Two officers responded to a call from a mother who alleged that her juvenile son threatened her via text
message. The mother did not want her son in their home. When officers attempted to speak with the
juvenile, he ignored their instructions to stop and brushed past them to enter the home. The officers
grabbed the juvenile to prevent him from entering the home and all three landed on the top platform of
the stairs. The mother complained about the force used on her juvenile son.

During a camp cleanup operation, Officer 1 encountered the complainant who refused to pack up her
campsite or provide her name. Sergeant 1 arrived to assist, and the complainant continued to refuse to
cooperate. When they reached to grab her, the complainant struggled against their attempts to control
her, threw Sergeant 1 to the ground and fled. The complainant returned and was apprehended by
additional officers. While handcuffing her, Officer 2 referred to the complainant as “bro” and Sergeant 1
used a male pronoun while instructing officers. The complainant objected and shouted that she had been
misgendered. Several officers on-scene used male pronouns in reference to the complainant when they
spoke among themselves.

MI2024-020
Officer 1 was assigned to investigate allegations that a man sent threatening emails messages to a car
repair shop. Officer 1 contacted the complainant, who admitted sending the emails. During their
conversation, the complainant voiced concerns about the service he received from the repair shop. Officer
1 informed the complainant that his complaints against the repair shop were civil in nature and eventually
arrested the complainant for menacing and harassment. He alleged that Officer 1 did not conduct a
sufficient investigation

A person submitted an anonymous complaint alleging that Officer 1 ignored their request for his business
card. Body-worn camera captured the interaction and no request for a business card is heard.

Update: December 17, 2023, Fatal Officer-Involved Shooting
Boulder County District Attorney determined no charges appropriate
for December’s fatal officer-involved shooting.
BPD released additional video footage from this incident on its public website.
BPD provided the IPM with a hard drive that contains the investigative file from
the Boulder County Critical Incident Response Team.
The IPM will keep the Panel apprised of developments and timelines for review.

Alongside Panel Co-Chair Victor King, met with the Boulder County Public Defenders
Co-hosted the Public Safety Listening Session on May 18, 2024 with the Center for People
With Disabilities along with follow-up meetings.
Separate from community engagement, the IPM presented five briefing session to BPD
patrol officers to describe the civilian police oversight system and answer questions.
