SUBJECT: Approval of Federal Aviation Administration Entitlement Dispersion
In accordance with the United States "Aviation Investment and Reform Act for the 21st
Century", enacted in Apri12000, Boulder Municipal Airport receives $150,000 per year for
airport pavement maintenance from the Federal Aviation Administration (FAA).
Since $150,000 is not usually sufficient to cover most pavement repairs, an agreement was
signed in 2004 between the FAA, Colorado Department of Transpor[ation (CDOT), and four
Colorado general aviation airports. The agreement was to transfer Boulder Municipal Airport's
yearly grant of $150,000 as follows:
2004 to Pagosa Springs Airport
2005 to Akron Airport
2006 to Craig Airport
In 2007, each of the above airports will then transfer their grant money to Boulder, resulting in a
lump sum of $600,000. This money will be used to rehabilitate the western half of our parallel
taxiway and the entire aircraft parking ramp.
The attached agreement allows the transfer of funds to Craig Airport, in accordance with the
2004 agreement.

Enclosed are four copies of the Airport Improvement Program (AIP) "Agreement For
Transfer of Entitlements." This agreement will transfer $150,000 of Fiscal Yeaz 2006
Federal funds from the Boulder Municipal Airport, Boulder, Colorado, to the Craig-Moffat
County Airport, Craig, Colorado. Please complete this agreement by having the authorized
officials execute the appropriate sections. Certification by the attorney should be
completed following the acceptance and dated on or after the acceptance date.
After execution and certification of the "Agreement For Transfer of Entitlements", please
returrt three copies to this office. The other copy is for your records.
