Second by Whyel. All in favor. The motion passed unanimously. Agenda Item 2: MINUTES [00:01:34 Audio min.] Item 2A: Approval of the 2024 February Minutes First motion by Whyel to approve the minutes. Agenda Item 4: MATTERS FROM COMMISSIONERS [00:02:27 Audio min.] Item 4A: Liaison Updates Cole said the Colorado MahlerFest will be held from May 15-19 and the agenda looks fantastic. Whyel announced Boulder Chorale has two upcoming concerts on April 27 and 28. The performances will feature the Uvalde, Texas High School’s Mariachi band. 2 Kert said she is looking forward to Boulder Arts Week which runs from April 5-13. Schmid said she has documentation from The Dairy Arts Center asking for a $1,500 donation Kash said Motus Theater has a performance tomorrow at the Capitol Complex in Denver. Item 4B: Other Topics from the Community There were no topics from the Community. Agenda Item 5: GRANTS PROGRAM [00:05:37 Audio min.] Item 5A: Grant Reports Interim Arts Program Manager Lauren Click reviewed the following four grant reports. • 2021 Arts Education Grant, Boulder Symphony, Boulder Symphony and Boulder Muse Collaborate 2021 - 2022, $3,000 • 2023 Arts Education Grant, Luna Cultura, art, science and culture for thriving communities, Historia y Saberes para el cuidado de la Madrea Tierra, $3,000 • 2023 Community Projects Organizations, The Mariposa Collective, Emergence, $10,000 • 2023 Community Projects for Organizations, The Hill Boulder, Live from The Hill 2023, $6,000 Click explained the Commission members will vote on the approval of the reports. She said commissioners have the options to: • Approve all reports, • Approve individual reports, • Approve individua reports while submitting specific questions, • Postpone approval of individual reports pending the answers to specific questions, and/or • Not approve individual reports and cancel the final 20% payment. Cole said, ‘I move that we approve the grant reports from Boulder Symphony, Luna Cultura, art, science and culture for thriving communities, The Mariposa Collective, and The Hill Boulder.’ Second by Whyel. There was no discussion. All in favor. The motion passed unanimously. Whyel was impressed with The Hill Boulder’s budget details and their transparency that they failed to hire people of color. Schmid inquired as to why people of color were not hired. Click will research and investigate. Kert asked i f the Arts Commission can be of assistance. Schmid said she has connections with local artists of color. Kash said he was happy with the takeaways from Boulder Symphony and their overall assessment of the community. He said he was impressed with Luna and the amount of collaboration that they had with various other organizations across the city. Kash added that Mariposa was able to engage a large amount of people to experience the art through three sold-out performances. 3 Kash commented on the low level of participants engaged in The Hill Boulder’s event. Click said she will relay the commissioners’ feedback to the grantees. Item 5B: Recertification of 2022-24 General Operating Support (GOS) Grants Click said there are three general operating support reports to approve for recertification. • The Colorado Chautauqua • JLF Colorado • EcoArts Connections Click explained the Commission members will vote on the approval of 38 reports. She said commissioners have the options to: • Approve all reports, • Approve individual reports, • Approve individua reports while submitting specific questions, • Postpone approval of individual reports pending the answers to specific questions, and/or • Not approve individual reports and cancel the final 20% payment. Kash said, ‘I move that we approve the reports for the 2022 to 24 General Operating Support Grants for The Colorado Chautauqua, the Jaipur Literature Festival Colorado, and EcoArts Connections.’ Second by Cole. There was no discussion. All in favor. The motion passed unanimously. Kert said EcoArts Connections is very grateful for the general operating support. Item C: Artist Hiring Incentive Grant Schmid recused herself from the vote due a conflict of interest. Click said there were 16 applicants for Friday’s lottery-style grant awards. She said there are six $3,000 awards. She reminded the commissioners that the grant’s purpose is to enable Boulder-based organizations and businesses to hire Boulder-based artists. Click said ‘Dance with Georgia’, an organization run by Schmid, is one of the lottery-style award recipients. Click explained, in October, the commissioners approved that staff will determine if the applicant is eligible to be approved to receive the grant. Click said since Schmid voted in October, she must now recluse herself from the vote to approve her own grant, and the commissioners must vote to approve. Click said Dance with Georgia is eligible for this grant. She said Schmid won the lottery and said Dance with Georgia is funding a local Boulder-based artist to work on the Brown Sugar Nutcracker with her. Whyel said, I move that we approve an Artist Hiring Incentive Grant for Dance with Georgia’. Second by Cole. There was no discussion. All in favor. The motion passed unanimously. Kash asked if there is a list available that shows the applicants who did not win the lottery. Click confirmed and said she advised the applicants the next round closes in May. 4 Click discussed the following reminders. • Community Project Grants for Individuals – Preliminary review is due Wednesday, April 3 at noon. • Community Project Grants for Organizations – Final review and score is due Wednesday, April 10 at noon . Agenda Item 6: [00:15:46 Audio min.] INTRODUCTION TO 2025 NEEDS ASSESSMENT Click introduced the consulting team consisting of Kendall Peterson (ThereSquared) and Jill Stillwell (Stillwell Cultural Consulting). Click said Jamie Geillis (Centro, Inc.) will also work on the Needs Assessment. Click explained the study will focus on 2025 2A funding and the sunsetting of The Cultural Plan. She said staff recommendations are due to City Council by June. Click said the purpose of the Needs Assessment is to identify conditions to address in 2025. She said staff is also asking the consultants for help in the short term on some very specific things. She said between the present and mid- 2025, there will be full research to determine the best usage of the 2A funding. The consultants will review the current grant program and public art program in addition to identifying new needs and opportunities. Recommendation will be developed for staff to consider when working on the 2025 budget. Peterson explained the project’s purpose. • 2A: Majority of Boulder’s voters approved a 20-year tax renewal dedicated to arts, culture, and heritage purposed. • Additional funding begins in FY 2025. • Research and prepare a Short-Term Needs and Funding Assessment for 2025 bridge year. • Prepare for a deeper, more extensive planning process to update the current Master Plan for the Arts & Culture Department in the future. Peterson explained the process. She said the consulting team will engage in: • Research and analysis in 3 major areas: o Existing and future General Operating Support (GOS) grants o Public art maintenance plan and staffing needs o Current relevant City of Boulder plans and alignment • Hosting a series of listening sessions and interviews to gain input into the Short-term Needs and Funding Assessment • Draft and present the Short-Term Needs and Funding Assessment • Timeline: March – June 2024 Peterson said the engagement plan includes the following. • 2A Campaign Committee/Create Boulder Group • Past GOS Grant Recipients • Grant Applicants • Two Arts Commissioners • City of Boulder Arts & Culture Staff • City of Boulder Leadership • Other Key Stakeholders Kash and Schmid indicated their interest to represent the Arts Commission. Kert nominated Kash and Schmid. There was a nod of approval from all of the commissioners. Kert announced Jill Katzenberger (Junkyard Social Club) will be appointed as the new Boulder Arts commissioner. Jill’s first meeting will be on April 24. The grant reports requiring action have been distributed to Arts Commission members by email. Commissioners have the options to: a.Approve all reports, b.Approve individual reports, c.Approve individual reports while submitting specific questions, d.Postpone approval of individual reports pending the answers to specific questions, and/or e.Not approve individual reports and cancel the final 20% payment. −6C, Recertification of a 2022-24 General Operating Support (GOS) Grant. Staff will ask commissioners to vote on a motion to approve the 2023 GOS grant report. The sole criterion in deciding on approving and recertifying GOS reports is to confirm that the organization continues to be able to fulfil the objectives that they described in their grant application. RECOMMENDED MOTION “I move that we approve the report for the 2022 – 24 GOS Grant from The Big Dream.” DETAILS: The purpose of recertification is to align the triennial timeline of the GOS grants to the City’s budget cycle: funding appropriations like this are made for each calendar year. At the meeting Commission members will vote on the approval of the report. Commissioners have the options to: a.Approve the report; b.Approve the report while submitting specific questions, c.Not approve the report, and/or d.Postpone approval of the report pending the answers to specific questions. −7B, Update on the Needs Assessment. Staff will offer a brief update on the progress of the needs assessment for the 2025 bridge year. To date, the consultants have hosted five interviews with staff and six focus groups. The focus groups with General Operating Support grantees involved representatives from 47 arts nonprofits – both recipients and those that had been funded at a lower am ount, declined, or were not eligible in the past. They also met with the Arts Commission liaisons and the Create Boulder tea m. They are finalizing research and will seek feedback from the city’s Community Connectors in early May. Once completed, they’ll integrate feedback, gather recommendations, discuss with staff and the two Arts Commissioner liaisons, and present to the group in June for endorsement. >Commission Correspondence The transparency practices of the Boulder Arts Commission require that emails to three or more members of the Commission be published in the public record. In Attachment Two please find emails received between the publication of the March 27 to April 24, 2024, meeting packets. 8 >Staff Updates >Grants and Programs for Organizations Work continues to support applicants and promote the 2024 Boulder Arts Commission Grant Program. Also included in the email to Commission with reports to review were the follow ups from the GOS financial document questions from the Colorado Music Festival, Junkyard Social Club, and Studio Arts Boulder, and the follow up text from The Hill Boulder. Staff will be paying docents to help with this effort. Staff is also working to increase social media and e-newsletter presence. The Implementation Plan was approved by the Boulder City Manager and is now publicly accessible on the Public Art website. 9 Staff continues to work with the Budget Office on public art funding allocation procedures in the Capital Improvement Program and from the Community Culture Resilience and Safety Tax (CCRS) allocations . Staff continues to support colleagues in the Planning and Development Services division on improvements to the permitting of public art. Public Art Commissioning Updates: - North Broadway (Sharon Dowell): Preliminary Design was approved and now working on engineering documents and installation plan. Anticipated install is August, 2024. - Experiments in Public Art, Farm to Spaceship: A final Exp. In PA project is being proposed by local firm Berger & Fohr. They will likely have a proposal for the Standing Selection Panel to review and approve before staff brings the project before the commission. - The Standing Selection Panel is also considering an invitational “Artist Residency” for local, national, and possibly even international artists to come to Boulder to share projects they are working on that are tied to big social issues like climate change, immigration, and the unhoused population. Staff has requested Adjustment to Base (ATB) funds from the General Fund to pay for temporary art projects and residencies in 2024. - NoBo Library (Daily tous les jours): Final Design and Fabrication. Installation of the art begins at the end of May. Grand opening of library anticipated for end of June 2024. www.dailytouslesjours.com - Fire Station 3 (Michael Clapper): Final Design and Fabrication. Footer for sculpture has been poured, moving into fabrication of the artwork. - Urban Design - 19th and Upland (Anthony Garcia): Final Design. Waiting on parent project to commence construction. The anticipated parent project construction schedule is Winter 202 4 – Spring 2026. Art will be installed in Spring 2026. - Valmont Rain Garden: Preliminary Design has been approved and community engagement activities were held. Working on final design (engineering). Anticipated installation fall 2024. - Art in Parking Garages: 11th and Spruce (David Franklin): Design Development. Engineering assessment of the garage is complete and staff are now waiting on a revised preliminary design from the artists. - Western City Campus (Alpine Balsam): Orientation meeting was held March 27, 2024. RFQs will be posted in early May 2024. - Uni Hill Public Art: Staff is planning to research and develop a public art plan for the Uni Hill commercial district with funds from a withdrawn 2019 project. Community-Initiated and Donation Projects Updates: - Los Seis de Boulder/El movimiento sigue: Footer has been installed and installation of the sculpture and plaque should be complete by the end of April. A dedication event is being planned for Tuesday, May 28. - Work continues on preliminary preparations for the Boulder Strong permanent memorial process. - Pleasant St. & Broadway Ave. Paint the Pavement: Staff is assisting with a project to install a crosswalk mural at an intersection in the Uni Hill district. The project will employ an artist from our Mural Artist Roster. Installation is planned for May or June. - Goss Grove Street mural: community member, Susan Lott is moving forward with a street mural. It is a long-standing mural that the neighborhood has maintained and repainted over 12 years. The community group is moving forward with traffic control measures and might apply for a Creative Neighborhoods grant to pay the original artist. Maintenance and Conservation: 10 - Accessible Signage: A consultant was hired to audit the public art collection and enter information into a new database. Work has begun. A CU Boulder grad student is also assisting. Following the audit, staff will hire a fabricator to begin work on new signage for all artworks. In Attachment Three, please find a current public art program budget. >Creative Neighborhoods The Boulder Office of Arts and Culture’s Mural Artist Roster has closed. There are over 80 artists included. The Roster serves as a resource to identify artists suitable for new artwork commissions, including public projects with the city and private commissions in the community. Work continues on reviving of the Creative Neighborhoods program. The Office’s Public Art Program Coordinator and Arts and Venues Liaison are partnering with City of Boulder Neighborhood Connection Fund Manager, Edgar Chavarria, on the project. The Creative Neighborhoods Mural Program application is being translated to Spanish and will go live in late April. Creative Neighborhoods Mural Program grants will open this fall. These are community initiated and will be awarded on a first-come, first-served basis by City of Boulder Subcommunity. The applicant will choose an artist from the Office’s Mural Artist Roster for their project. Deadline for applications will be September 2024 and all projects must be completed by the end of summer 2025. >Venues Staff is working with multiple departments to negotiate and complete a new lease with The Dairy Arts Center. Work continues to provide support on the proposal from the Boulder Museum of Contemporary Art (BMoCA) to relocate their facility to a new location in the NoBo Art District. Work continues on the 2024 Venues Study. Staff hired an intern from CU Boulder, Dylan Katzman, to help with various office projects including the collection of information for the Venues Study. >Professional Artists The Artist Census questionnaire, the first part of the Artist Census, will be open early summer. The questionnaire will be open until there are sufficient responses to represent a statistically significant cross - section of professional artists in the area. Staff have also engaged consultants from Qualitative Research Centre (QRC) to conduct a series of focus groups in late summer. Information gathered from the questionnaire and the focus groups will be compiled and presented with a target completion date of December 2024.The Artist Census will help us gain a clearer picture of how our artists are surviving and thriving as workers and small business owners in Boulder. The third 2024 Professional Artist Forum is scheduled for June 4, at 5:30 p.m. at the Junkyard Social Club. Topic is tentatively a talk on the Experience Economy by Brian Corrigan, cofounder of Farm to Spaceship. 11 >Civic Dialog, Boulder Arts Week Thank you for joining us at the 11 th annual Boulder Arts Week (BAW) from April 5 to 13! There were over 140 calendar listings throughout the week, and over 30 events and activities planned throughout the city on the first Friday of the Week alone. The first weekend was hampered by an intense windstorm which caused electrical shutoffs and resulted in event cancellations and postponements. Some organizations were adversely affected by the cancellations. The Boulder Chamber has created an Impact Survey for organizations and businesses affected by the outages and we have shared that survey with BAW participating organizations. The rest of the week proceeded as planned and some events were able to be rescheduled for the remaining part of the week, while others had to be rescheduled for later or cancelled all together.
