3.) In short, I see tennis as a
vehicle for physical and mental health, and equity, and I feel
deeply aligned with Boulder’s values.
I would be thrilled if we might figure out how to make a positive
from the demolition of RMTC, and make use of the bubble at a
time when the community is anxious for good news that could be
a triple net win for our community: Boulder Parks & Rec,
University of Colorado Women’s Tennis, and the broader Boulder
tennis community in general, which now must include the
hundreds if not thousands of tennis players being
disenfranchised from RMTC. Thank you so much for the
opportunity to reach out to you today and for your consideration.

when we have completed our Court System Plan. I think
you’ve been looped in along the way and so are aware
that we are in the final stages of this planning process,
which includes developing policy guidance around BPR’s
potential role in indoor tennis. Once that is done, we
expect it to inform our requirements for a facility and
if/how/where we would consider your donation. We do
have to note, however, that we would not enter a
management partnership without a full competitive
procurement process. We have a long-standing and
successful partnership with Gonzo Tennis, and when
that agreement reaches it term, our financial guidelines
require that we issue a new RFP. Part of the evaluation of
indoor operations will be the delivery method – direct
ourselves or through another partnership. If our analysis
determines the best delivery model is through a
partnership, the operation of a BPR court facility would
be part of the next tennis instruction RFP.

a short-term solution to get through this winter. I’m not sure our timelines will align… (Sarah
would be a good one to poll for a pulse check on how controversial this would be at HP! “This”
being allowing a bubble on 4 courts at East until we can explore a permanent facility at
Valmont City Park.
Sidenote for you only – I’m also very deep in conversations with CU and there truly is a lot of
exciting potential. LMK if you want to chat – this one is complex but we’re deeply involved in
figuring out solutions that make sense long-term.

Tennis Center (RMTC) and applicant to the County to build a new indoor/outdoor
public/private tennis center in Gunbarrel. That project is currently on hold as the
applicants try to understand county staff's position on the proposal.
As you may know, I am a loyal fan of RMTC and have offered to help Kendall in any way I
can, now that I am no longer on Planning Board.
Kendall would like the opportunity to speak with you, as the City's Planning Department
director, to understand the City's plans for the CU South Tennis Courts, where RMTC has
found a temporary summer home. He has been led to understand that this part of CU
South is still owned by (or managed by) the City and that future plans for this part of the
site are the City's responsibility. He would really appreciate the opportunity to
understand the plans and timeline for this site, in hopes that there might be mutually
beneficial opportunities for the City, RMTC and CU to continue to use this site into the
foreseeable future.

RMTC and CU South later this year. I am proud of the work that we have done especially
helping the Harvest House Tennis Club transition from that of a private membership play
facility to a facility that is open to members and the public alike.
I am hoping that we can work together more urgently to create some sense of
commitment to achieving a public private partnership in the months to come. I do need
to bring to your attention that other communities have heard what is happening to tennis
here in Boulder, and we have felt the necessity of speaking with them as well. I would
love to stay in Boulder, but the reality is that time is of the essence, and it is going quickly
if we are to have any hope of saving indoor tennis this winter in Boulder. If we decide that
there is too much risk in waiting, we may not have a choice and be forced to move

was a privilege to meet you a few weeks back at the Commissioner Lochamin event
hosted by Bill Rigler. My apologies this email is coming later than I would have liked, but
with preparing for the imminent closure of Rocky Mountain Tennis Center site, moving
our nearly 50 year operation (previously to 2012, Harvest House Tennis) to CU South,
and the struggle for support to mitigate the looming tennis crisis through Tennis Center
of the Rockies in Boulder County, and still trying my best to be of service to the tennis
community, it has just been a lot for me professionally and personally.
As you know, Boulder faces the imminent loss of more than two dozen courts. This has
created grave uncertainty and concern. But I write today with good news, and
confirmation of the proposal that I discussed with you in person for what I hope will
create hope.
The closure of Rocky Mountain Tennis Center this month -- while it will displace
hundreds of players, public winter play, and the CU Women’s Team – has left us one
positive: a tennis "bubble" that covers courts in winter and can be used for the months in
which snow and cold otherwise prohibit play. This bubble has served RMTC for years and
is in terrific shape. When RMTC closes, in the coming weeks, the bubble will be moved
and stored. Then, with modest work, it can be erected again next fall/winter on another
set of tennis courts to provide Boulder with the answer to a vexing question: what will the
public, CU Women’s team, wheelchair tennis and others do next winter?
The bubble is the answer to that question. I propose that I use my decades of expertise
as a tennis pro, and die hard supporter of community tennis, to work with the city to
bring our bubble to four of the eight city courts proposed to be built at East Boulder Rec
Center next year for winter play this year. We would work with Boulder Parks and Rec
directly on the details of including Gonzo Tennis in this new relationship, but basically
the concept would be entering into a public-private partnership where BPR would bring
the courts and we would bring the indoor bubble facility and the investment needed to
put it up on a seasonal basis. This would provide immediate relief for a tennis
community feeling hopeless, offer instant access to the public during winter, while
allowing a longer-term process to play out about how to provide fuller access to Boulder
residents.
In writing to you about this, I do not do so lightly or without having done my homework.
I’ve worked at length with two bubble companies and our own bubble consultant to
understand this is an absolutely viable option. I have spoken at length with staff at parks
and rec, and they have signaled to me that this idea is worth looking at as they complete
their court systems planning process toward the end of the summer. I fully understand
that there is a process to developing such a public-private partnership that I am more
than willing to go through. But I am prepared to help raise investment in such a facility
given the right conditions. But the need to move forward quickly is paramount given the
time needed to develop a partnership, modify current site plans to accommodate for
indoor tennis, and ultimately, build courts.
I can assure you that I come from a place of deep dedication to community tennis, more
than two decades of service to all levels of players, able-bodied and wheelchair, and a
commitment to serving public schools and lower-income families through our 5430 Kids
Tennis Foundation (501c3.) In short, I see tennis as a vehicle for physical and mental
health, and equity, and I feel deeply aligned with Boulder’s values.

our Court System Plan. I think you’ve been looped in along the way and so are
aware that we are in the final stages of this planning process, which includes
developing policy guidance around BPR’s potential role in indoor tennis. Once
that is done, we expect it to inform our requirements for a facility and
if/how/where we would consider your donation. We do have to note, however,
that we would not enter a management partnership without a full competitive
procurement process. We have a long-standing and successful partnership with
Gonzo Tennis, and when that agreement reaches it term, our financial guidelines
require that we issue a new RFP. Part of the evaluation of indoor operations will be
the delivery method – direct ourselves or through another partnership. If our
analysis determines the best delivery model is through a partnership, the
operation of a BPR court facility would be part of the next tennis instruction RFP.

Background:
Our Special Olympics track team practices at Centennial Middle School on Wednesday
evenings. With middle school intramural track meets happening on Wednesdays, we
won’t have access to the track 4/24, 5/1, and 5/8. While we have locations across the
system where we can practice, ideally they’d get on a track one last time before the
State-wide Special O meet on 5/11/24. BHS tracks are all full since it’s track season.
I recognize your track is likely busy, too, so understand a no but want to ask. Our
athletes are amazing but since most have some form of a developmental disability, their
track etiquette isn’t great so we can’t really share.

Thanks for doing your research here. We are not committed to the lowest bidder, and yes, you
can negotiate in good faith, but it should be based on the rates they provided in their services

The quotes should match the rates listed in Exhibit A of both contracts (which are different
than how their quotes were structured). This should identify labor hours required x # of hours
for each task/subtask. The alternate option is to get a 3rd vendor to provide a quote for the
same services and upload that.
When submitting the information for the requisition, I would appreciate everything you’ve
detailed below for awareness. I also want to be cautious that any change order that pushes
this contract over $50k would require a contract amendment and/or going out to bid, that I
would have very close oversight as you’re working with them.

Attached are two bids for Beach Park Irrigation Rebuild. Landscape Concepts came in at
$30,017.00 and Grandview came in at $48,500.00.
I would like to go with Grandview for a few reasons:
1. Attention to detail. Beach Park is a high use park on the hill that attracts a lot of
attention with the public, whether that is residents or students.
2. Less supervision needed. The bid includes a site supervisor of roughly 5hrs a day
4x a week. This would then free up myself and Ken R. to work on other parks
throughout the city in terms of maintenance, especially since we are turning
systems on.
3. Beach Park is super rocky, which requires more time to install our mainline and
laterline to our design standards etc.
4. Tree protection, there are a lot of high value trees at Beach Park. I did a walk
through with forestry earlier this year and we discussed hand digging and tree
protection.
5. Stazio phase I. We are scheduled to rebuild Stazio's irrigation in 2025. Due to the
level of detail that will be required at Stazio, I believe that we need to find
contractors that are detail oriented. I think it is in our best interest to pay a bit more
up front for quality work, so our maintenance staff doesn't have to go back and fix
mistakes etc. John Cogdill used Grandview on multiple occasions simply because
they followed our design standards and their attention to detail was good.
6. Landscape Concepts is a good company and the work that was done at
Wonderland was good, but I need a bit more in terms of detail.
Are we allowed to negotiate with companies/contractors based on bids etc.?

Following up on the Council memo-- we made some edits to the section about the Greenways
plan, to soften the language while still including it as information:
“Additionally, the Greenways Plan (2011) identifies Central Park as potentially eligible for
listing in the State and National Registers, with the statement “possibly eligible as component
of a historic district.”[1] A 2001 Historic Resources Survey Report prepared for the State
Historic Preservation Office identified Central Park as a “cultural landscape.”
I wasn’t part of the development of the Greenways plan, but I would be concerned if we
represent that a city-adopted document is not a reliable source of information. With a little
more digging, it appears that Public Works hired Peter Gleichman of Native Cultural Services
to prepare a Cultural Resource Inventory (attached). While the information is dated, it did
follow professional standards in making recommendations. I understand going forward a
Cultural Landscape Assessment will be the standard practice for assessing parkland.

Thank you for the opportunity to review this memo. It is extremely thorough and I learned a ton
about our downtown history while reading! I have some questions/comments that I thought might
be messy to put directly into the document and have only included a smaller group here. Some of
this could stem from me still learning the process and role of staff versus the applicants. My general
heartburn is coming from the Landmarks Board staff analysis and process and engagement sections
of the memo. Based on the Landmarks Board recommendation, I think equity and engagement will
be the main focus of council’s conversation. They are likely to look to staff to remedy the
differences between the staff recommendation and the board recommendations. Here are some
questions/comments:
The current staff analysis of the LB recommendation indicates that it would be difficult to
justify the expansion of boundary to include Block 11 based on current criteria. Did we
conduct a full analysis of the LB recommended area based on the criteria or did we only do a
full analysis of the applicant proposed boundaries?
The reason we as staff don’t support the recommendation to include Block 11 at this
time is precisely because the timelines for this district application review don’t now
allow the type of analysis that should accompany any district designation.
Following the Feb. 7 Landmarks Board meeting, I did speak with a State & National
Register Historian at History Colorado (the State Historic Preservation Office),
consulted with our project team and made a site visit, but, as you may be somewhat
imply, the idea hasn’t been fully or appropriately vetted. The idea of including Block 11
raises many appropriate and significant questions about the role of preservation, who
benefits from designation and who is left out, and how the preservation field can be
more inclusive. There is work being done across the country to recognize histories that
have been erased. But we would need to learn more about those considerations in
order to provide an informed opinion and recommendation, which is beyond the scope
or timeframe for this application.
I think it is appropriate to distinguish between the CLA findings and the full staff analysis as
the memo does currently, especially since that was the basis for the PRAB recommendation. I
put one comment in the Boundaries section to this effect – I think it is important to make sure
we have one staff recommendation. If the CLA is a staff analysis, then it was one piece of the
overall staff recommendation. So I think it is fair to point out the findings of the CLA, as long
as the overall staff recommendation does not get muddled. A check on clarity, especially
within the Boundaries section, would be appreciated.
Your point about the multiple boundary recommendations is well taken; I’ve moved the
boundary recommended in the CLA findings to the CLA section, which is clearer and
flows better.
I think we need to be careful about how we are talking about the Racial Equity Instrument. I
can see us being asked if we are now planning to apply the REI to every application that we
receive? If we had specific justification to apply the REI, why did we do it in this case? Does
this relate to how staff analyzed the application based on the criteria?
There seems to be a fine line in how to incorporate this information, if at all. If this
information was useful and appropriate in forming the staff recommendation, then
how might it apply to the staff analysis of the LB recommendation?
Historic District designations are the largest case types in the historic preservation
program, with the broadest community impact. The Racial Equity Instrument would be
appropriate to use in all future historic district applications and for the Historic
Preservation Plan, which sets the program’s policies and priorities. However, I don’t
think it would be appropriate to use it for every landmark designation, Landmark
Alteration Certificate, or demolition application.
Same type of questions on engagement – is it staff’s responsibility to conduct engagement on
behalf of the applicant or is it the applicant’s responsibility?
If it is the applicant’s responsibility, why did we consult with CCiRs?
I can see us getting questions about the scope/effectiveness of our engagement. Is
that on us or the applicant? (and not at all suggesting our engagement activities
weren’t adequate, just trying to anticipate questions from council)
We have operated on the understanding that it is staff’s role to conduct the community
engagement for applications received by third parties. This district is unusual in that all
of the properties are owned by the city, and all are also “public” assets; we followed
the code requirements for the public process, and then adapted it to add department
coordination and broader community-wide engagement. We consulted the CC-in-Rs
twice: once for feedback on the project’s racial equity strategies and then for input on
the walking tour script. Vivian Castro-Woolridge and Cate Stanek are on our project
team, and we’ll work to prepare for questions about the engagement work. Your
additional guidance/perspective is much appreciated.
@Rhodes, Alison, in addition to edits/comments added in the draft, there are two of your
comments I wanted to respond to here:
The recommendation re: the Greenways Plan. I believe the direct quote from the
Greenways Plan (p116) accurately describes the recommendation, so it seems
appropriate to include with the others. Let me know if you still feel differently, so we can
discuss it. We could additionally include “and should have preservation of their
historical integrity as a priority.”
The recommendation re: History Colorado’s opinion that Boulder Creek would likely be
excluded if considered for State or National Register designation. In the absence of an
official Determination of Eligibility, I don’t feel comfortable that this would be
appropriate to include in the public record. The conversation I had with the State & Natl
Register historian was only one person’s opinion, something I sought to get context for
the local analysis and nothing official. The National Register Guidelines on boundary
justification adequately supports inclusion of waterways. Again, however, do please let
me know if you still feel differently, so we can discuss it.

What a treat to meet earlier! It was very helpful to explore your use of PowerDMS in your recent
reaccreditation, including how you continue to use the system for ongoing training and
accountability across all your staff. I'm glad it was a helpful tool, and you could point out some
of the pain-points that were time consuming as you got your content ready for final review.
It sounds like the per-license pricing for PowerDMS is pretty variable, so I'm reaching out to our
IT staff to see about the existing Police agreement and how that pricing works. For both the
Standards and Policy modules, which would be required to host documents online and
manage approvals, we've been quoted about $7,500 per year including 25 licenses.
Finally, I'm very excited to see your content for reference as our teams build their chapters!
Those whole-chapter documents would be helpful, whether in Word or PDF format, for

Hi Alison,
I wanted to introduce you to Peter regarding developing our upcoming article that highlights how
Tennis Venue Services supported the City of Boulder Parks. He will be assigning a writer to the
article. The writer only needs 30 minutes of your time; we'll handle the rest.
A couple of the areas are:
- Providing an infrastructure park assessment January 2022 - Some recommendations that were
provided (need for additional outdoor/indoor courts, partner with CU for indoor and fundraising
ability)
- Support with services for the Court System consulting initiative by reviewing the RFP, promoting
the RFP to potential consulting firms, working with Pros Consulting and the city promoting the
community survey, validating and providing insights into the survey results, and providing insights
into how other parks have approached infrastructure for tennis and pickleball court demands.
